1 Applications Reviewed Measure the total number of applications reviewed by regional board office. This data is not currently publicly available on the Water Boards web site. The data will be obtained from each regional board office individually. One application issued will be equal to one unit. The data would show the volume of work for each regional board office. The measure is important for us to understand how much work is being expected of each regional board office. We are not currently receiving this data from the regional board offices, so that would need to be corrected. 2 Certifications Issued Measure the total number of certifications issued by regional board office. This data is not currently publicly available on the Water Boards web site. The data will be obtained from CIWQS and the Certifications and Wetlands Unit 401 Database. One certification issued will be equal to one unit. The data would show the volume of work for each regional board office. The measure is important for us to understand how much work is being expected of each regional board office. All regional board offices are not currently entering their certifications into CIWQS. Without this data being entered, we will rely on our program database. Without these numbers we cannot get a sense of the workload for each regional board office. Display in a bar graph, by regional board office, the number of certifications issued for the year. 3 Percentage of Projects with Changed Impacts Measure the percentage of projects whose impacts changed from initial application to issuance/certification by regional board office. This data is not currently tracked, but would be very useful. The data would have to be obtained from each regional board office individually. In order to obtain the percentage of projects, we would need to track both the number of projects with changed impacts, and the total number of projects. The percentage will be calculated by dividing the number of changed projects by the total number of projects. The data would describe the frequency with which the regional boards are able to influence the project applicant to reduce impacts. The measure is important for us to understand if we are doing our job of protecting waters effectively. We are not currently receiving this data from the regional board offices, so that would need to be corrected. 4 Sites Inspected Per Year Measure the total number of sites inspected per year, and what percent are in compliance with permit conditions by regional board office. Compliance is defined as meeting all permit conditions completely. This data is not currently publicly available on the Water Boards web site. The data would need to be obtained from each regional board office individually. In order to obtain the percentage of sites in compliance, we would need to track both the number of sites in compliance verified by inspection, and the total number of sites inspected. The percentage will be calculated by dividing the number of sites in compliance by the total number of sites inspected. The data would describe how well our certifications are complied with, and where more enforcement needs to be taking place. We expect to see this number vary from region to region. The measure is important for us to understand if more enforcement is needed, and if so, how much. We are not currently receiving this data from the regional board offices, so that would need to be corrected. Display in a bar graph, by regional board office, the total number of sites in inspected with a line on each bar showing the percent that was verified to be in compliance. 5 Enforcement Actions Taken Measure the total number and type (various formal and informal) of enforcement actions taken by regional board office. The data will be obtained from the CIWQS database. One enforcement action taken will be equal to one unit, regardless if it pertains to the same project. The data would show the amount of enforcement being done for each regional board office. The measure is important for us to understand how much enforcement each region is doing. All regional board offices are not currently entering their enforcement actions into CIWQS. Without this data being entered, we have no way of knowing how many enforcement actions there are for any given time period. 6 Wetland Acres Measure the total number of wetland acres that are being created, restored, enhanced and filled for both non-restoration projects and restoration-only projects by regional board office. This data is not currently publicly available on the Water Boards web site. The data will be obtained from the Certifications and Wetlands Unit 401 Database. Eight units of measurement will be required to display this performance measure: (1) Wetland Acres Created-Restoration Only Projects (2) Wetland Acres Restored-Restoration Only Projects (3) Wetland Acres Enhanced-Restoration Only Projects (4) Wetland Acres Filled-Restoration Only Projects (5) Wetland Acres Created-Non-Restoration Projects (6) Wetland Acres Restored- Non-Restoration Projects (7) Wetland Acres Enhanced-Non-Restoration Projects and (8) Wetland Acres Filled-Non-Restoration Projects The data would describe how the states wetlands are being impacted and by how many acres of each type of impact. It will also show a comparison of the impacts by the type of project categorized as non-restoration, or restoration only. The measure is important for us to compare the health of our wetlands by region and type of project. The majority of this data is being tracked in our current 401 Database; however, this database is in need of an update, so that we may retrieve the data more easily. This update needs to take place first before we can provide these numbers. Display in a bar graph. The x-axis would contain impact type, with a bar for non-restoration and restoration only projects for each type. The y-axis would contain the number of Acres. 7 Stream Channel Miles Measure the total number of stream channel miles that are being created, restored, enhanced and filled for both non-restoration projects and restoration-only projects by regional board office. This data is not currently publicly available on the Water Boards web site. The data will be obtained from the Certifications and Wetlands Unit 401 Database. Eight units of measurement will be required to display this performance measure: (1) Stream Channel Miles Created-Restoration Only Projects (2) Stream Channel Miles Restored-Restoration Only Projects (3) Stream Channel Miles Enhanced-Restoration Only Projects (4) Stream Channel Miles Filled-Restoration Only Projects (5) Stream Channel Miles Created-Non-Restoration Projects (6) Stream Channel Miles Restored-Non-Restoration Projects (7) Stream Channel Miles Enhanced-Non-Restoration Projects and (8) Stream Channel Miles Filled-Non-Restoration Projects The data would describe how the states stream channels are being impacted and by how many miles of each type of impact.
