2 Section A SECTION A - PURPOSE 1. PURPOSE OF THE PQQ 1.1 The BBC is conducting a competitive procurement to appoint providers to a framework agreement for the provision of Property Related Professional Services in accordance with the Restricted Procedure under the Public Contract Regulations This is a two stage procedure comprising of the Pre-Qualification Questionnaire ( PQQ ) used to short list potential providers and the Invitation to Tender ( ITT ) used to evaluate tenders submitted by the shortlist of potential providers. 1.1 The PQQ sets out the information which is required by the BBC in order to assess the suitability of parties who complete a PQQ ( Applicants ) in terms of their financial standing, technical/professional ability/capacity and experience to meet the BBC s requirements. During the PQQ stage, the intention is to arrive at a shortlist of qualified potential providers who will be invited to respond to the ITT as below: The BBC requires suppliers to be able to deliver their project services across the RIBA Plan of Work 2013 (stages 0 6). In addition some works will be undertaken in buildings that are "In Use" (RIBA Stage 7). Projects will use industry standard contracts such NEC or JCT and a point of cost/risk transfer to the contacting organisation. Consultants are required with skills in the following areas: Lot 1. Construction Project Management. (Min 7 Max 10) To include whole project management including Design Team management, NEC3 contract administration (consultant and contractor), client reporting, business case writing, project team selection, tender process management. Lot 2. Architectural Service. (Min 7 Max) Including External Architecture, Planning Approvals, Interior Design, Space Planning, Client Consultation, Space Analysis. Lot 3. Engineering Design and Consultancy (Min 7 Max 10 providers per discipline) Including Mechanical, Electrical, Structural & Civil, Public Health, Fire and Security. Lot 4. Cost Management & CDMC (Min 7 Max 10 providers per discipline) Including Quantity Surveying, Estimating, Cost Control, CDM Coordinator services. Version:

3 Section B SECTION B - REQUIREMENT 1 THE REQUIREMENT 1.1 This document is the PQQ for the provision of consultancy services to the BBC. The BBC is acting on its own behalf and as agent for BBC Worldwide Limited, BBC Global News Limited and BBC Studios & Post Production Limited, each of which is a wholly owned subsidiary of the BBC. Any reference in the PQQ to the BBC shall be deemed to include a reference to these subsidiaries unless the context otherwise requires. 1.2 The requirement is summarised as: Project and related services for Property and Construction Projects, which will cover resourcing for projects and one off programmes, where we have a resourcing gap, or need access to specialist skills integral to the success of a project and not available in-house. 1.3 The disciplines are defined further in Appendix TERM OF FRAMEWORK AGREEMENTS 2.1 The Framework Agreements will have a term of 2 years commencing on 1 st April 2014 and ending on 31 st March The Framework Agreements may be extended at the BBC s discretion on up to two occasions for 12 month periods on each occasion. If the BBC wishes to exercise this option, it will give written notice to the successful provider no later than 3 months prior to the end of the initial term, or the first extension period, as the case may be. 2.2 Whilst it is the BBC s intention to purchase the majority of its consultancy services under the Framework Agreements from the providers appointed, this does not confer any exclusivity on the appointed providers. The BBC reserves the right to purchase any consultancy services from any provider outside of these Framework Agreements. Furthermore, Applicants should note that where more than one Framework Agreement is awarded, the award of a Framework Agreement will not necessarily guarantee any specific volume of work or that the provider will be successful in any subsequent call-offs, and that the BBC shall be entitled to conduct mini-tenders amongst the appointed providers to ensure that it receives ongoing value for money. 4 Section C SECTION C SELECTION PROCESS 1. TIMETABLE 1.1 The proposed timetable for award will be as follows:- Activity Date or target date 1. Contract Award Decision 14 th March Expiry of the Standstill Period 24 th March This timetable may change without prior notice and Applicants will be advised of any changes where appropriate. 2. SUBMISSION OF PQQ RESPONSES 2.1 The BBC must receive PQQ Responses no later than 14.00hrs (UK time) on 12 th December PQQ Responses must be submitted in accordance with the instructions provided in the Tender Information Pack. 2.3 The PQQ comprises two distinct parts: the Qualification Envelope within the online portal hosted by BravoSolution comprising of any Pass/Fail tests; the Technical Envelope within the online portal hosted by BravoSolution comprising of groups of questions with yes/no or multiple choice or text based answers which will be scored in accordance with Evaluation Methodology described in paragraph 5 of Section C. 2.4 Applicants must adhere to the format of the PQQ when answering the questions. If questions in the PQQ Questionnaire cannot be answered fully, please provide relevant explanation and details. 2.5 The PQQ is not a contract. 3. ACCEPTANCE AND REJECTION OF APPLICANTS 3.1 The BBC reserves the right to terminate the procurement process (in whole or in part) at any time prior to award without incurring any liability to the affected Applicants. 3.2 The BBC may exclude any Applicant who: (a) (or any person having control over the Applicant) has been convicted of any offence listed in Regulation 23(1) of the Public Contracts Regulations 2006 (See Tender Information Pack, Section D); Version:

