MAJOR FUNCTIONS Reporting to the Chief Executive Officer (CEO), the Deputy Director of Programs is responsible for directing and guiding the Association s social work programs in the areas of Practice, Public Policy, and Professional & Workforce Development. The Deputy Director of Programs will work across the Association to identify, create, and implement the Association s strategic social work priorities, and oversee program activities that serve the membership and advance the social work profession. This individual helps lead the Association s efforts to shape the future of the social work profession, advances the Association s social justice mission, and helps position social workers to meet the profession s major challenges in the areas of policy, clinical practice, social work education, social work research, casework practice, and community organizing. The Deputy Director of Programs must be able to determine and align the Association s strategic social work priorities with its overall strategic priorities for enhancing the value of membership, increasing membership and non-dues revenue, and assuring the overall visibility of the Association. As such, this individual is responsible for leading strategic programmatic partnerships that enhance the Association s visibility on social work issues, coordinating a range of workforce advocacy efforts that help shape the future of the social work profession, and translating strategic initiatives into programs that contribute to the vitality of the Association. The Deputy Director is responsible for a program budget of approximately $5M. The Deputy Director will manage and leverage data to improve overall programmatic quality and pursue operational excellence. Given the richness of the modalities within the social work practice continuum, the Deputy Director of Programs must be a visionary who is able to analyze the impact of major initiatives, and to wisely allocate limited resources to ensure the achievement of strategic goals and objectives. This individual must work collaboratively with the senior leadership team, Chapter and volunteer leadership, and other partners to develop and deliver programmatic content in ways that strengthen member engagement and contribute to the Association s non-dues revenue streams. 1

2 II. ESSENTIAL DUTIES & RESPONSIBILITIES MACRO SOCIAL WORK PROGRAMS THAT SHAPE PUBLIC POLICY AND THE PROFESSION 1. Helps develop the Association s public policy goals, working with the Senior Management Team, staff, Chapters, the National Board of Directors and Board committees, and others. 2. Oversees development and implementation of the Association s legislative agenda and policy initiatives in coordination with the Senior Management Team staff, Chapters, and others. 3. Directs and evaluates the work of the Association s legislative, advocacy, and grassroots outreach efforts, including PACE and Member Mobilization, and coordinating the outreach of the Association s Office of Social Justice and Human Rights. 4. Contributes to thought leadership within the profession through the Social Work Policy Institute. 5. Represents the CEO at high-level meetings with legislative members, committee members, and federal administrative agencies. Serves as congressional liaison for the CEO. Speaks on behalf of the CEO at local, state, and national meetings as required. 6. Oversees relationships and communications with sister social work organizations and allied organizations to advance strategic social work goals. 7. Develops strategic alliances to advance the Association s advocacy, legislative agenda and policy initiatives. MEZZO AND MICRO SOCIAL WORK PROGRAMS THAT STRENGTHEN THE QUALITY OF SOCIAL WORK PRACTICE AND DEVELOP THE SOCIAL WORK WORKFORCE 1. Develops and articulates a vision for how the Association s programs with a mezzo/micro social work focus contribute to NASW s mission to advance the profession while contributing to the Association s strategic objectives. 2. Develops clear and quantifiable goals and objectives for the Association s social work programs in the area of Practice and Professional & Workforce Development. 3. Identifies new strategies and opportunities that meet the Association s social work goals and overall strategic priorities. 4. Builds collaborative alliances with a variety of partners -- including social work organizations, allied professions, and grant funding partners -- to advance new strategic initiatives. 2

3 5. Provides planning and oversight of the Division s products, services, and activities. Conducts strategic analysis to form the basis for the selection and retention of products and services; evaluates business models, assesses results, and determines whether programs should be adopted, adapted, or eliminated. As such, leads the Program Division s non-dues revenue efforts, monetizing relevant programmatic content that contributes to the Association s social work mission. 6. Provides input and guidance in developing the Association s standards, policies, and other materials and content. Has overall responsibility for programmatic content and themes, including the national conference, specialty section newsletters, and professional development products and services. 7. Leads cross-functional projects and teams to ensure successful project development, implementation, and evaluation. 8. Fosters collaboration and the sharing of information and expertise between departments within the Association. Works with the Senior Management Team to ensure individual program business plans are well integrated into NASW s strategic plan. 9. Has responsibility for the Division s revenue and expense budgets. STRATEGIC TRANSFORMATION 1. Collaborates with the CEO and Senior Management Team in leading organizational transformation in accordance with the NASW strategic plan, Delegate Assembly Program Priority Goals, and needs of NASW as related to the Association's mission, purpose, and values. 2. In conjunction with the CEO and Senior Management Team, shapes and supports continued strategic thinking on all levels of the Association, breaking through the status quo and changing strategic direction of ongoing projects as required. 3. Analyzes relevant legislation, information, and other intelligence sources when evaluating strategic and potential business opportunities for the Association. 4. Analyzes and confirms the capacity and competency of staff members to contribute to organizational change processes and to implement strategic business plans. III. ESSENTIAL EXPERIENCE, SKILLS AND COMPETENCIES Knowledge: 1. Master s degree in Social Work is required; a combination of macro/micro social work experience preferred, including experience in Public Policy and Business Administration. 2. Knowledge of Federal, State, and local policymaking. Skills: 3

4 1. Demonstrated strong analytical and administrative skills, including budget preparation, operational monitoring of program effectiveness, and P&L analysis. 2. Demonstrated ability to represent NASW to a wide range of audiences; requires exceptional written and oral communications ability, including strong presentation and facilitation skills. Must be highly skilled at executive-level communications and public speaking. 3. Demonstrated strong interpersonal skills, including experience driving and managing successful strategic organizational change initiatives, preferably in an area related to the delivery of social work services. 4. Strong project management skills; able to design, implement, and direct multiple projects, setting deadlines, and ensuring timely execution and accountability. 5. Must have excellent problem-solving skills with solid judgment required for complex or sensitive communications or subject matter. 6. Ability to take ownership for issues and follow through to resolution. Experience: 1. A minimum of 10 years prior related work experience is required, preferably in an association or non-profit environment or government agency setting, including at least 7 years in a similar senior management level position. 2. Must have significant experience in strategic planning, policy analysis, and program development. Proven track record of systems transformation is required. 3. Demonstrated experience in the development and bringing-to-market of programs and services within the context of sustainable business models that both fulfill the organization s mission and drive net revenue is preferred; may include experience in monetizing programmatic content (e.g., through grantfunded initiatives, conferences, newsletters, on-line learning, etc.) 4. Experience with using performance metrics to measure results. IV. ATTRIBUTES 1.
