1 Basic Program Information New Program Proposal: Narrative Wichita State University Master of Human Resource Management (MHRM) 1. Title of proposed program: Human Resource Management 2. Total number of semester credit hours: CIP Code: Program Justification Human Resource (HR) professionals are responsible for the design and implementation of practices and policies relevant to employees. Human resource managers plan, direct, and coordinate the administrative functions of an organization. They oversee the recruiting, interviewing, and hiring of new staff; consult with top executives on strategic planning; and serve as a link between an organization s management and its employees ( 1). 1 Because the workplace demands are fast changing, so are the needs for new, effective HR practices to address the needs of the new workforce. The proposed, fully-online Master of Human Resource Management (MHRM) degree will address the need for skilled professionals who are well-versed in the current theories and best practices of the field. Students will take a series of classes focusing on key HRM areas, including employee relations, staffing, training, legal environment, workplace policies, compensation, benefits, safety, and rewards. The program is designed for practicing HR professionals who wish to advance in the profession as well as for managers with HR responsibilities. The Bureau of Labor Statistics Occupational Outlook Handbook predicts that the number of jobs for HR Managers is expected to grow by 9% (faster than average) between 2014 and The number of jobs for other HRM-related job titles (e.g., Compensation and Benefits Managers, HR Specialists, Training and Development Managers) is also expected to grow. Consistent with this growth, a recent report entitled Market Demand for Human Resources Development Graduate Programs by the Education Advisory Board, 2 found that there is an increasing nationwide demand for master s degree programs in Human Resource Management, particularly online programs. Based on this information, the WSU Management Department sent the following survey to thirteen Kansas chapters of the Society for Human Resource Management (SHRM), an organization for employees who assume HRM responsibilities. Of the 110 SHRM survey respondents, 54 indicated they would be interested in enrolling in this Master of Human Resource Management program; 38 indicated they would be interested in enrolling by 2022, and 51 provided their name and address and asked to be contacted if this MHRM program is approved. Providing these graduate students with HRM knowledge, skills, and abilities will support WSU s mission of being an essential educational and economic driver for Kansas. Wichita State University s mission focuses on applied learning. Within the Management academic field, HRM is an applied discipline and, as such, fits within the breadth and scope of WSU s academic philosophy of applied learning. Online Enrollment The National Center for Educational Statistics (NCES) reports definite proof that an investment in online programming is not only valuable, but increasingly necessary ( 2). 3 Although the MHRM program will be delivered online open to any qualified applicant, most university online students enroll in programs that are based at universities near where they live. According to a 2016 survey by Aslanian Market Research and the Learning House, Since 2012, the radius from which online college students have been selecting their program has been shrinking, with nearly 75% of students selecting a campus within 100 miles of their home (p.8). 4 According to Jordan Friedman, a U.S. News & World Report Education Editor, the advantages of enrolling in an online program that is based at a university near home include: access to faculty and student services in-person, the opportunity to build a personal connection with the university campus, a greater familiarity with the university, and the ability to take some face-to-face classes. 5 3 Gardiner, C. 3 Because of this tendency of online students to enroll in a program close to home, we expect most of the MHRM students will be Kansas residents who work for Kansas organizations. Locational and Comparative Advantages of the Program Wichita, the most populated city in Kansas, and the surrounding metropolitan area contain many businesses of all sizes, all potential employers for MHRM graduates. Because of these businesses, Wichita provides the MHRM program with a locational advantage compared to a program located in a region with fewer businesses. Furthermore, the Barton School of Business is accredited by the Association to Advance Collegiate Schools of Business (AACSB), the premier business college accrediting agency. This program will be reviewed by AACSB in 2023 as part of the overall assessment of the Barton School of Business s maintenance of accreditation review, a distinct advantage to ensure program rigor and quality. Finally, the WSU Management Department contains several prolific research faculty, award-winning instructors (in both online and face-to-face teaching formats), and administrators with experience at managing multiple degree programs (including an undergraduate, online HRM program). Similar Programs in Other Institutions in the Regents System and Related Programs in the Same Institution The Regents System program that is closest to the proposed MHRM program is Fort Hays State University s online Master of Professional Studies (MPS) degree program with an HRM concentration. Additionally, Pittsburg State University s online Master of Science degree in Human Resource Development is offered by their Department of Technology and Workforce Learning. The proposed WSU MHRM program will be housed in a business college, accredited by the Association to Advance Collegiate Schools of Business, and aligned with the Society for Human Resource Management competencies. Other similar Regents Systems programs include online and traditional Master of Business Administration (MBA) programs. All six Regents universities offer an MBA program; KU and FHSU have concentrations in HRM. WSU s MBA program currently contains no required or elective HRM courses. Similar Programs in the Region According to the Society for Human Resource Management website, there are 58 online master-level programs similar to the proposed MHRM program. Excluding the FHSU and PSU programs listed above, the closest program is at Wayland Baptist University in Plainview, Texas. There are no online or traditional (i.e., face-toface) MHRM programs in the states that border Kansas. Locally, Friends University s MBA program has a concentration in HRM. Location of the Program at Wichita State University The program will be housed in the Management Department in the Barton School of Business. Faculty representing the following departments will be responsible for the program delivery: Human Resource Management, Management, Economics, Business Law, Marketing, Decision Sciences, Management Information Systems, and International Business. Ranking of the Program in WSU s list of priorities WSU s mission focuses on applied learning and being an economic driver for Kansas. The MHRM program is an applied degree program that enables employees in Kansas organizations to learn HRM best practices to apply toward current or future employment. WSU is committed to the online learning opportunities of this graduate program.

