To learn more about IDLO, please visit our website or follow us on THE RULE OF LAW CENTRES INITIATIVE The Rule of Law Centres Initiative, launched in 2014 at the request of the Pyithu Hluttaw Rule of Law and Tranquility Committee and now guided by the Coordinating Body on Rule of Law Centre and Justice Sector Affairs, helps increase trust and cooperation between justice providers and the communities they serve. The United Nations Development Program (UNDP) and IDLO, under their global partnership agreement, have established four nationally operated Rule of Law Centres (ROLCs) in Myanmar to provide communities with the knowledge, skills and values they need to address local justice issues through training, dialogue and access to resources. The four Centres are located in Mandalay, Mandalay Region, Yangon, Yangon Region, Myitkyina, Kachin State, and Taunggyi, Shan State. Further details about the ROLCs can be found online THE POSITION Under the supervision of the Country Director, Myanmar, and in close collaboration with the Field Program Manager, Myanmar, and respective service departments at IDLO s HQ in Rome, the Finance Officer will be responsible for the following: Accounting and Reporting Lead the monthly financial close of the Country Office (CO) and the production of monthly financial reports. Prepare relevant financial reports related to the CO, share with relevant stake holders and assist them in taking any corrective actions identified out of the reports prepared. Prepare monthly reconciliation reports and schedules (including advances) ensuring that all outstanding issues are addressed on a timely manner. Performing CO balance sheet account reconciliations on a timely basis and ensuring that differences or discrepancies are addressed in a timely manner.

2 Accounts Payables Key NAVISION user responsible for entering data into the accounting system to facilitate payment processing, registration of prepayments, payables, accruals and other related accounting transactions. Review approved payments requests ensuring supporting documentation is provided and compliance with IDLO policies and procedures and donor rules and regulations. Cash Management Review and consolidate monthly cash forecasts for the country office ensuring funds are fully reconciled before submitting to HQ for processing. This will include working with program staff to help them develop accurate cash forecasts. Ensure adequate availability of funds for program implementation and operational costs at any one time. Ensure adequate controls around the management and use of cash, including appropriate cash counts and reconciliations on a periodic basis. Support the Managers in liaising with the IDLO bankers in Myanmar including acting as bank agent where so authorized. Grants and budget management Provide oversight over the allocation of costs in accordance with approved program budgets and IDLO chart of accounts and advise program colleagues on any adverse issues identified. Monitor program expenditures, status of implementation and utilization of funds and ensure compliance with IDLO Financial Procedures; Assist in preparing the Program-specific and annual budgets, assess financial plans and reports in coordination with the Country Director, Field Program Manager and relevant departments. Filing financial documents Responsible for archiving of accounting documents ensuring all transactions are arranged in an orderly and sequential manner, on the basis of transaction numbers. Ensure that all electronic copies of all documents shipped to Rome are maintained at the country office, filed electronically and in sequence. Act as focal point for financial issues related to the program in accordance with IDLO financial procedures and policies. IDEAL CANDIDATE PROFILE Education and Work Experience Undergraduate degree in business, finance, or related field is required; Certified accounting qualifications such as ACCA, CPA or CA is highly preferred. Minimum of 3-4 years of experience in the field of accounting and financial management preferably within international organizations or private/public

3 organization with donor funded programs; Working knowledge of accounting software, MS Navision will be an added advantage; Demonstrated experience of financial management and reporting skills; Significant experience with accounting system management; Substantive knowledge of budgeting for development cooperation; Knowledge of administrative procedures of an international development agency is an additional asset; Experience in working with an international/interdisciplinary team. Competency with financial data systems and spreadsheet processes; Strong attention to details and ability to manage multiple projects simultaneously in a fast paced deadline driven environment. Proven ability to develop and foster productive working relationships across a globally based organization; Very good knowledge of Microsoft Word, Excel and PowerPoint. Proficient use of other ICT software and internet software; Excellent written and verbal communication skills. Languages Fluency in Myanmar and English is required. Behavioural competencies Ability to work under pressure with tight deadlines, flexibility and an entrepreneurial spirit; Ability to respond to queries and provide feedback in a timely manner; Strong sense of ethics, integrity, credibility, respect of diversity, and commitment to IDLO s mandate. TERMS AND CONDITIONS The selected candidate is expected to start as soon as possible. The duration of the assignment is for 1 year, with the possibility of extension based on performance and availability of resources. This vacancy is open to local nationals, permanent residents or those residents with a valid residency/ working permit of the duty station.
