1 STAFF REPORT TO: HONORABLE MAYOR AND CITY COUNCIL FROM: CHANNELLE HUBBARD, ~ HUMAN RESOURCES COORDINATOR/DEPUTY CITY CLERK SUBJECT: AUTHORIZATION TO ESTABLISH THE JOB CLASSIFICATION OF FLEET MAINTENANCE COORDINATOR AND SALARY RANGE BACKGROUND In December 2011, after the retirement of the City Mechanic, the City Mechanic position was eliminated pursuant to the Early Retirement Incentive Program. The remaining staff person who filled the Equipment Mechanic II position was able to take on some of the duties and responsibilities of the eliminated City Mechanic position. Because the Equipment Mechanic II job duties had changed, staff reviewed the job specifications and felt that some changes to the specifications were necessary to properly describe the duties that were now being performed. DISCUSSION The City has completed an analysis of the current duties performed by the Equipment Mechanic II in comparison to the specifications of the previous City Mechanic position. Staff has evaluated mechanic positions, job titles, and compensation salary packages from other cities in the County of San Luis Obispo. As a result, staff recommends reclassifying the full time Equipment Mechanic II job specification to that of a full-time position along with a compensation salary that more accurately compensates the work currently being performed. Staff has discussed the job specifications with the current employee who fills that role with a representative from Service Employees International Union Local 620 and both parties agree to the City's recommendation to reclassify the current position of full time Equipment Mechanic II to that of full time along with the compensation adjustment. The changes in the job specifications and salary compensation will accurately describe the job duties being performed by the current Equipment Mechanic II. The revised job classification is attached to this report (Attachment No.2). 2 The City Council has the following alternatives to consider: 1. Adopt the Resolution authorizing a full-time and compensation salary; or 2. Provide staff with alternate direction. RECOMMENDED ACTION 1) Adopt the Resolution authorizing a full-time position; and 2) Amending the Classification and Compensation Schedule. FISCAL IMPACT The adjustment is equal to 2.5% of base salary and the cost will be approximately $1,500 annually. 3 Attachment 1 RESOLUTION NO. 14- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GROVER BEACH, CALIFORNIA, TO ESTABLISH THE JOB CLASSIFICATION AND SALARY RANGE OF FLEET MAINTENANCE COORDINATOR WHEREAS, Resolution No was adopted by the City Council on June 3, 2013 establishing the number of authorized positions in the various departments of the City for the FY 14 Budget; and WHEREAS, the City Mechanic position was eliminated in December 2011 pursuant to the Early Retirement Incentive Program; and WHEREAS, staff has completed an analysis of the current duties performed by the existing Equipment Mechanic II job specifications and, as a result, recommends adding the job class and salary range to that of ; and WHEREAS, the Service Employees International Union Local 620 has agreed through Meet and Confer that the job specifications and salary range (Exhibit A) of the Fleet Maintenance Coordinator position more accurately describes the duties performed by the Equipment Mechanic II position; and WHEREAS, the City Council has received the report and recommendation of the City identifying the need to reclassify the Equipment Mechanic II job specification to that of a Fleet Maintenance Coordinator. 5 FLSA: NON-EXEMPT Attachment 2 CITY OF GROVER BEACH Class specifications are only intended to present a descriptive summary of the range of duties and responsibilities associated with specified positions. Therefore, specifications mar 1101 Include all duties performed by individuals within a class, In addition, specifications are intended to outline the minimum qualifications necessary for entry into the class and do not necessarily convey the qualifications of incumbents within the position. DEFINITION: Under general supervision, performs service and mechanical repairs to automobiles, trucks, sewer jetters, dump trucks, backhoes, patrol vehicles, generators, lawn mowers, and other vehicles and heavy and light power driven equipment; maintains appropriate work records, which may include City vehicle repair and inventory records; inspects and records vehicle conditions for compliance with applicable safety orders; documents and maintains records for permit compliance relative to shop materials, equipment and vehicles; performs other related duties as required. DISTINGUISHING CHARACTERISTICS: The is a journey level class implementing and maintaining a preventive maintenance program for automotive, heavy, and light power driven equipment, and for maintaining the City's shop. The incumbent prepares and maintains equipment repair schedules, maintenance records, and parts inventories; educates Citywide and department staff in the use of and preventive maintenance cycles for assigned equipment to ensure longevity and compliance with DOT standards; processes, updates all work orders and related repair matters; maintains computerized records and physical files for routine maintenance, recall, emissions inspection, DOT audits, materials permit compliance, equipment permit compliance, and repair documentation of preventive maintenance and repairs. May assist in maintenance and repair of other City facilities when assigned. SUPERVISION RECEIVEDIEXERCISED: The Fleet Maintenance Coordinata receives general supervision from Public Works Supervis01: ESSENTIAL FUNCTIONS: (include but are not limited to the following) Performs the diagnosis and repair of automobiles, trucks, sewer jetters, dump trucks, back hoes, patrol vehicles, generators, lawn mowers, pumps, mechanical devices and equipment, and other heavy and light power driven equipment; may respond to service calls throughout the City; operates a variety of equipment; keeps current on technological changes in equipment maintenance. Maintains a variety of records of repairs, expenditures and permit compliance; obtains specifications and price quotes on equipment; orders and obtains replacement parts and supplies. Maintains cleanliness and safety of the City's shop, and the storage, disposal and permit compliance of hazardous materials. Implements and documents City shop, vehicle and equipment storage compliance with storm water permit requirements

