1 JOB TITLE TEAM DEPARTMENT REPORTS TO Football Welcomes Manager CORE Supporter Campaigning and Communications Head of CORE RESPONSIBLE FOR SCALE Grade 5 HOURS PER WEEK Temporary Staff, Freelance specialists and volunteers 35 hours (flexible working considered) OVERALL PURPOSE OF THE JOB Amnesty International is a people-led movement. We recognise the skills, connections and knowledge that exist in the over 700,000 supporters of Amnesty in the UK and we want to invest in enabling and empowering more of our supporters to use their talents to play active and leadership roles in the Amnesty movement in the UK. The four elements of the CORE team (Community Organising, Artist Relations / Events, Football Welcomes, Human Rights Education) allow us to bring together creativity / creative partnerships, influential voices and partners, education, training and activism in the projects and programmes we develop in the team and with our partners and activists. A key part of our current investment and focus is exploring how we partner with other organisations both nationally and at a community level and support, train and empower more people so that we can build a larger, more powerful human rights movement in the UK, and so that Amnesty is more visible, more inclusive and more connected in communities through the UK. Our Football Welcomes programme was launched in 2016 and in a short time has become well established in football clubs, in the media, communities and in the calendars and programmes of national partners throughout the UK. Since launch we have also established connections with international partners (principally in Germany). We want to build on its success over the next few years (including exploring its international potential) and use this to learn and develop more programmes like it in communities through the UK. The performance of the holder of this post will be evaluated on their: Development and delivery of a Football Welcomes programme designed to help positively change attitudes towards and perceptions of people who are refugees or seeking asylum; to contribute significantly to creating more welcoming communities; and to contribute to Amnesty s strategic objectives (principally focussing on our strategy to increase the impact of the Amnesty movement ). Ensuring all aspects of the Football Welcomes programme are inclusive in their design and approach and serve to help promote Amnesty s wider aims around equality, diversity and inclusion. 1

2 Recruiting and managing a project team of internal and external stakeholders to deliver the programme Recruiting and managing a steering group comprised of people with a refugee background and other influential individuals Developing and managing strategic partnerships (national, international and local) Developing and maintaining relationships with influential individuals in football and other relevant industries Budget and resource management Delivery of work in accordance with and adherence to: AIUK policy, procedure and our supporter promise. AREAS OF RESPONSIBILITY: 1. Strategic and operational programme management This role has overall responsibility for developing and managing the Football Welcomes programme in the UK, it will: 1.1 Develop and implement a partnership model for the delivery of pilot projects (initially in five locations in the UK), based on the German community alliance programme - including developing criteria for selection of locations and overseeing selection of partners. 1.2 Oversee and ensure delivery of Football Welcomes weekend as an annual nationwide, moment designed so that all participating clubs and partners can celebrate and showcase the work they have been doing through the year to create welcoming spaces for refugees, people seeking asylum and migrants. 1.3 Ensure all aspects of the Football Welcomes programme are inclusive in their design and delivery and specifically provide opportunities for the participation of women and girls. 1.4 Enable the engagement and participation of Amnesty UK supporters, football fans and others including as a gateway to greater participation in other Amnesty programmes by working across relevant teams to develop and test supporter journeys. 1.5 Design the Football Welcomes programme using Amnesty s Project Management framework including designing and implementing a Monitoring and Evaluation framework. 1.6 Explore and present opportunities to develop Football Welcomes internationally, leading on presenting plans, findings and recommendations from the UK programme to Amnesty s International Secretariat and relevant Amnesty Sections and potential international partners. 2. External environment, relationships and networking 2.1. Negotiate and secure strategic partnerships - with national partners (e.g. English Premier League, English Football League, Women s Super League, media partners and partners in the refugee sector ) to expand the programme s reach and impact and support collaboration and partnership working Build and maintain relationships with relevant international partners including the Bundesliga and others involved in the German Community Alliance programme to share learnings with UK partners and further the aims of the Football Welcomes programme in the UK. 2

3 2.3. Develop Football Welcomes as a strategic tool to engage and deepen relationships with Amnesty ambassadors, parliamentarians, and other influential individuals Recruit and manage a steering group comprised of people with a refugee background who play football in communities as well as other influential people who will add value to the direction and promotion of the programme Support Amnesty activists to develop and maintain excellent relationships with partners in their communities in line with the Impact of the Movement strategy Share lessons and plans for Football Welcomes with relevant Amnesty sections and Amnesty s International Secretariat. 3. Resource and Project Management Recruit and lead internal project group to: 3.1. Implement plan to test a model similar to the German programme of community alliances in 5 locations in the UK 3.2. Develop and manage a plan to increase support for and participation in the annual Football Welcomes weekend from football clubs, local refugee organisations, Amnesty supporters and football fans Design and lead on implementation of a model for AIUK local activists and fans groups to collaborate and build on existing refugee projects ideally via projects running at football clubs Develop and implement communications plan to support and promote the Football Welcomes programme including ensuring excellent supporter communications 3.5. Provide ongoing advice and support for activists organising partnerships, campaign activities and events in relation to Football Welcomes 3.6. Provide opportunities for exchange of good practice / ideas between all activists, staff and partners 3.7. Be responsible for developing, managing and reporting on circa 100K expenditure budget for Football Welcomes and develop business cases to propose any additional resources / investment needed to deliver and further develop the programme Work independently to establish the programme across internal teams and external partners, negotiating and leveraging necessary support and resource Monitor and report on progress of projects, to Leadership team and external steering group, adjusting plans and approach where necessary to reach identified objectives Recruit and manage temporary staff and volunteers as required Recruit and manage agencies and freelancers as required 3

Manage the health and safety of their volunteers, including conducting risk assessments as appropriate, and ensuring they have access to, and participate in, appropriate instruction, training and supervision 4.3. 5 PERSON SPECIFICATION ESSENTIAL Experience CRITERIA Experience of successfully developing and managing large and complex projects and / or programmes with a range of both internal and external stakeholders Experience of developing, managing and reporting on significant budgets and other resource management Experience of developing and maintaining successful partnerships both in communities and nationally Experience of working with refugee communities Experience of designing and practically applying inclusive approaches across projects and programmes to ensure participation from a wide and diverse range of people and cultures. Extensive knowledge of UK football structures, key stakeholders and relationships. Skills and Knowledge Understanding of and commitment to human rights and AIUK vision. Excellent communication skills, demonstrable ability to develop a range of written resources including promotional materials (off and online), proposals and reports, blogs and presentations.
