1 Posting Date: June 11, 2018 Posting End Date: June 22, 2018 Position Title: Executive Director Reports to: Board of Directors of the Macatawa Area Express Transportation Authority Background Information Macatawa Area Express is an Act 196 Public Transportation Authority that provides public transit service in the Cities of Holland and Zeeland, Holland Charter Township, and Park Township. Macatawa has a fleet of 28 vehicles, and provides fixed route and demand response service to the above cities and townships. Job Summary Plans, directs, coordinates, and evaluates the activities of the Macatawa Area Express Transportation Authority. Develops and administers the system budget, negotiates and secures funding from local contributing organizations, prepares grants, directs the purchase of capital equipment, and ensures proper and efficient use of funds. Provides information, alternatives, and recommendations regarding policy and service issues to the Transit Board and implements Board decisions. Supervisory Responsibilities Manages three (3) subordinate supervisors who supervise employees in the marketing, customer service and operations departments. Is responsible for the overall direction, coordination, and evaluation of these units. Also directly supervises non-supervisory employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Primary Duties and Responsibilities 1. Manages financial activities to support transit operations, quality, productivity, and goal attainment. 2. Provides fiscal and management control, including budget development and administration. 3. Manages transit system procurement, cash and investments.

2 4. Develops policies and procedures in support of operations and administration. 5. Ensures compliance with applicable local, state and federal regulations. 6. Manages and supervises several projects concurrently. 7. Oversees human resource efforts and provide supervision and leadership. 8. Represents transit system to community and political constituents. 9. Develops agendas and prepares reporting systems for the MAX Board. Other Duties and Responsibilities 1. Qualifications EDUCATION AND EXPERIENCE 1. Bachelor s degree in business, accounting or public administration preferred. 2. Significant experience in organization and administrative management. 3. Previous experience in budget development, grant proposal writing and administration, risk management, human resources and transit operations. 4. Significant experience in management, supervision, and project management 5. Extensive background in Federal, State, and local planning procedures and functions. 6. Background in Federal/State application process for operating, capital, and planning grants. 7. Familiarity with transportation service delivery and planning. LANGUAGE SKILLS Ability to read, analyze, and interpret general as periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

5 MATHEMATICAL SKILLS Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. REASONING SKILLS Ability to define problems, collect data, establish facts, and draw valid conclusions. COMPUTER SKILLS General knowledge of Windows based computer programs and Microsoft Office. Knowledge of scheduling software and database management. Salary Salary will commensurate with background, experience, and ability as determined by the board. Employment in the position is at the pleasure of the Board and is maintained through a mutually negotiated employment agreement.
