Position Information 4.1 Purpose of the position This position is required to assist the Municipal Building Surveyor via the Deputy Building Surveyor (Statutory) to provide a professional and reliable service in the delivery of the statutory responsibilities as delegated by Council and the MBS. To ensure that the Departments proactive programs are implemented and completed, whilst other concurrent enforcement and compliance duties are undertaken and delivered in a cost effective manner. 4.2 Reporting Relationship Responsible To: Other positions reporting to immediate manager Deputy Building Surveyor (Statutory) Building inspector and Building Surveyor assistant THIS POSITION Positions under direct responsibility of this position 4.3 Key Challenges Maintaining an up to date proficient level of legislative, technical knowledge and being committed to continuous professional improvement, including but not limited to, mandatory & statutory inspections encompassing swimming pool barriers and essential safety measures and Report & Consent applications Maintaining an excellent level of customer services skills that ensures an efficient, consistent and transparent delivery of services via telephone, counter and on-site locations. Legislative Duties & Accurate Reporting Assist with the investigation and preparation of briefs (includes inspecting and reporting) of alleged breaches of the Act and Regulations, aimed at achieving an acceptable level of building compliance in accordance with Council policies, procedures and the Units Business plan. 2. Ability to Analyse Ability to assess new building work and existing structures to ensure compliance with the Act and Regulations. Confidently assess and make recommendations for applications for Report & Consent submitted to Council 3. Provision of Advice Providing specialised regulatory and technical advice to all stakeholders on behalf of the Municipal Building Surveyor in accordance with the Act, Regulations and Council policies. 4. Record Keeping Keeping accurate, clear and concise records by electronic, written or any other means to maintain a history of events usable in Court. 5. Classification Information 5.1 Accountability and Extent of Authority In accordance with the Units Business Plan, assist in ensuring that the annual random audit of buildings is undertaken to ensure that the level of maintenance for essential safety measures, is attained in accordance with the Act & Regulations and to the suitability of buildings for occupation. Assist in undertaking the annual random audit is undertaken of swimming pool barriers within the municipality in accordance with the Units Business Plan This position is accountable for performance of inspectorial work on site and accurate reporting of activities that assures the MBS that building work complies with any Permit, Act and Regulations This position can give directions to the person in charge to carry out building work under Section 37 of the Building Act Providing specialised technical advice to builders, designers and general public on behalf of the MBS Preparation of Briefs for impending Court prosecutions and attendance as an Expert Witness on behalf of Council and the MBS Undertake the assessment of applications for Report & Consent Accountable for identifying and referring risk issues to council and for ensuring council is compliant across all areas NOTE: Consultation with the MBS/Deputy Building surveyor is sometimes necessary. 5.2 Judgment and Decision Making Make judgments on compliance of building work with the relevant Permits, the Act, Regulations and on the suitability of buildings for occupation. Make recommendations on the application of building techniques and processes to assist customers in reaching compliance with Permits, the Act and Regulations. Make judgment on the compliance of building work, methods, procedures and essential safety measures in accordance with the Permit, Act or Regulations Required to discuss and resolve problems within the scope of the position in interpreting building legislation, technical and procedural provisions Ability to operate autonomously with minimum supervision May involve decisions relating to the protection of life and safety to be made whilst undertaking investigations during working hours and attending out of hour call-outs. Judgment to be undertaken at times without reference to the Deputy or Municipal Building Surveyor NOTE: Consultation with the MBS/Deputy Building surveyor is sometimes necessary. 5.3 Specialist Skills and Knowledge Skilled in the Interpretation and application of provisions of Act, Regulations, NCC and adopted standards Capacity to understand building construction methods and interpret building plans and specifications Experienced in the preparation of Briefs of Evidence and collation of all material required for the presentation to the Courts for breaches of the Act and Regulations Skilled in report writing and preparation of letters, Notices & Orders Ability to effectively communicate with clients and from a diverse background so as to provide sound professional advice Knowledge of the Building Services Unit goals and policies and understanding of the context within the wider organisation Knowledge in use of corporate database type systems (eg. Authority) and windows applications. Skills and experience in plan and specification interpretation Experience in the operation and use of Windows based computer software and use of Council s Corporate System A current driver s licence is required 6. Key Selection Criteria 1. Registration by the Victorian Building Authority, as a Building Surveyor Limited or unlimited. NOTE Building Surveyor qualifications is more advantageous 2. Up to date knowledge of building regulations/legislation 3. Highly effective interpersonal skills incorporating verbal and written communication, negotiation, facilitation, presentation and problem solving 4. A good understanding of integrated development approvals process and building industry practices 5. Capacity to manage unit priorities, work in a team and meet deadlines in a methodical and effective manner 6. Proven commitment to high standard customer service and an enthusiasm for serving all stakeholders, incorporating the capacity to diplomatically handle customer complaints and issues 7. Evidence of a commitment to the principles of continuous professional improvement 8.
