POSITION PURPOSE This role will work with the Coordinator to ensure delivery of programs in accordance with service agreements and program aims; ensuring adequate support, supervision and training needs to case workers in all program areas. An important focus of the role will be supporting the Youth Services Manager and the Youth Statutory Support Services Coordinator in building organisational capacity in the Youth Justice area integrating Youth Justice reform and service expansion resultant of Youth Justice Review and Strategy. The key objectives are: Provide leadership in the development of the Youth Justice services platform for Barwon Child Youth & Family, partners and broader service system Work closely with the Coordinator YSS Services to ensure programs are delivered in accordance with service agreements. Supervise staff to apply a case management model to young people and families in order to address criminogenic behaviour and recidivism. KEY ACCOUNTABILITIES & DUTIES Key Accountabilities & Duties Measurable Outcomes Leadership Provide direct supervision, support and direction to staff in line with agency policy and sector Provide staff with regular supervision as per agency Supervision Framework.

2 guidelines ensuring a high level of accountability at all times. Ensure staff have appropriate levels of support and assistance in case management; in particular, early intervention and complex case management Ensure effective management of case loads Promote the culture and values of BCYF internally and externally and implement relevant cultural action plans Develop and deliver effective team strategies Develop, maintain and demonstrate leadership with partners and contribute to BCYF leadership forums. Support staff to complete yearly Performance Reviews. In conjunction with the Coordinator, oversee coordination of relevant people management issues such as annual leave, performance development, appraisals. In conjunction with the YSSS Leadership team and staff, identify and resource relevant professional development opportunities. In conjunction with the YSSS Leadership team ensure that regular team meetings occur to ensure effective communication and opportunity for feedback. Promote an effective culture of team work and participation to ensure adequate coverage with the team at all times. Support staff to be active in informing changes to program, service and organisation. Provide a leadership role in the implementation of risk management strategies and continuous quality improvement specific to the Youth Justice services. Participate and contribute constructively towards BCYF leadership forums. Represent the service and BCYF at forums within the community. Service Delivery Deliver the programs in accordance with service agreements. Ensure the progress of clients is regularly reviewed with clear direction and assessment. Ensure the delivery of therapeutic and evidence based services. Ensure client files and records meet external compliance requirements. Monitor data entry and ensure relevant data systems are maintained. Support Coordinator with the management of brokerage funds which will be used for the purchase of material aid, as well as, the purchase of services from other providers. Maintain effective partnership with relevant services to ensure the delivery of a quality service in line with sector requirements and expectations. Advocate for the needs of young people and families in the Barwon region and maintain a particular focus on risks to the cohort, family and community utilising the Best Interest Practice Framework Provide comprehensive support, supervision and guidance to staff with the program ensuring a high level of accountability at all times. Complete audits on client record database on active cases throughout the year to ensure key documents are being completed within specified timeframes Take a lead role in mentoring work practices across the team and ensure staff have appropriate levels of support and assistance in case management where appropriate. Provide internal reports to the YSSS Coordinator on a monthly basis. Monitor program objectives and targets on a regular basis. Support staff members to ensure a consistent practice response. Support the YSSS Leadership team to track brokerage ensuring a smooth and timely acquittal process Support Youth Services Manager and YSSS Coordinator to liaise with stakeholders as required. Undertake practice research where appropriate. Develop effective partnerships with relevant organisations to ensure effective coordination of client services and specialist supports Develop and maintain positive working relationships with internal and external

3 stakeholders, specifically Youth Justice and Child Protection program. Program Development and Review Undertake reviews specific to programs in Youth Justice services, taking into consideration program objectives and outcomes. Implement and monitor mechanisms for client and professional feedback. Develop and review program policy to ensure that services reflect requirements. Develop opportunities and processes which promote staff input into ongoing program development. Organisational Accountabilities & Duties Be an active member of the leadership team and informing the QIP for YSSS and BCYF Ensuring all program guidelines meet the requirement under the Child Safe standards Conduct Client Survey s and participate in the development further client feedback mechanisms. Participate in Occupational Health and Safety initiatives. An understanding of any reform activity which is relevant to the delivery of the programs and all proposed changes are in line with future reforms Other reasonable duties as directed Active involvement in the application of BCYF s quality and risk management frameworks Comply with the standards of a child safe organisation in both practice and culture Active involvement in professional development to build theoretical knowledge and practice capability Demonstrated participation in continuous quality improvement and risk management activities Adherence with Child Safe Standards. KEY SELECTION CRITERIA Essential Bachelor of Social Work, Psychology, Nursing, Diploma of Welfare Studies or equivalent qualifications Extensive experience in delivering high standard case practice including counselling and family support, strong client advocacy, people management, and leadership in the Community Services sector. Capacity to provide positive leadership with a focus on support, accountability and experience in effective people management within a complex service delivery environment. Highly developed planning and analytical skills in relation to program development including an understanding of and ability to implement review mechanisms. Understanding of the purpose and expectations of the Victorian Child Safe Standards and demonstrated commitment to contributing to a child safe organisation in both practice and culture. Desirable Sound working knowledge of relevant legislation and compliance in relation to child and family Services. Ability to promote effective working relationships with other organisations within the region Demonstrated ability to represent the organisation in various strategic and operational forums.