5 Section C (b) (c) (d) (e) has breached any of the grounds listed in Regulation 23(4) of the Public Contracts Regulations 2006 (See Tender Information Pack, Section D); fails to meet any of the minimum standards set out in paragraph 4 of Section C; fails to achieve any of the minimum levels set out in paragraph 5.35 of Section C; fails to submit a properly completed PQQ before the deadline stated in paragraph 1.1 of Section C. 3.3 If the number of Applicants, (being Applicants not excluded in accordance with the grounds stated in paragraph 3.2 of Section C) does not exceed the minimum number of Applicants which the BBC wishes to invite to tender, the BBC may, at its sole discretion, invite all such Applicants to tender. Where the BBC does not invite all such Applicants to tender, it will apply the objective Selection Criteria (set out in the Appendix) and use the evaluation methodology (set out in paragraph 5 of Section C) in order to determine the number of participants to be invited to tender. 3.4 If the number of Applicants (being Applicants not excluded in accordance with the grounds stated in paragraph 3.2 of Section C) exceeds the minimum number of Applicants which the BBC wishes to invite to tender, the BBC will apply the objective Selection Criteria set out in the Appendix using the evaluation methodology set out in paragraph 5 of Section C in order to rank and shortlist the number of participants to be invited to tender. 3.5 The BBC may seek independent financial and market advice to validate information declared or to assist in the evaluation. 3.6 References, reference site visits or demonstrations and/or presentations or sample goods are unlikely to be requested at this stage but the BBC reserves the right to request the same as a part of the PQQ process. 3.7 Where an Applicant has a valid reason for being unable to provide the information requested in relation to economic, financial and insurance matters, other information considered appropriate by the BBC may be accepted. 3.8 The BBC expressly reserves the right to require an Applicant to provide additional information supplementing or clarifying any of the information provided in response to the questions set out in the PQQ. 3.9 The BBC reserves the right to exclude, at any time during the procurement process, any Applicant who provides materially misleading or false information to the BBC either in response to the PQQ or in response to any subsequent invitation to tender. 4. MINIMUM STANDARDS 4.1 Any Applicant who does not meet any one of the following minimum standards will be excluded from the procurement process. 4.2 The minimum standards are contained in the Qualification Envelope within the online portal hosted by BravoSolution: E-commerce: Must be able to invoice electronically (OB10 or the BBC s selected invoicing system) Version:

6 Section C Financial Standing: Must have a minimum annual turnover of 250k in the last audited financial year Must have been trading for at least 3 years and be able to provide audited accounts. Must have insurance for the following amounts and risks or have written confirmation from an insurer or broker that insurance for the following amounts and risks is available to the Applicant on normal commercial terms at normal commercial rates: 5m compensation insurance cover for employer s liability/workers insurance 3m insurance cover for professional indemnity/errors or omissions 5m insurance cover for public/general liability Business Mobility: Must not be a personal service company and must have more than 5 who are not declared as Directors Must have provided advisory support to both Public and Private Sector 5. EVALUATION METHODOLOGY 5.1 The Technical Envelope within the online portal (hosted by BravoSolution) contains questions that will be scored according to the following evaluation methodology. The scores will be used to rank and then shortlist the number of Applicants to be invited to tender. 5.2 The response to each of the questions will be scored by assigning one of the Categories set out in the first column of the table below. Each Category translates into a score, as indicated in the second column of the table below. The BBC will only consider the response relevant to the particular question when carrying out its evaluation of PQQ Responses. Responses to other questions will not be taken into consideration for the purpose of evaluation as evaluators will be assigned to score particular questions and will not see the responses to all the questions. For the same reason Applicants should not cross reference responses to particular questions but should repeat the information, if appropriate, in the response to each relevant question. Scoring Guidelines Standards of Answer Score Category The Applicant s response demonstrates it meets and substantially exceeds the minimum standards for economic and financial standing and technical and professional ability. The Applicant has failed substantially to demonstrate it meets the minimum standards required in respect of economic and financial standing and technical and professional ability. 0 Unacceptable 5.3 Any Applicant who achieves a score of either Reservations or Unacceptable in relation to any individual question in the Experience section in the Technical questionnaire will be excluded from the procurement process. 5.4 Without prejudice to the terms of paragraph 5.3 above, any Applicant who achieves a score of Unacceptable in respect of any individual question in the Technical questionnaire will be excluded from the procurement process. 5.5 The weightings that will be assigned to each of the selection criteria and sub-criteria are provided at Appendix 2 to this PQQ. Final scores achieved by an Applicant in respect of the selection criteria shall be calculated by multiplying the score for a section by the weighting for that section provided in Appendix 2. The total weighted score shall be the sum of the weighted scores for each section. 5.6 Applicants will be ranked according to their total weighted scores. 5.7 The top Applicants as detailed as a minimum at paragraph 1.2 so ranked will be shortlisted to be invited to submit a tender. The BBC may add additional Applicants to the shortlist, up to the maximum number stated in QUERIES 6.1 Any queries that Applicants wish to raise prior to submitting PQQ Responses should be sent via the BravoSolution portal secure online messaging tool. 8 APPENDIX 1 DEFINITION OF REQUIREMENTS The full scope of services will be based on the Construction Industry Council - Scopes of Services (2007). These services are intended to align to the lots as shown in the following table. Applicants for a lot do not have to be able to offer all services within the lot. The BBC s final selection of tenderers will take into account a requirement to cover the full range of services within each lot. Applicants may apply for and be awarded framework agreements in one or more lots. Lot 2 : Architectural Services Including External Architecture, Planning Approvals, Interior Design, Space Planning, Client Consultation, Space Analysis.