6 City of Grover Beach Page 2 Performs inspections, preventive maintenance and repairs on diesel, gasoline, and natural gas vehicles and equipment, including tune-ups, frame and chassis lubes, oil and filter changes, inspections of vehicle or equipment drive train, tires, body, engines, chassis components, and hydraulic systems; lifts vehicles and equipment using a varety of hoisting apparatus. Performs tuning and operation adjustments on engines, clutch assemblies, differentials, carburetors, fuel injection systems, hydraulic valves and pumps, transfer pump assemblies, and generators. Removes, repairs, and reinstalls external engine components such as belts, alternators, water pumps, power steering pumps, radiators, injection pumps, vacuum pumps, and miscellaneous filters. Performs diagnosis, repair, and installation of vehicle electrical systems, including batteries, charging systems, aftermarket components, and lighting. Removes, repairs, and installs shocks, struts, spindles, bushings, brake assemblies, generators, distributors, relays, lights and switches, valves, shoes, and drums. Performs design, fabrication, and welding duties; operates drilling, cutting, threading, and grinding equipment. Performs auto-body repairs, including sanding and preparation work. Establishes and maintains positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public. Performs, schedules, and directs the work of vendors engaged in the diagnosis and repair of automobiles, trucks, fire apparatus, sewer jetters, dump trucks, back hoes, patrol vehicles, generators, lawn mowers, pumps, mechanical devices and equipment" and other heavy and light power driven equipment; may respond to service calls throughout the City; operates a variety of equipment Successfully completes appropriate training necessary to perform essential functions and keeps current on technological changes in equipment maintenance, safety orders and permit requirements for vehicles, equipment and materials Implements and maintains a preventive maintenance program using outside vendors for specialized services; researches vendors; determines needed services and schedules and ensures delivery of equipment to vendors; monitors vendor service and inspects all finished contract work. 7 City of Grover Beach Page 3 Environment: Work is performed primarily in a shop environment; occasional field environment with some travel from site to site; exposure to noise, dust, grease, smoke, fumes, noxious odors, gases, and all types of weather and temperature conditions; exposure to hazardous traffic conditions; work and/or walk on various types of surfaces including slippery or uneven surfaces and rough terrain; incumbents may be required to work extended hours including evenings and weekends. Additionally, the incumbent in this position may work outdoors in all weather conditions, including wet, hot, and cold. The nature offue work also requires the incumbent to climb ladders, use power and noise-producing tools and equipment, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions, and often work with constant interruptions Physical: Primary functions require sufficient physical and mobility to work in a mechanic shop environment; walk, stand, and sit for prolonged periods of time; frequently reaching, twisting, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movements in the performance of daily duties. The ability to lift, carry, and push tools, equipment, and supplies weighing up to 90 pounds is also required.. QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.) Education and/or Experience: (Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.) Any combination of education and experience that provides the knowledge, skills, and abilities necessary for a Four years of journey level experience in vehicle and equipment maintenance and repair, including one year in a lead capacity, and a high school diploma or equivalent. License/Certificate/Special Requirements Possession of, or ability to obtain, a valid Class B California driver'~icense pdor to appointment. Employees holding Class B California driver's licenses are subject to DOT-mandated random drug & alcohol testing Required to supply personal standard hand tools (City will provide specialty tools as needed). KNOWLEDGE/ABILITIES/SKILLS: (The following are a representative sample of the KAS's necessary to perform essential duties of the position.) Knowledge of: Methods, materials, equipment, and tools used in vehicle, emergency, and public works equipment maintenance and repair; methods and techniques of mechanical and electrical diagnosis; operation and care of engines and their components; principles and methods of preventive maintenance; budget development

8 City o/grover Beach Page 4 and purchasing; methods, materials, practices, and tools of equipment repair; methods and techniques of welding, body repair, and painting; applicable federal, state and local laws, codes, and regulations, methods and techniques of scheduling work assignments; standard office procedures, practices, and equipment; methods and techniques for record keeping and report preparation; knowledge of vehicle emission equipment requirements and EPA regulations for proper handling of chemicals and hazardous waste; proper English, spelling, and grammar; occupational hazards and standard safty practices. Ability to: Inspect automotive, emergency, and public works equipment to locate mechanical defects; diagnose mechanical, electrical, and hydraulic system defects and determine corrective procedures; schedule repair work; perform repair work on diesel, gasoline, and natural gas engines, pumps and hydraulic systems; perform a variety of welding work; estimate time and materials needed for work; interpret, explain, and apply applicable laws, codes, and regulations; read, interpret, and record data accurately; organize, prioritize, and follow-up on work assignments; work independently and as pmt of a team; make sound decisions within established guidelines; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; establish. and maintain effective working relationships; oversee the operations of the City's shop; coordinates with outside vendors; develop and implement a budget; read and understand repair manuals and schematics. Understand, research, and make recommendations on vehicle replacements and vehicle troubleshooting; use a personal computer to operate Windows-based maintenance software, hardware, and related applications such as electronic mail and word processing; manage documents, both electronic and hard copy, to effect quick retrieval by multiple users; communicate effectively in both oral and written form; provide information in a consistent manner. Understand and effectively implement new and ongoing Air Quality, Emission, DOT, OSHA and other applicable standards for the operation and maintenance of vehicles and equipment. Be able to effectively train departmental staff on proper safety, record keeping and operating procedures for vehicles andequipment. Skill to: Safely and effectively operate a variety of diagnostic equipment and power and hand tools used in heavy and light equipment repair.
