1 RFP# Home-Based Business Licensing- Training Campaign Questions & Answers Question #1: - Trainees per session: a) In the RFP you have mentioned awareness sessions should increase awareness to At least 5,000 people, on the other side you have mentioned that the maximum number who should attend the session 100 people per session (50 * 100 persons = 5000 trainees) & the minimum number is (20 persons * 50 session = 2000 trainees), this point is not clear enough please elaborate. b) Can we Suggest a Fixed number for trainees per session such as 50 trainees might be increase to 70 per trainee (this point will have a direct impact one the cost of hotels) to be calculated accurately. Answer: a) The RFP assumes the contractor will be delivering training in every municipality (100 in Jordan) to insure increased awareness for government officials, in addition to CBOs and NGOS, hence we assume the number 5,000 is attainable. The offers are expected to increase the number of sessions based on the atendees number to achieve minimum number required (5,000) b) The contractor is free to create their own model and locations. Question #2: Training sessions location: The sessions which will be implemented will be located in Amman and trainees will come based on the invitations from each city to Amman? Or The training sessions will be implemented in the 3 cities you have mentioned (Amman, Irbid & Zarqa) and trainees will travel to the nearest city? please clarify. Answer: The trainers are expected to reach the locations and it is not limited to Amman, Irbid and Zarqa, we assume the contractor will be able to reach all 100 municipalities. Question #3: We need to know the estimated duration of each session (days, hours)? 1

2 Answer: The offeror can propose other options with a justification, keeping the minimum number of hours per session to 5 hours. Question #4: Transportation cost and arrangements: Transportations arrangements and costs for Trainees who will come from other cities will be USAID and its partners responsibility? Answer: For transportation of participants, unless there is solid justification for paying, cost may be seen as unreasonable, nevertheless, bidders are free to propose costs as they see fit and in line with their technical approach. Please see link for USAID Mission Order In-country Per Diem and Transportation Policy; 0Order%20%20In-country%20Per%20Diem%20and%20Transportation%20Policy.pdf Question #5: Printing material cost and arrangements: a) The Training material will be prepared from the contractor side and the trainers or it will be provided from USAID LENS b) Print costs for these materials will be covered from the contractor Or it will be provided from USAID LENS based on the trainees numbers Answer: a) The bases for the training material will be provided by USAID LENS ( بيت (شغل manual and the offeror is free to propose additional material if needed. b) The offeror will be asked to print a limited number of material. Question #6: Page 14, Point 3.B: Will USAID LENS be providing trainers for the training of the government staff session? Answer: The offeror is expected to provide all trainers. Question #7: Will you consider university students and/or vocational training centers among the targeted audience mentioned in the third group, point 4, page 3? 2

3 Answer: Only vocational training centers. Question #8: What is the acceptable split of training sessions between gov. staff and the targeted civil society entities? Answer: Minimum of 60% government staff Question #9: In page 3: Resources should be equally distributed across the targeted areas could you be more specific on how many sessions should be planned in Aqaba, Tafileh and Karak according to that? Answer: The offeror may design sessions as they see fit, noting that all municipalities should be covered. Question #10: It is mentioned that LENS will provide a list of attendees for gov. staff, will the list include phone numbers and/or s and positions? Also, will that include decision makers who are authorized to give the targeted employees time off to attend the sessions? Answer: MOMA will be providing us with the list of approved targeted government staff to attend trainings including phone numbers. Question #11: Regarding the mentioned list to be shared by LENS, could you please share it ahead to understand where (geographical locations) and how many sessions should be designed? Answer: Once the offeror is selected the list will be provided. Question #12: Shall the contractor be limited to the list of attendees for the targeted civil societies you will provide? Answer: No Question #13: Regarding the PR, is the contractor requested to only draft the PR, or to distribute it as well? 3

