3 Young India, the Skill Capital of the World Today, India is one of the youngest countries in the world with 65% of its youth in the working age group of 20 to 35 years. To reap this demographic advantage, the Government of India launched, on war footing, the Skill India Mission to empower the youth of the country with skill sets which make them more employable and more productive in their work environment. The National Skill Mission is chaired by the Prime Minister of India, Narendra Modi. Under this mission, vocational skills training courses across 40 sectors in the country aligned to the standards recognized by both the industry and the government under the National Skill Qualification Framework, are being offered and skills training conducted. The courses help a Trainee focus on practical delivery of work and help enhance technical expertise. India, has over skills training centres offering courses in job roles with 10,000+ occupational standards defined, aimed at getting the Indian youth skilled and employable Skill India has been a boon for Indians. It has made millennials job ready, productive and efficient thereby accelerating the country s growth. More than 10.4 million youth have been trained under the Skill India Mission in the year as on 31st March 2016 (source: Press Information Bureau, Government of India, Ministry of Skill Development and Entrepreneurship). As a result of the concerted efforts taken by the Government of India, the skill ecosystem in India is seeing great reforms and policy interventions which is reinvigorating and re-energizing the country s workforce today; and is preparing the youth for job and growth opportunities in the international markets too. India is on the foothold of sending its skilled labour to countries across the globe Every year around 7-8 lakh blue collar workers from India go abroad for employment. 5 IL&FS Skills An empanelled Sending Organization for TITP Skill Development / Training is an important field of bilateral cooperation between India and Japan. In 2018, India and Japan have signed a memorandum of co-operation on Technical Intern Training Programme (TITP) that will pave the way for sending Indian technical interns to Japan for on-the-job training for a period of three to five years The co-operation that was concluded by Shri Dharmendra Pradhan, Hon ble Minister for Skill Development and Entrepreneurship, Government of India and Mr. Katsunobu Kato, Hon ble Minister of Health, Labour and Welfare, Government of Japan is expected to significantly expand the bilateral cooperation between India and Japan in the field of skill development The TITP is an important initiative to promote skill development not only for employment but also to empower youth for greater social mobility and economic advancements. 8 Strengths of IL&FS Skills as Sending Organization Under TITP, IL&FS Skills shall identify skilled workers with at least one year of work experience in domain of expertise and train them on Japanese language and culture. The selection criteria of workers for TITP shall be as per employer s requirements. Japanese language training and insights into Japanese culture shall be imparted by JLPT certified Trainers, for a duration of 8 weeks. IL&FS Skills, being a technology company, can facilitate recruitment process long distance using video conferencing facilities to save on time and cost for Supervising Organizations. Besides the India office that is equipped with Japanese speaking staff, an office in Japan too shall be opened shortly. A single point of contact, a Japanese national, shall operate out of the Japan office to interact, support and work with the Supervising Organizations for smooth implementation of TITP Our training methodology: (a) Selection and Screening Process of Interns IL&FS Skills has over 500 certified Trainers across 20+ sectors with 100+ job roles and a big network of Master Trainers and industry specialists with whom the most appropriate selection criteria and methodology is being designed to fetch the best skilled workers in the country Screening and Selection Criteria: Age: 21 to35 years Work Experience: Minimum 1 year and/or as per employer s requirement Domain knowledge & Skills: A baseline entrance test to ensure technical competency Attitude - Aptitude - Aspiration check: Psychometric test & Career Counselling TITP brochure-english-5.indd 8 7/26/ :09:39 AM

9 (b) Japanese language Training: IL&FS Skills-MOSAI Knowledge Partnership IL&FS Skills has partnered with Mombusho Scholars Association of India (MOSAI), the leading Japanese language training company in India to deliver Japanese language training to the Interns. MOSAI works closely with the Embassy of Japan in India, The Japan Foundation and other Indo-Japan related organizations. It consists of specialists who have worked with Japanese universities, research institutions and industry. IL&FS Skills works in close coordination with MOSAI for imparting Japanese language training to Interns Japanese language training particulars: Duration: 250 hours [6 hours /day 3 hours on language and 3 hours on Japanese culture] Japanese language Studio: A customized training facility has been designed to give the Interns the look and feel of Japanese culture, learning and way of life Number of Japanese Trainers: 20 trainers, with minimum JLPT N3 Certification and 1 year of teaching experience Competency aimed to be achieved: JLPT N5 level (c) Facilitating Interviews for Employers, Long Distance IL&FS Skills provides facility to conduct interview of Interns through Online mode. The IL&FS Skills centers are equipped with high speed internet and web conferencing facility through which face to face interviews can be conducted with the Interns. Further, IL&FS Skills proposes to upload videos of Interns show casing their skill capabilities, for employers to view and evaluate. We shall be happy to support employers in these quick and cost saving means of scheduling interviews at short notice. (d) IL&FS Skills Office in Japan: For Monitoring & Support IL&FS Skills is in the final stages of opening an office in Tokyo. A Business Manager, shall be appointed to be the single point of contact to liaison with Supervising Organizations. He/she shall support in the following activities: Procure manpower requirements Ensure smooth entry of Interns in Japan and further till they reach their workplaces Support Implementing Organizations in monitoring of Interns Support Implementing Organizations in documentation, emergencies Be the local guardians for Interns during their tenure Ensure smooth departure of Interns from Japan post tenure TITP brochure-english-5.indd 9 7/26/ :09:39 AM

10 (e) Japanese Speaking Staff in India as well as Japan Office IL&FS Skills has a full time senior Japanese speaking Master Trainer cum Programme Coordinator working out of the Corporate Office in Noida, India. Besides, we have the support and strength of our Japanese language certified Trainers pan India as well senior Japanese language Professors from MOSAI, our Knowledge Partner, to support and guide for smooth operations of TITP. Further, the Japan office of IL&FS Skills too shall have Japanese national(s) to work and coordinate with Supervising Organizations. 11 (g) Our experience in international placements We have trained and placed our candidates in GCC (Gulf Cooperation Council) countries since 2012 in the construction sector in the job roles Advanced Welding, Mechanical-Electrical-Pipefitting Operator and Unarmed Security Guard. We are conducting training for overseas placements at several locations pan India with fully equipped labs and classrooms.
