6 Letter from Millie Banerjee, Chair Dear Applicant Thank you for your interest in the role of Chief Executive for NHS Blood and Transplant. At NHSBT we stand for hope. We stand for life. We have a duty to be as efficient as we possibly can so that the NHS has more resources to spend on frontline services to patients. NHSBT also has a strong record as an innovator and we aim to: be the supplier of choice to the NHS for tissue and eye services, stem cell therapies, therapeutic apheresis, specialist blood diagnostic (Red Cell Immunohaematology) and organ testing (Histocompatibility and Immunogenetic) services; increase the number of patients benefiting from curative stem cell transplants; develop products and innovative techniques that have the potential to deliver an income surplus that can be reinvested into services and further research; and lead the way on regenerative medicine. To achieve this, we are looking for an exceptional Chief Executive. You will have experience of running a complex service organisation, whether in healthcare, the wider public or commercial sectors. You will be able to develop influential relationships with stakeholders and partners across organisations and sectors. You will be a leader who can engage, motivate and inspire people and who is able to promote a culture of excellence, openness and achievement. 7 Introduction NHS Blood and Transplant (NHSBT) is a Special Health Authority dedicated to saving and improving lives. We are an essential part of the NHS providing a wide range of services making the most of absolutely every donation from blood and organs to tissues and stem cells. We were formed in 2005 by bringing together the National Blood Service and UK Transplant. We are now one of the largest and most effective organisations of its type in the world. We employ over 5,400 people across the UK, with total revenue of over 417 million, delivering blood, and blood based therapies across England; Diagnostic and Therapeutic services globally; and organ donation and supply services for the whole of the UK. We stand for helping ordinary people do something extraordinary, saving and improving the lives of others with their valuable donations. To achieve this we: collect and process over 1.6 million units of blood and platelets annually to ensure a constant supply of blood to hospitals from 5,500 donors giving blood every day; make possible some 9,000 organ and cornea transplants every year; retrieve and store other tissues like skin and bone ready for patient use; manufacture a range of specialist therapeutic blood products; provide a number of related services such as solid organ tissue typing and cord blood banking; provide apheresis services directly to patients; manage the NHS Organ Donor Register (which currently has nearly 24 million names) and the British Bone Marrow Registry; support a significant research and development programme operated in partnership with a number of the UK's leading universities; and provide expert advice to other NHS organisations, the Department of Health, Ministers and devolved administrations. In 2017/18, our donors provided: 1.4 million units of blood, 4,035 organs, 5,800 tissue donations, and 1,400 banked cord blood units. In performing this essential activity, we engage with millions of people throughout the country and connect directly with more people on a daily basis than any other single part of the NHS. 8 Core values, behaviours and expectations Our values of caring, expert and quality shape everything we do. Through communicating, collaborating, leading, being customer focused, performing and innovating, we consistently deliver our values as set out below: Diversity & Inclusion There is a real commitment from NHSBT s Board to ensure we are delivering on our Diversity and Inclusion objectives and a bi-annual update to the Board allows us to keep updated on all interventions and to monitor progress. An annual Diversity & Inclusion work plan tracks and monitors a set of workforce objectives which have been developed in response to our Single Equality Scheme and Our People Strategy. Key considerations this year include how we support the further development of the Black, Asian and Minority Ethnic (BAME) Network, the LGBT+ Network, the Women in Science Network and how we prepare and improve our support on disability and well-being in readiness for the new Workforce Disability Equality Standard in April Diversity & Inclusion awareness training and leadership development is fundamental to achieving greater insight and confidence in working inclusively. Development and provision of training is at the top of this year s agenda.