4 Answer: Both Draft and distribute Question #14: In page 3: Reach out to civil society entities, such as local community-based organizations (CBOs), non-governmental organizations (NGOs), associations and cooperatives, who provide regulatory support to MSEs, to help them advocate the bylaw and new instructions to their members and beneficiaries. Does that mean that training sessions shall target the entities employees rather than their direct beneficiaries or both? Answer: The contractor will target only the employees. Question #15: Do have any preference regarding the training venues; inside or outside the municipality building for example? Answer: No preference, as long as it is easily accessible for targeted attendees to ensure maximum attendance numbers. Question #16: In page 3 you mentioned the target to be achieved Increase awareness of at least 5,000 people through on-the-ground awareness events, while on the same page you specified.and scheduling a minimum of 50 outreach sessions with a minimum of 20 and a maximum of 100 attendees can you please be more specific with the range of the final target awareness reach? Answer: As trainings are stipulated to be within the municipality itself or within its proximity, per diems will not be authorized as there is no travel associated. For transportation of participant, unless there is solid justification for paying, cost may be seen as unreasonable, nevertheless, bidders are free to propose costs as they see fit and in line with their technical approach. A minimum of 20% of the attendees should be women will you please explain when are you expecting these events to take place? Answer: The offeror is free propose their own model. Question #19: In terms of statistics, other than completeness of data and report physical and machinereadable (Excel) data from these sheets will you request a post or pre-survey to measure knowledge and satisfaction? Answer: Pre and post surveys are needed. Question #20: Is it acceptable to conduct training sessions for both gov. staff and INGOs or CBOs together when possible? Answer: If feasible, there is no objection. Question #21: What are the awareness campaign material that will be handed to the attendees? Answer: USAID LENS will be providing the offeror with the HBB manual; however, the offeror should can design other materials to be approved by USAID LENS. Question #22: Will the contractor be, at any level, bound by the number of actual HBB registration after the completion of the 50 training sessions? 5

6 Answer: No Question #23: In page 4 under M&E: The monitoring and evaluation proposal must mention the means of measurement of proposed outreach metrics, including social media. Could you please explain what social media you are refereeing to, not which platform but which activities you are refereeing to? Answer: Announcement of sessions, engagement of the audience, feedback surveys, outreach and lessons learnt. Question #24: In page 5 at the closing report section: and engagement of people with the campaign, the increase in awareness of the registration and licensing process among micro and small enterprises, and the impact on the number of businesses that went through the registration process as a result of the campaign. Will you please elaborate on the engagement with the campaign part? Answer: Announcement of sessions, engagement of the audience, feedback surveys and outreach and lessons learnt. Question #25: Regarding the objective of raising the awareness of 5,000 people in the mentioned governorates, should be that through direct on-site sessions where the 5,000 people attend physically? Or can it be done through other ways (such as flyers, brochures, videos etc.) Answer: Yes, Direct on- site sessions. Question #26: Regarding the capability statement, should it be done only for the main contractor? Or should it also include partners/subcontractors? Answer: Should be done for all partners and subcontractors. Question #27: Will LENS help in providing the names of business associations/cbos/ NGOs who work with small businesses in Amman and the other governorates, which the contractor should organize with to conduct the campaign? 6

7 Answer: The offeror should be able to provide LENS with the list for approval. Question #28: In the M&E plan section, the contractor is requested to detail how they will monitor results from the campaign to ensure that campaign targets are counted for. Would you please elaborate about what the mentioned results and targets are in this case? Answer: Announcement of sessions, engagement of the audience, feedback surveys, outreach, lessons learnt and recommendations. Question #29: For the country-wide awareness campaign that was held for small businesses, is there any report/document that summarizes what was done? If not, would it be possible to share with us information about it, such as: a. When was it done? b. Who did it? c. How was it done? d. How many were reached out? e. Lessons learned Answer: We will share all this information with the selected Contractor upon signing of contract. For the proposal, we encourage bidders to make their own professional judgments based on what they can see from the previous campaign and then suggest what they would do differently and why/how. Question #30: We do not know the details of each field visit; how many will attend and where Answer: this depends on the proposal of the bidder. Question #31: ref. to section D. of the budget and in line with the above, please advise how we should fill in these information Answer: this depend on the proposal of the bidder, it should reflect cost that incurs in implementing the proposed approach. Transportation should depict proposed transportation costs of staff, consultants, or sub-contractors. Question #32: Please advise what constitute other direct cost. 7

8 Answer: A direct cost is any cost that can be identified specifically with or traced to a particular final cost objective, examples: space rental, utilities, stationery, supplies, admin satff Question #33: What constitute fringe benefits other than social security? how do you advice that we calculate fringe Answer: Fringe benefits are allowances and services provided by employers to their employees as compensation in addition to regular salaries and wages. Fringe benefits include, but are not limited to, the costs of leave (vacation, family-related, sick or military), employee insurance, pensions, and unemployment benefit plans. Fringe benefits must be supported by bidder s internal HR policy. 8
