Position locations to be determined by the home country of the successful candidate within a jurisdiction (country or US state) where WVI is registered to operate. PURPOSE OF POSITION: The purpose of this position is to provide strategic direction for World Visions accountability field work with a primary emphasis on operationalizing sound accountability practices across the organization. This position has been designed to support the Partnership Leader in driving accountability practices in World Vision with focus on internal engagement at Directors level of different departments to ensure operationalizing accountability in World Vision ministry. The Director will provides technical leadership and support to selected regional accountability champions on the implementation of the programme accountability framework (PAF) across our field programs as well as anti-corruption agenda and Prevention from Sexual Exploitation and Abuse (PSEA). The PAF is the common framework for program accountability practice in World Vision. It was adopted in 2010 for all our field operations. The Director will have the responsibility to lead the review process of the PAF in light with current developments with the adopted Core Humanitarian Standard, the need for integration with the Development Programme Approach (DPA) and come up with a revised version of the PAF as needed and appropriate. This position will work with other department Directors to bring accountability pieces together to ensure consistency and coordination of our accountability practices. The Director will be responsible for defining the most appropriate channels of implementation of the PAF, PSEA and Anti-corruption agenda across World Vision ministry engaging adequately relevant department Directors at Global and Regional Office levels to embrace the best practices enhancing implementation at the field levels. In the spirit of mainstreaming good practices of accountability, especially on the implementation of the PAF and PSEA at the field levels, the Director will supervise the Accountability Officer and selected dotted-line reporting Accountability Advisors while maintaining strong collaboration with other Advisors working on accountability but where the dotted-reporting line have not been adopted. This includes maintaining close collaboration with HEA, FPMG, TD and Advocacy teams as appropriate. Page 1/5

2 Global Accountability recently launched the all staff survey on accountability, anti-corruption and PSEA. With results coming out of the survey, the Director will take the lead in defining the most appropriate actions to improve accountability practices within the organization engaging with relevant Department Directors to adequately address areas of weaknesses to come out of the survey. This is more important that World Vision is starting the Child Protection global campaign and special attention and actions will be needed to address issues of sexual exploitation and abuse in all our operations. The Director will have the responsibility to bring together all relevant departments operational staff to ensure availability of and access to operational tools for field staff and to use the CoP in promoting and enhancing good practices of internal and external accountability and transparency. The Director for Accountability Operations and Transparency will have four priorities: Provide technical leadership and support with the implementation of the Programme Accountability Framework (PAF), Prevention from Sexual Exploitation and Abuse) and anti-corruption practices across World Vision operations (development and humanitarian programs), Collaboration/internal engagement with World Vision entities/departments to support and enhance our internal and external accountability practices Leadership on enhanced transparency and accountability reporting this include: (i) collaboration with all WV entities to ensure quality and timely release of WV accountability report and including an accountability component in other relevant external reports and (ii), leadership on publishing/updating of WV data to IATI, including taking leadership on what to publish and what not to disclose, in collaboration with relevant Departments. Strategic solutions on the measurement and monitoring of WV performance maintaining the Global WVI Board Dashboard and keeping the link with Global Field Operations to design and implement the National Offices performance tool/indicators. KEY RESPONSIBILITIES: High level engagement with Senior Department/entities leaders to collect contributions needed for the Accountability report. Responsible for supervision of all aspects/phases of the accountability report production including supervision the accountability officer in the writing process, its timely release and dissemination. Promote accountability reporting in CWB reports and ensure technical review of these reports. Lead the integration of accountability component in National Office reports. Page 2/5

3 Leadership in ensuring high level of implementation of the PAF across World Vision ministry bringing different pieces/departments together and enhancing good practices and learning at the field levels. This will include working together in designing and sharing operational tools for accountability, integration with the Development Program Approach (DPA) as appropriate in collaboration with relevant department (GFO, MIE, E&L, Audit, ERM, etc). Collaboration with relevant department in implementation and dissemination of our social accountability work. Lead/Work with relevant departments and together with the Partnership Leader for Global Accountability to define what to and/or not to publish externally. Supervise the work on IATI Publishing and ensure regular/updated data on IATI and WV webpages. Internal engagement with Department leaders to support Accountability CoP and supervising the accountability officer who has the detailed CoP coordination role. Coordination and staff supervision of the extended Accountability teams work (GA, HEA, FPMG and TD&MS). Engagement with Department Directors to define and widely disseminate appropriate measure and actions to ensure good practices of ethics and reporting of incidents in relation to PSEA and anti-corruption agenda, following results from the all staff survey on accountability, anti-corruption and PSEA. Engage high level Department Directors to provide quality and timely contributions to the WVI Board Dashboard and keep the link with Global Field Operations on field National Offices performance measurement as needed. Define accountability awards criteria and process and engage relevant departments for consultations to adopt and own the entire award process. Maintain the management of process of accountability awards in consultation with relevant departments to build a culture of good accountability practice. Selected external engagements as instructed by the PL including participating on the Global Child Protection WG/Task Force on Child Participation and Accountability. KNOWLEDGE, SKILLS & ABILITIES: Master Degree in Social Science, International Development, Business or Communication. Experience: 7 10 years managing successful teams in Development and/or Humanitarian Operations. Proven experience in interaction with senior leadership and in detailed reporting and analysis.

4 Proven ability to build collaborative networks and successfully negotiate alliances for intended objectives. In depth understanding of emerging accountability and governance issues and challenges relevant to the International NGO sector demonstrated in published papers and contributions to global discourse essential. Demonstrated ability to communicate effectively and persuasively in a wide range of contexts - from leadership to community - both within and outside the non-profit sector and to manage multiple stakeholders and cross functional project groups or teams. Detailed understanding of the regulatory environment for not-for-profit organisations, especially on transparency, anticorruption and PSEA, based on practical experience. Extensive experience living and/or working overseas in developing countries. Experience leading teams in a cross-cultural environment. Comfortable working with field offices and local staff in developing country contexts. Demonstrated ability to work in an international cross-cultural environment, including work in the field. Effective in written and verbal communication in English and a secondary language preferred (French, Spanish, other). Preferred: Prefer experience with networking and successful implementation of new initiatives and concepts, such as accountability, transparency and PSEA at an organisational level through demonstrated practical application. Familiarity with the International NGO Charter of Accountability and the requirements of the Global Reporting Initiative NGO Sector Supplement. Ability to work independently with limited supervision is essential. Work Environment/Travel: The position requires ability and willingness to travel domestically and internationally up to 25% of the time.
