1 TEAM LEADER, COMMUNITY SAFETY & HEALTH POSITION DESCRIPTION Position Title: Responsible To: Council Program: Team Leader, Community Safety & Health Manager, City Services Customer Classification Level: Salaried, Level 8 Overview of Program The Customer Program exists to enable brilliant customer experiences. The Program will engage our customers and our community and use their feedback to help us deliver brilliant service, be easy to do business with and co-create safer places for everyone to enjoy. As the custodian of the experiences our customers have with the organisation, we will put the customer at the heart of everything and operationalise the customer experience on behalf of our colleagues in other Programs. The Customer Program will provide the first-line of support for all customers, ensure the effective and efficient delivery of Council s statutory obligations and facilitate and deliver events across the City to further enhance the reputation of the City as a creative, vibrant and eclectic cultural destination. 2 Primary Purpose Responsibilities As part of the Customer Program the Team Leader, Community Safety and Health will; Lead and manage the Community Safety and Health Team including the development, coordination and delivery of these functions in accordance with Program Plan objectives and Council s strategic directions. Ensure that a safe city environment is maintained through the delivery of the Community Safety and Environmental Health activities. Facilitate timely communication and negotiate with key stakeholders, including internal Program staff and State Government Agencies regarding community safety (inclusive of environmental health). Identify systems/process improvement opportunities and in consultation with the Manager, City Services, lead the development and implementation of plans/programs/strategies which contribute to the ongoing enhancement of service delivery. Exercise delegated authority from Council to administer a wide range of provisions under the Food Act, South Australian Public Health Act, Supported Residential Facilities Act, Environment Protection (Burning) Policy and Local Government Act to ensure proper standards of health and disease control; Lead the implementation of the Local Litter and Nuisance Control Act, including the development of relevant policies and procedures, and all other relevant by-laws. The Team Leader Community Safety & Health is responsible for; The effective leadership and management of the Community Safety and Health Team which promotes leadership across all levels and fosters a positive and constructive workplace culture that consistently delivers high quality services to meet Strategic Plan outcomes. Coordinating, monitoring and evaluating all aspects of the Community Safety and Health Team s activities including management of budgets and preparation of reports and information to meet legislative requirements. The ongoing review of existing practices, investigation of improvement opportunities and development and implementation of appropriate systems/processes which enhance the delivery of community safety and health and contribute to Program Plan objectives. Continuously building the team s capacity through the ongoing identification of individual and team training and development needs, and through applying due diligence during the Performance Management process. Liaising effectively with Local and State Government Agencies and other relevant stakeholders to build and maintain partnerships and alliances to assist Council in delivering objectives and projects. Raising community awareness in relation to compliance with by- laws and safe public realm practices. 3 Protection (Burning) Policy and other relevant Acts and by-laws to improve sustainability of our service; Contributing to the development of Council s Public Health Plan and regular reporting on the status of the Community s health; Liaising with service authorities, public and private utilities, building owners, developers, builders, contractors, businesses, residents and tenants to assist them to understand the requirements of Council policies and guidelines whilst they undertake public realm activities. Providing specialist advice to internal stakeholders and participating in cross-council working groups to develop policies, practices and procedures. Using and caring for equipment, including personal protective equipment, as instructed. Not intentionally or recklessly interfering with or misusing workplace equipment and supplies in a manner that could adversely affect health, safety or welfare in the workplace. 5 Selection Criteria Candidates should ensure that their application clearly demonstrates their ability to meet the Criteria detailed below. Qualifications People Management A tertiary qualification in Business or related field and/or commensurate demonstrated experience in lieu of formal qualifications. Experience in providing effective leadership which continually enhances and builds the team s capability and productivity. Demonstrated ability to mentor and support staff towards their professional development. Thorough working knowledge of people management practices, policies and procedures. Financial Skills & Acumen Sound understanding of budget management principles and practices Technical Knowledge & Experience Project Management Innovation & Initiative Resource Management & Decision Making Working knowledge of Local Government Act, Dog and Cat Management Act, Road Traffic Act, Local Nuisance and Litter Act, CoA by-laws, DTEI Code of Technical Requirements for the Legal Use of Traffic Control Devices, Road Traffic Act (1961); Relevant Australian Standards and Austroads Guidelines, the Australian Road Rules (1999); Food Act, Public Health Act, Supported Residential Facilities Act, Environmental Protection (Burning) Policy and other legislation or willingness to acquire. Extensive knowledge and experience in a relevant specialist discipline. Demonstrated ability to apply community education strategies and methods and coach others in their use. Demonstrated ability to communicate the situations in which compliance should be enforced and acceptable means of enforcement. Experience dealing with complex social issues and their impact on public safety including, but not limited to, public health, unemployment, homelessness, alcohol, drug and substance abuse, anti-social behaviour, poor environmental practice and criminal activity. Proven experience of managing staff in a legislative environment, and in writing Council reports and procedures. An understanding of project management principles which underpin the timely development of strategies, projects and programs and assist in cross-functional collaboration. Ability to demonstrate initiative and innovative thinking and problem solving specific to customer- centred solutions. Positive can do attitude and confidence in implementing new ideas and processes. Ability to autonomously make consistent decisions that reflect legislative imperatives and the strategic priorities of Council.
