1 COLORADO MUNICIPAL LEAGUE REQUEST FOR APPLICATIONS EXECUTIVE DIRECTOR, CML November 19 December 10, 2018 Mission Statement: Founded in 1923, CML is a nonprofit, nonpartisan organization providing services and resources to assist municipal officials in managing their governments and serving their cities and towns. Vision Statement: Empowered cities and towns, united for a strong Colorado Ideal Candidate: The Executive Director will be an innovative navigator in the sense that he or she will chart a course for long-term League vision, organize priorities, and then measure the results of actions taken. The Executive Director will demonstrate a passion for educating and promoting local government, exude extraversion, earn the trust of Colorado s municipal leaders, demonstrate speaking presentation skills, demonstrate experience leading through a robust committee structure, and have experience improving and growing an organization, through the implementation of a strategic plan with identified goals and metrics of success. Qualifications: Upon appointment, the Executive Director should have an equivalent combination of the following education and experience: Ten years of experience in non-profit management and legislative advocacy, including at least 5 years of experience in a supervisory or leadership role. A bachelor s degree in economics, political science, public or business administration or advanced degree with experience in a closely related field. A master s degree in one of the above-related fields of study is desirable. A valid Colorado driver s license must be obtained and remain valid throughout the tenure. Salary will be negotiable; salary is supplemented by an attractive benefits package. 3 Position Title: Executive Director Reports to: Executive Board of Directors Colorado Municipal League Job Description 11/16/18 Position Summary: The Executive Director is responsible to the 21-member Executive Board for executing the policies and programs of the League in a deliberate and focused manner. Performs professional, executive and managerial oversight as follows: Staff member supervision Activity management and coordination Member service operations Organizational policy development and recommendation League policy and legal programs Fiscal control Essential Traits: Strong communication and listening skills Innovative thinker Collaborative and builds cooperative relationships Experience in local government Strong interpersonal skills Successful Leadership skills Passion for local government Responsibilities and Duties: Strategic Planning Ability to lead an organization through the integration of its Vision, Mission, and Values, and creating successful metrics around a sound strategic plan. Directs the development and implementation of the League s Vision, Mission and Values, including all goals, objectives, policies and procedures, as well as continued development of the strategic planning process Supports members and member services throughout implementation Evaluates implementation and adjusts as necessary Guides updates as objectives are met or as current conditions demand Board Management Provide guidance and works collaboratively with a Board of Directors and Committee Structure to assist in identifying high-level policy direction. Prepares agendas and supports the Executive Board, including making recommendations, providing options and managing outcomes of Board Committees Advise and assist the Board with establishing any necessary committees of the Board and managing their accomplishments Facilitates Board development, including orientation of new members, continuing education, succession planning and process review Recommends practices and policies to maintain Board competency and efficacy Introduces and recommends policies related to the League s fiduciary responsibilities, including such practices as purchasing, auditing, Board and staff ethics, investments, budgets, risk management and related policies Manages and/or delegates work as requested by the Board Financial Management Demonstrates competent fiduciary responsibility to the members of CML. Directs the preparation and administration of the annual Budget

4 Insures that financial reports accurately document fiscal conditions, program progress and future challenges of the League Maintains the League s obligations regarding financial programs, such as; grants, contracts, bidding, requests for proposals and negotiations with entities desiring to contract with the League Advocacy Provides oversight and guidance to the development of programs and processes that promote the needs of local government through legislative advocacy and legal resources. Promotes local government control and home rule governance Provides advocacy for municipal governments in Colorado on state and federal legislative matters, including building and cultivating key legislative relationships and contacts Supervises the development and implementation of the League s legislative and legal advocacy efforts on behalf of and for member municipalities Confers with municipal officials, members and staff of the Legislature and other outside organizations, affiliates or individuals having a potential interest in affairs of League concern, through frequent contact or visitation throughout the state of Colorado Proven success or transferrable skills/experience in successful Amicus Outreach Leads the League s programs of outreach, training, member services, meetings, and conferences to build relationships with municipalities, and develop feedback loops to hear the issues and concerns of the members. Directs and participates in planning, developing and conducting CML s annual League Conference, training programs, outreach, and regional meetings for member municipalities Represents the League and participates in professional; meetings and Conferences, including the National League of Cities (NLC) and other representation as required Builds a resource network of colleagues and likewise is a resource Innovates and energizes programs to foster League membership, interest, support and active participation Administrative Provides the appropriate administrative guidance to lead a successful organizational operation that is focused on producing results. Leads all program directors and administrative staff of the League, including hiring, discipline, performance appraisal and discharge Prepares and maintains an executive director succession plan for the strength and continuity of the CML as well as succession planning efforts for each department of the league Participates in the annual performance planning and appraisal of all staff members Commands by example the ability to inspire staff to provide support of League committees toward desired success Mentors staff and supports staff services Required Knowledge, Skills & Experience: Knowledge of principles and practices of non-profit and public administration Knowledge of federal, state and local government organization, policies and procedures Experience with legislative processes and association lobbying Knowledge of laws, policies, operations and functions of the major policy and program areas of interest to the League (e.g., home rule, transportation, revenue and taxation, land use, economic development) Knowledge of membership educational programming and conference planning

5 Knowledge of federal, state and municipal laws pertaining to ethics and professional standards, fiscal operations and risk management Knowledge of contract administration Ability to plan and delegate the responsibilities and authorities of subordinates, including direction and accountability, in the provision of League services Ability to communicate clearly and concisely, orally and in writing Experience in developing, analyzing and evaluating policy positions Skill in conducting research and analyzing data Skill in operating a computer and other standard office equipment and information technology Skill in public and interpersonal relations Ability to serve effectively as the administrative agent of the Board Ability to select, supervise, train and evaluate staff and to provide for and interpret personnel policies and procedures Guidelines: Guidelines for the Executive Director include the League s Articles of Incorporation, By-laws, policies, plans and procedures, the Director s performance plan and applicable federal and state laws, rules and regulations. These guidelines require much judgment, selection and interpretation in the application. The Executive Director helps to develop league guidelines. Physical Demands and Work Environment: The Executive Director s work is typically performed in an office while seated at a desk or table. However, frequent travel throughout the state is required.
