The department brings together technical, operational, and administrative professional disciplines to form its dedicated and dynamic team. We are currently recruiting for a Senior Environmental Compliance Inspector to lead the City's Environmental Compliance Inspection team, which works with local industry and businesses to ensure compliance with federal, state, and local environmental protection laws, and to minimize pollution and protect local waterways and the San Francisco Bay. Under general direction, the Senior Environmental Inspector plans, organizes, directs and supervises the implementation and enforcement of industrial pretreatment, wastewater and stormwater regulations; performs a variety of technical tasks relative to an assigned area of responsibility; and performs related work as required. DISTINGUISHING CHARACTERISTICS The Senior Environmental Compliance Inspector is a supervisory classification. Incumbents in this class perform difficult and complex work involving wastewater and stormwater enforcement and provide day-to-day supervision to professional and technical level staff. 2 ESSENTIAL JOB FUNCTIONS (May include, but are not limited to, the following): Recommends and assists in the implementation of goals and objectives; establishes schedules and methods for the implementation and enforcement of industrial pretreatment, wastewater and stormwater regulations; implements policies and procedures. Plans, prioritizes, assigns, supervises and reviews the work of staff involved in the sampling, testing and enforcement of industrial pretreatment, wastewater and stormwater regulations. Evaluates operations and activities of assigned responsibilities; recommends improvements and modifications; prepares various reports on operations and activities. Participates in the selection of staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures. Provides review and development of plans, audits, and time schedules for achieving compliance to minimize wastewater. Responds to emergency situations involving actual or suspected industrial waste, and assists in coordinating actions to remedy the situation. Oversees groundwater discharges to the Water Pollution Control Plant (WPCP) and associated permitting processes; oversees Pretreatment Program ensuring compliance with local, state, and federal regulations related to discharges to sanitary and storm sewers. Provides field expertise in inspection of stormwater and wastewater discharges, sampling of industrial wastewater, and field measurements of industrial wastewater flows. Investigates, or oversees the investigation of, reports of illegal discharges and/or dumping of toxic substances into sewers and storm drains; assists Environmental Compliance Inspectors in the preparation of legal actions against non-compliant industries, businesses or individuals. Assists and coordinates with other City Departments the implementation and on-going compliance of the Stormwater Program. Provides instruction and training of assigned personnel in the techniques of sampling and inspecting, and in the application of laws, codes, ordinances and procedures governing the implementation and enforcement of pretreatment and other water quality regulations. Serves as the City's representative at meetings or task force committees for subjects relating to pretreatment, stormwater enforcement, and related issues. Initiates referrals to the City Attorney's Office or enforcement agencies to ensure compliance with established codes. Resolves problems between City and industries related to wastewater discharges. Reviews, develops, and updates standard operating procedures for programs related to areas of assignment. Initiates and conducts special studies. Prepares special correspondence, reports and memoranda for submission to regulatory agencies or City management. Assists with the review and development of Industrial Waste Discharge Limits. Assists in preparing billings to industries and businesses for discharges of industrial waste to WPCP. May provide depositions, attend settlement hearings, or act as a witness in court appearances.

3 WORKING CONDITIONS Position requires prolonged sitting, standing, walking on level, uneven and slippery surfaces, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in using a computer keyboard and certain tools. The position also requires near and far vision when performing tasks such as inspections, in reading written work related documents and using a computer. Acute hearing is required when providing phone and personal customer service. The need to lift, drag, carry and push equipment, tools and supplies up to 50 pounds is also required. Additionally, the incumbent may be exposed to mechanical and electrical hazards, loud noise, and inclement weather conditions, such as wet, heat and cold. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations. MINIMUM QUALIFICATIONS Education and Experience: The minimum qualifications for education and experience can be met in the following way: A Bachelor's degree from an accredited college or university in chemistry, biology, microbiology, environmental science, sanitary engineering or a related field, AND Three years of increasingly responsible experience in an environmental compliance program with a regulatory agency similar to an Environmental Compliance Inspector with the City of Sunnyvale. Knowledge of: Principles and practices related to wastewater control, disposal and pretreatment equipment. Principles and practices of supervision, training and performance evaluation. Principles and practices of safety management. Pertinent local, State and Federal laws, ordinances and rules. Principles and polices related to the control of stormwater pollution. Modern principles and practices of chemistry, biology, or geology as applied to wastewater or industrial wastes. Methods of detection of industrial wastes and effects of wastes on treatment plants and collection systems. Database applications used in data collection, handling, and reporting in order to fulfill regulatory requirements of the inspection programs. Water pollution problems and methods of detection, and effects of such problems on collection systems and receiving waters. Biological treatment processes. Wastewater sampling techniques and flow measurement techniques. Methods and procedures to monitor compliance with regulations, codes, and laws. Regulatory procedures from the standpoint of a local, regional, state or national agency. Procedures associated with hazardous materials clean-up. Office methods, procedures, software and equipment.

4 Ability to: Organize, implement and direct compliance inspection programs and activities. Interpret and explain pertinent City and department policies and procedures. Prepare a variety of technical and administrative reports and correspondence. Develop and implement programs. Interpret and apply Federal, State, and local rules, regulations and standards. Work in the immediate vicinity of laboratory chemicals and reactive agents used to analyze suspected industrial wastes. Educate industries and commercial facilities on matters of wastewater discharges and the dispositions of industrial wastes and matters of stormwater discharges.. Supervise, train and review the work of assigned personnel. Develop and implement methods to monitor and track program performance. Maintain accurate and orderly records. Create professional business correspondence, memoranda, reports, and other documentation. Operate a computer using word processing and business software and other office equipment. Communicate effectively, both orally and in writing. Establish and maintain and promote positive and effective working relationships with employees, other agencies, public officials and the public. Demonstrate initiative and exercise good judgment in the performance of duties. Work independently and as a team member; recognize and set priorities and meet deadlines. Observe safety principles and work in a safe manner. Willingness to: Work in, with, and around wastewater, industrial wastes, and hazardous substances. Occasionally work longer than a standard eight-hour day, or on weekends and holidays. Travel to sites within the City to conduct inspections of discharges of suspected hazardous materials. Licenses/Certificates: Possession and continued maintenance of a valid class C California driver's license and a safe driving record. DESIRABLE QUALIFICATIONS Possession of a Grade 2 Environmental Compliance Inspector certificate.