4 Characteristics of Students in the Program We expect most students in the MHRM program will be employees in organizations in which they have HRM tasks (hiring, promoting, determining compensation, designing jobs, conducting orientation, training, etc.) as part of their job, but who have little or no HRM training. In small organizations, HRM tasks are often assigned to operational managers or supervisors because the amount of HRM work does not justify hiring a dedicated HRM professional. In larger organizations in which there is a larger amount of HRM work, operational managers or supervisors are often placed in dedicated HRM positions, regardless of whether they have had HRM training. [HR] training is essential because technology is developing continuously and at a fast rate ( 1). 6 Many managers and supervisors may have completed few or no HRM classes as undergraduate students, perhaps because they majored in another discipline. Additionally, we expect that some students in the MHRM program will be employees who do not have HRM tasks as part of their job but have a desire to move into an HRM position in the future. Students interested in this major typically exhibit the following characteristics 7,8 : strong communication skills, solid ethics, critical thinking skills, organizational skills, conflict-management skills, self-motivation, and structured problem-solving. Procedures and Criteria for Admission into the Proposed Program Admission to the MHRM program will be granted to applicants who show high promise of success in postgraduate business study. Previous academic training in business is not required for admission to the MHRM program. Applicants may have backgrounds in such diverse fields as engineering, liberal arts, education, or health related areas. The specific content of a student's previous education is less important than the evidence that the student has sound scholarship, strong personal motivation, and the ability to develop the HRM leadership skills. To be admitted to the MHRM program, an applicant must: 1) possess an undergraduate degree; 2) have a minimum GPA of 2.75 (out of 4.00) in the last 30 hours of coursework (graduate and/or undergraduate); [Note: Students with a GPA lower than 2.75 may apply with GRE or GMAT scores for consideration.] 3) submit a personal statement that clearly states the applicant s reason for seeking admission to the program (500 words maximum); 4) meet the minimum TOEFL and IELTS requirements set by the Graduate School (only for students with English as a second language). Applicants needing a F1 visa must also provide documentation for financial support. Application deadline is May 1st for the fall Semester and October 1st for the spring semester. Demand for Graduates of the Program The MHRM program will train students to work as HR mangers, compensation and benefits managers, and training managers. 5 of jobs for compensation and benefits manager is expected to grow by 5% (as fast as average), and the number of jobs for training and development managers is expected to grow by 10% (faster than average). For MHRM students who have less work experience, they may find it difficult to find a management job immediately after graduation. These students may find employment as HR specialists and training specialists before becoming managers. The number of jobs for HR specialists is expected to grow by 7% (as fast as average) between 2014 and 2024, and the number of jobs for training and development specialists is expected to grow by 11% (faster than average). 10 The median annual salary (2017 data) for entry-level employees in human resources with a master s degree is $50,700. Master's degree holders outearn their counterparts with a bachelor s degree by a considerable margin roughly 18 to 33 percent during the first five years ( 24). 11 Students who enter more specialized human resource fields (such as compensation/benefits managers and training/development managers) are looking at median salaries of $105,830 to $116, Program Academic Objectives MHRM program graduates will: Demonstrate knowledge of relevant theories and skillfully apply them to work situation; Demonstrate knowledge and skills of how to implement and improve effective work performance practices; Analyze and design work practices in employee staffing, compensation, training, and employee relations; Apply appropriate quantitative and qualitative methods for research workplace issues; Demonstrate an ability to collect, analyze, and synthesize information to make informed decisions that impact the workplace; Communicate effectively at a level and in modes appropriate for executives; Evaluate the context of workplace issues, public policies, and management decisions; and Demonstrate skills to interact with and influence others in a professional manner Program Curriculum The program will consist of 30 credit hours. Twenty-four of the hours will be composed of eight required courses. The remaining six hours will be composed of elective