3 This contract will support Management & Economic Development Consultants project work, as-needed THIS RFP: EDC will award retainer contracts that provide the ONLY opportunity to bid for this project work in the future Firms will be selected to provide services in one, or more, of five topic areas Retainer contract will last for three years with an option to renew for one additional year at EDC s sole discretion Mini-RFPs: EDC will competitively procure project-specific services from consultants on retainer 3

4 NYCEDC will consider five scoring criteria when evaluating proposals for this contract Experience (30%) Examples of providing services similar to those detailed in scope Proposal Quality (25%) Demonstrated understanding of and ability to perform services Team Quality (15%) Quality of management, firm reputation & references M/WBE Narrative (15%) Stated participation goal and quality of plan to encourage participation Fee Schedule (15%) Based on the proposed hourly rates for representative staff Detailed selection criteria information can be found in Section of the RFP (pg. 6) 4

6 Topic Area 1: Economic Research & Analysis Relevant Tasks: Macroeconomic & labor market analysis Examples of previous projects: Create models and visualization tools to analyze annual GHG emissions Economic modeling Market sizing and segmentation Estimate the environmental and fiscal impact of an economic policy change Industry analysis Value capture analysis Socioeconomic research Quantify financial impact of new infrastructure on property values Data gathering, monitoring and reporting Program evaluation 6

7 Topic Area 2: Strategic Planning Relevant Tasks: Needs assessment & identification of market opportunities Microeconomic, business & financial analysis Option development, strategy & program design Review of best practices Examples of previous projects: Develop a strategy to support equitable expansion of technology infrastructure Creating a framework to guide investments in an Industrial Business Zone Recommending industry regulations and an implementation plan for those recommendations Implementation plans 7

8 Topic Area 3: Operations, Organizational Design & Change Management Relevant Tasks: Analysis of performance drivers & operations Operations & organizational design Change management & planning of implementation Examples of previous projects: Mapping and adjusting process for enrolling participants in City programs Assessing and realigning organizational structure of a City agency Coaching senior leadership to support implementation of organizational changes 8

9 Topic Area 4: Community & Public Engagement Relevant Tasks: Community engagement strategies for policy & planning process Managing public engagement, surfacing community needs & building consensus Capturing community inputs & making recommendations to the City Examples of previous projects: Sourcing information from stakeholders through surveys and interviews Creating a public-facing visual brand for a new policy initiative Developing web-based interface to support public digital engagement efforts Providing strategic and logistical support for public events 9

10 Topic Area 5: Implementation & Project Management Relevant Tasks: General project management Examples of previous projects: Creating a project management structure to support the transition of responsibilities for a City program between different agencies Developing workplans to support a large interagency working effort 10

11 M/WBE Goals and M/WBE Narrative M/WBE Program - M/WBE Program established in NYC Administrative Code, LL129 of 2005 and LL1 of M/WBEs must be certified by NYC Dept. of Small Business Services M/WBE Participation Goal for RFP: 25-35% (as percentage of total contract value) Respondents must submit Narrative demonstrating how they will meet the M/WBE Participation Goal. The Narrative should: - Speak in detail to respondent s commitment to ensuring proposed level of M/WBE participation - Outline specific strategies to drive participation and methods for ensuring accountability - Include any other info that demonstrates the likelihood that the proposed M/WBE Participation Goal will be met or exceeded o List of City-certified M/WBEs respondent plans to work with and a description of the activities that would be subcontracted to these firms Plan will be rated and factor into selection - Respondents submitting proposals with a Participation Goal lower than the lower bound of the range shall receive a score of zero (0) for this selection criteria - The higher bound represents the optimum participation goal. Proposed Participation Goals that exceed this higher bound are welcome but do not receive extra points - 15% of selection criteria corresponds to the quality of the M/WBE Narrative Final M/WBE Goals will be incorporated into the Retainer Contract - Selected Respondents will be required to meet the stated M/WBE goals or demonstrate good faith efforts 11

12 Meeting M/WBE Goals Identifying M/WBE Partners Use SBS directories to find M/WBEs in a specific field Check out the Interested Subcontractor and Supplier List for this RFP Network at this info session NYCEDC can assist in identifying M/WBEs Refer to good faith efforts section in draft contract for more ideas Make use of the Contract Financing Loan Fund Mobilization loans for M/W/DBE firms participating as either prime or subcontractor Amounts up to $500,000 May be used to buy long lead equipment, material, and/or labor costs Edit Footer Here 12

13 RFP Timeline RFP Release: October 24, 2018 Question Submission Deadline: November 28, 2018 Questions should be sent to Answers will be posted on EDC website on December 5, 2018 RFP Response Submission Deadline: December 17, 2018 Three copies and one electronic copy on a USB drive Response length should be limited to 15 pages Anticipated Interview Dates: January 28-February 15, 2019 EDC maintains sole discretion in granting interviews Interviews are expected to last ~45 minutes Anticipated Contract Start Date: July 1,