9 Financial performance We track our financial performance across three key areas: Blood, Organ Donation and Transplantation, and Diagnostic and Therapeutic Services. Blood: 2016/17 has been another very successful year with further improvement in service levels, product availability, regulatory performance and productivity. The Directorate has continued to respond extremely well to the sustained reduction in red cell demand that has seen demand fall by a further 4.8% in 2016/17. We continue to be proud of the fact that prices for red cells in 2017/18 will be lower than they were in 2004/5, despite inflation, investing in higher safety and availability and a 22% reduction in red cell demand over that period. In aggregate the cost of red cells supplied to the NHS in 2017/18 will be circa 78m pa lower than they were in 2008/09. Organ Donation and Transplantation: There were 1,413 deceased donors in 2016/17 (2015/16 1,364), 3.6% higher than 2015/16. As a result, there were 3,712 deceased transplants in 2016/17 (2015/16 3,529), up by 5.2%. These, again, have established new annual records for both the number of deceased donors and the number of deceased transplants in the UK. Diagnostic and Therapeutic Services: Income in 2016/17 at 69.3m (2015/ m) was 5.6% higher than last year. This was driven by strong growth in Tissue and Eye Services (up by 7.2%) and increased activity in both Therapeutic Apheresis Services (up 17.9%) and Stem Cell Donation and Transplant (up 7.9%). 10 Our four major targets for the year ahead The blood supply chain is in need of further change to drive efficiency and quality while ensuring sufficient supply of the right blood types to meet patient need. The modernisation of NHSBT s core IT systems and the implementation of new IT solutions to support both the blood supply chain and Organ Donation and Transplantation. Organ Donation and Transplantation faces the challenge of ensuring as many people as possible in need of an organ can receive one and supporting the proposed introduction of opt out in Scotland and England. Innovative income streams - Diagnostic and Therapeutic Services is already a world leader in many areas of its work and we will be exploring ways to capitalise on our expertise in new areas and develop new partnerships. 11 The future As part of the backbone of the NHS, we reach the public at the most critical stages of their lives. Few organisations have the ability to reach so many, delivering the best possible service to patients, donors and the NHS. The range of our work providing diagnostic and therapeutic services, organ donation & transplantation, and blood supply, demands that our operations are world class, providing a safe, reliable and efficient supply across the UK by working seamlessly with an unparalleled range of stakeholders including government, volunteers, the health sector and academia. The NHS faces substantial demands which puts further pressure on us to ensure that our service is as efficient as possible while working closely with partner organisations experiencing substantial strain on their staff numbers, facilities and finances. As pressure on these services continues, we must ensure our services maintain efficiency while always focusing on future innovation. We must work at the forefront of volunteer engagement and keeping pace with digital advancements will be critical us as we seek to remain close to and diversify our donor base, without whom we would not exist. More work remains to ensure that we find innovative ways to work with the public and providers to continuously improve services. Working with Millie Banerjee and a highly experienced executive team to implement our expansive vision, our new Chief Executive has the opportunity to take us forward beyond Strategic Plan to make sure that we are here when people need us most. You will be excited to make your mark on such a critical organisation and will seize the opportunity to push forward our reputation for quality, ensuring existing operations remain fit for the future alongside effective collaboration with our partners. 12 The role Reporting to the Board, you will bring visible and inspirational leadership, drive and ambition to NHSBT. Accountable to the Chairman and the Board, you will: provide strategic leadership and a visionary approach, engaging and communicating this vision for our future direction. provide leadership and management of our organisation, our resources, plans and activities to ensure the highest standards of quality and governance are met, and that legal and statutory obligations are fulfilled. be responsible for our essential core service, ensuring the safe and sufficient supply of blood, blood products, and tissues to the NHS and other health providers whilst also ensuring the delivery of demonstrable value to the wider NHS. be responsible for the facilitation of the delivery of the organ transplant service on behalf of the four UK Health Departments ensuring there is no missed opportunity for transplantation. drive forward our programme to improve productivity and quality. oversee the development of new products and services. influence policy in the areas in which we operate at the very highest levels of government. build influential partnerships to represent us externally, promoting our purpose and ensuring that we are well placed to play a significant role in national and international debates around critical areas of our work. KEY RESPONSIBILITIES work with the Board to agree the strategic objectives of the organisation and ensure these are clearly and consistently delivered and communicated both internally and externally. Provide clear, timely and accurate information and advice to the Board to enable proper consideration of business and assured decision-making. monitor and evaluate organisational performance. ensure that the financial management of the organisation is robust and complies with all statutory requirements and standards incorporating strong corporate governance. ensure the safe and sufficient supply of blood, blood products, and tissues to the NHS and other health providers whilst also ensuring the delivery of demonstrable value to the wider NHS.

13 facilitate the delivery of the organ transplant service on behalf of the four UK Health Departments ensuring there is no missed opportunity for transplantation. ensure the regulatory requirements for the organisation are met. provide clear leadership, motivating and inspiring people at all levels. Lead and develop a strong executive management team drive forward our work to drive up productivity and quality, delivering required changes or improvements at every level of the organisation. build our external brand to ensure we continue to be trusted by both donors and hospitals build on and develop existing partnerships, including with Ministers and senior officials of UK Government departments, international stakeholders and strategic partners, influencing and negotiating at the highest level.

14 The person Educated to degree level or with equivalent experience and preferably a relevant postgraduate qualification. Evidence of ongoing professional development. A track record of significant success at board level in a large complex NHS, public or commercial organisation, preferably with a distributed delivery component. Previous experience of working in a CEO role of a middle/large organisation would be seen as an advantage. Experience of leading and managing organisation and cultural change, driving programmes of efficiency with an ability to realise the benefits of this work, including experience of the delivery of large scale digital services Proven business management and financial management skills, with experience of managing risk and governance issues and delivering value for money in a low risk tolerant environment First-class communicator with a proven track record of developing strong relationships across organisations and sectors, influencing decisions and strategy at the highest levels. Experience of representing an organisation in public and with the media, promoting the organisation effectively. Experience of working within a regulated environment Experience of manufacturing/supply chain operations would be an advantage Experience of delivering services in collaboration with voluntary and charity groups. Experience of leading services with a significant business to customer marketing component, ideally involving some element of widespread public behaviour change element. Evidence of achievement of delivering measurable, ongoing performance improvement in a complex system. Evidence of an appreciation of the values and workings of the public sector. Skills, Abilities and Understanding Hard-working, self-confident, robust and resilient individual with drive and determination to deliver. A track record of driving a clear strategic vision for an organisation; motivating and inspiring colleagues; developing and coaching senior teams, and harnessing the strengths and talent of employees at all levels. Effective negotiation skills with a strong commercial acumen and customer ethos. Visionary and engaging individual, able to build trust, be authentic, share, enthuse and communicate the vision internally to all staff and externally to a variety of stakeholders. An understanding of the strategic issues in health care and a clear vision of their impact on transfusion and transplant medicine; an understanding of the statutory and legal framework within which health care operates.
