1 Public Works & Utilities Director Department of Public Works & Utilities Job Description INCUMBENT: vacant REPORTS TO: City Manager PAY RANGE: $50,000 - $75,000 DOQ DIVISION: JOB TYPE: Full-Time LOCATION: Public Works Exempt 820 Lincoln Ave SUPERVISORY: Yes UPDATED: November 2013 Approval Signatures: n/a Department Head /s/ Don Cawby City Manager RESPONSIBILITIES: The Public Works & Utilities Director plans, organizes, and directs the operation of the City s electrical, water and wastewater utilities, and the City s street maintenance, cemeteries, storm water, levee protection and building maintenance programs. This position develops and implements procedures and practices to accomplish program objectives and manage program staff. The Director is responsible for operating programs in an efficient and effective manner which complies with federal, state and local laws. The position is also responsible for planning and organizing construction and repair projects in a manner which reduces future repair, maintenance and operating costs, while also maximizing grants or other non-local sources of revenue to provide well-built and effective infrastructure. The Director keeps the City Manager informed of progress, potentially controversial matters, or issues with far-reaching implications. Completed work is reviewed in terms of feasibility, compatibility with other work, or effectiveness in meeting requirements or expected results. ORGANIZATIONAL STRUCTURE: The Public Works & Utilities Director reports to the City Manager and oversees the operations of the newly formed Public Works & Utilities Department. 2 waste water treatment, street maintenance, storm water collection, levee protection, cemeteries, mechanic shop and building maintenance. The Department currently includes 16 full time positions, one regular part-time position, and up to 5 seasonal positions. This position may also supervise any as needed support staff that assist the Director with the administrative aspects of his or her job. JOB DUTIES: Major Duties: Directs the construction, maintenance, and repair of all streets, roadways, alleys, and flood protection levees. Develops and oversees processes and procedures for the construction, maintenance and operation of the City s utilities, including the power plant, power distribution system, water treatment, water distribution, waste water collection and waste water treatment. Oversees street lighting and electrical metering. Oversees building maintenance for all facilities assigned to the department. Develops, proposes and manages capital improvement projects. Serves as the primary contact for the City with architects, engineers or other professional service providers contracted for the design and development of construction or improvement projects. Monitors and analyzes costs and prepares budget. Develops, tracks, and implements budgets. Projects expenditures for the depreciation and acquisition of equipment. Implements and manages contracts. Manages supervisors and employees, providing direction, feedback, evaluation, discipline or other management tools as necessary. Attends meetings as assigned by the City Manager and participates in staff meetings and discussions to provide information and feedback necessary to ensure optimal work performance of the department and of other departments. Prepares, reviews and analyzes reports, records and directives. Addresses and resolves public inquiries, concerns, and conflicts in a professional manner. Positions Supervised: This position may be responsible for the direct or indirect supervision the following positions: Line Foreman Lineman Apprentice Lineman Chief Wastewater Operator Wastewater Operator Chief Water & Power Plant Operator Water & Power Plant Operator Distribution and Collection Supervisor Utility Technician I Utility Technician II Streets Foreman Buildings & Grounds Manager Cemetery Foreman Public Works Technician I Public Works Technician II Mechanic Assistant Mechanic Other staff as assigned WORKING CONDITIONS: The work involves occasional moderate risks or discomforts which require special safety precautions, e.g. working around moving parts or machines, irritating chemicals, etc. Employees may be required to use protective clothing or equipment such as masks, coats, boots, goggles, gloves, or shield. On an infrequent basis, the work environment may involve high risks with exposure to potentially dangerous situations or unusual environmental risks which require a range of safety and other precautions. The work requires non-strenuous physical exertion such as periods of standing; walking over rough or difficult surfaces; recurring stooping, climbing or walking; recurring lifting of moderately heavy items weighing less than 25 pounds and may require occasional lifting of objects weighing in excess of 25 pounds. The work may require specific, but common physical characteristics and abilities such as mobility, dexterity and full range of motion. The position requires considerable concentration, interaction with the public, knowledge of building codes and federal, state and local law, and considerable organizational abilities. 4 The programs under the control of this position are essential to the mission of the agency or affect a large number of people on a long-term or continuing basis. Typical contacts at this level are with vendors, professionals such as attorney, and developers, contractors, public action groups, the media or representatives of professional organizations. The work involves planning, developing, and carrying out vital administrative or professional programs. The work consists of broad functions and processes of an administrative or professional field. Assignments are characterized by breadth and intensity of effort and involve several phases being pursued concurrently or sequentially with the support of others within or outside of the organization. Decisions regarding what needs to be done include largely undefined issues and elements, requiring extensive probing and analysis to determine the nature and scope of the problems. The work requires continuing efforts to establish concepts or programs, or to resolve major organizational problems. QUALIFICATIONS: Minimum Qualifications: Education or Training: o A Bachelor s Degree from an accredited institution in Engineering, Engineering Technology, Construction Management, Construction Technology, or Public Administration, or other related field, and at least three years experience in the management of projects and personnel in a similar environment (additional education or certification may be substituted for the experience in management); or o Any other certifications, education, training or experience may be substituted in any combination which provides the required knowledge, skills and abilities to perform the essential functions of the job. The ability to demonstrate thorough competency and extensive knowledge of public works and utilities operations. Maintain a current Kansas driver s license and an insurable driving record with city's insurance carrier. Must have computer knowledge sufficient to assign work and generate managementlevel analyses and reports. Can clearly and concisely express ideas both orally and in writing to maintain effective working relationships with the City Manager, subordinates, other City department heads, appointed board members, and elected public officials. 5 Desired Qualifications: Education or Training: o A Bachelor s Degree in Civil Engineering, Electrical Engineering, or related Engineering field and holding a certificate as a licensed Engineer in the State of Kansas; or o A Master s Degree in Public Administration. Experience with land surveying, GIS and CAD programs, technical drawing and related skills. Thorough knowledge of safety procedures and requirements.
