Negotiate commercial arrangements across multiple transport modes. Commercial Manager - Integrated and Smart Travel Integrated and Smart Travel Two Year Fixed-term / Secondment (public sector bodies only) Circa 68,000 per annum Lead all commercial elements of the Integrated and Smart Travel programme, developing and executing the overall Commercial Strategy maximising benefits realisation and ensuring the successful and timely delivery of this complex and multi-stakeholder programme. Integrated and Smart Travel Programme Director Key Actions These set out how the KROs will be achieved the activities required. Lead negotiations and discussions with a range of delivery partners, operators and service providers to ensure all required commercial arrangements and agreements are in place to deliver the Integrated and Smart Travel programme. Lead market appraisal and needs assessment activities to identify target markets for products and services and implement specific products, schemes and services for various market segments. Work with key stakeholders to develop business cases, building commercial models and pricing strategies for the current and future product portfolios to ensure quality end products. 2. Pro-actively support the development of the required business cases and all funding proposals necessary to deliver the Integrated and Smart Travel Programme. Ensure that the all strategic procurement activity supports and underpins any commercial agreements that form part of the Integrated and Smart Travel programme. Support the development of the required business cases for the programme ensuring effective scrutiny of all such commercial proposals and plans as necessary to ensure timely delivery of all programme outputs and outcomes. Pro-actively support the development of innovative, attractive and commercially viable products, services, schemes that are underpinned by effective supporting business processes fully utilising available technologies and delivery channels.

2 3. Manage projects and programmes against agreed plans, budgets and stakeholder needs. Alongside the Programme Director act as the Intelligent Client for all elements of the programme undertaken by third parties or consultants ensuring all requirements and outputs are continuously delivered to agreed standards, time and budget. In conjunction with the Executive Sponsor and Programme Director lead negotiations and discussions with the DfT and HMT on the development and delivery of the programme ensuring timely release of agreed funding from the DfT at all stages of the programme. Secure approvals necessary to progress all commercial elements of projects and programmes to the next stages of the lifecycle in accordance with agreed governance and programme management arrangements. Ensure an effective communications strategy is produced and delivered which supports the programme of commercial activities and release and introduction of new and revised products and services to customers across the north of England. Ensure all programme documentation for all commercial activities is developed and maintained through periodic review. Establish appropriate mechanisms to continually review and monitor resource requirements to support all commercial activities ensuring adherence with programme and TfN governance arrangements and reporting requirements. 4. Strategic procurement activity. Directly lead all programme related strategic procurement activity including all infrastructure and support services required to deliver the Integrated and Smart Travel programme. Develop TfN s overall commercial and contractual capabilities particularly in relation to Integrated and Smart Travel. Establish, lead and maintain a procurement/commercial strategy that supports the needs of Integrated and Smart Travel programme, and the wider needs of TfN. 5. Manage the provision of all required procurement services. Provide direction to all member of the programme team to deliver all procurement activity. Develop the approach to spend analysis, policies, processes, technology, supplier management and performance measurement. Develop and maintain a suite of monthly reports to measure supplier activity, efficiency and value for money.

3 6. Services delivered compliant with TfN s Constitution and Procurement Procedures. Ensure that all goods, services and commercial arrangements are procured in line with established TfN procedures. Identify the key suppliers to TfN and manage accordingly to deliver value to the organisation. Manage the development of procurement processes and procedures ensuring these meet the needs of partners and stakeholders. 7. Lead and establish strategic supplier relationships. Act as TfN s procurement representative for strategic supplier interfaces. Engage proactively with the supply chain to provide TfN access to a wide supplier base for critical resources. Negotiate with suppliers to achieve improved service and quality. 8. Lead and establish positive and effective relationships with stakeholders. Foster productive working relationships with all TfN partners (including Combined Authorities and their members, LEPs and other Local Transport Authorities across the north) necessary to support and deliver the Smart & Integrated Travel programme. Ensure alignment between TfN s and other partners programmes, with a strong focus on timely and cost-effective delivery of outcomes, business change and benefits realisation. Attend public/stakeholder/funding authority meetings as required, including attendance at scrutiny fora as required. 9. Continuous Improvement and organisational development. Through the commodity management process identify organisational wide continuous improvement opportunities from supplier expenditure. Take a role in coaching other parts of the organisation to enhance a value for money culture. Proactively identify opportunities to improve service delivery and the quality of products and services that form part of Integrated & Smart Travel programme. Provide procurement support and advice to staff within TfN with responsibility for procurement and commercial activities.

5 Person Specification Commercial Manager - Integrated and Smart Travel (Knowledge, skills and experience required at selection stage) E E1 E3 E4 E5 E6 E7 E8 E9 E10 D D1 D2 D3 D4 EQ EQ1 EA EA1 EA2 EA3 EA4 EA5 Essential Experience: Demonstrated experience of leading a commercial team and working as part of a senior leadership team for a similar programme Extensive experience of undertaking complex commercial negotiations with multiple partners and service providers within a similar programme Previous experience of writing commercial business cases Extensive change management experience Ability and extensive experience of managing significant budgets, optimising external funding opportunities, and effectively applying key commercial, business and other management processes Proven experience of working with directors and senior managers to shape both the procurement and commercial strategy of the organisation Experience of developing and delivering procurement strategies, processes, policies and procedures Strong knowledge of procurement methodologies and legislation Experience of managing specialist consultants and other contributors to strategic development programmes Desirable Experience: Knowledge of local and national government procurement initiatives Experience of transportation programme management and public sector procurement experience An appreciation of the regulatory framework within which TfN operates and an understanding of the statutory, policy and contractual requirements Programme management qualification Prince 2 Practitioner or equivalent Essential Qualifications: Educated to degree/ masters level within a business related discipline or equivalent Essential Attributes: Strong negotiation and communication skills and significant influencing skills operating at senior levels both within and outside the organisation Ability to think strategically and understand the long term implications of procurement and supply chain development Strong interpersonal and people management ability; capable of developing close working, collaborative relationships with senior colleagues around the business Demonstrable awareness of the wider corporate issues and a clear desire to work corporately with others in order to deliver key organisational objectives, including adopting a no surprises approach to keeping your line manager informed. Demonstrable ability to identify the team s priorities in the context of organisational priorities.