courses. If a student is more interested in research, he or she may choose up to six credit hours of research in lieu of the same number of semester credit hours of elective courses. Builds on prior coursework to focus on a firm's ability to develop a sustainable competitive advantage. Firms studied represent a broad range of manufacturing and service, global and domestic, entrepreneurial, and mature issues. Directed Studies Individual study of various aspects and problems of Human Resource Management. Repeatable for credit with departmental consent. Prerequisites: graduate standing and departmental consent. Employment Law Legal issues involved in hiring and employment, including lawful hiring practices, discrimination and harassment law, performance reviews, termination, labor laws, labor relations, and other legal issues. HRM Analytics Provides an introduction to HR and workforce data management. Examines different types of workforce metrics managers can glean from the organization s performance management system. Analyzes organizational datasets with commonly available statistical software to help with HR and workforce decision-making. International Business & Competition An introduction to international business administration with attention to the development of multinational business strategies in light of the diverse economic, political, social, and cultural dimensions of the environments that exist in both developed and developing areas of the world. Law and Ethics for Business Course provides an overview of the legal system, dispute resolution procedures, and specific legal topics of importance to business leaders, including contracts, torts, constitutional law, product liability, intellectual property, employment law, business entities, business regulation, and ethical decision-making processes. Management Information Systems Explores the link between business strategy and information systems strategy. Addresses the organizational implications of investing in information systems and prepares managers with an understanding of the potential of information systems for value creation, while recognizing the uncertainties associated with it. Managerial Economics A survey of theoretical and analytical tools of economics that are useful in decision making by managers. Prerequisites: ECON 201, 202, or 800; one course in statistics; one course in calculus. Managing in Diverse Organizations Course examines workforce diversity from the perspective of maximizing its benefits to group and organizational effectiveness, including developing skills to facilitate the constructive resolution of conflict, encouraging cooperation and teamwork, and enhancing identification with the work unit. Marketing Analysis Course applies the scientific method to the design and implementation of research procedures that support the need for management decision making, planning and strategy development in the marketplace. Prerequisite: MBA 801 or equivalent. Operations Management Develops an understanding of the operations function in a business and how it interfaces with other major functions in business. Builds a knowledge base of the concepts, tools and techniques related to designing, managing, and improving operations. Helps managers, regardless of functional specialization, gain an operations perspective. Prerequisites: Calculus and Statistics.

7 Organizational Behavior The study of individual and group behavior as it impacts organizational effectiveness and employee well-being. Applies concepts (such as motivation, personality, job attitudes, interpersonal relations, teams, organizational culture, and leadership/influence) to organizational settings, emphasizing integration and application of concepts. Prerequisite: MBA 801 or equivalent. Rewards Examines the total rewards strategy and how to tailor individual and group compensation and benefits to maximize employee performance. Critically evaluates strengths and weaknesses of compensation and benefits in organizations using research evidence. Assesses best practices in implementing compensation and benefits changes to the organization. Selection Focuses on the acquisition and deployment of human assets by organizations in the context of strategic human resource management. Surveys analytical methods to examine and forecast labor market trends to develop a legally compliant, staffing strategy. Topics covered include hiring, firing, promoting, and outsourcing. Strategic HRM An introduction to the strategic view of HR. Students are taught to adopt a systems perspective and attend to multiple stakeholders. Emphasizes the importance of understanding the many forces that shape a firm's approach to managing human resources and the positioning of the HR function as a strategic partner. The course focuses on the intersection of HRM, business policy, and competitive strategy. Talent Development Assessing and developing the organization's human assets via training and development. The course covers both micro issues and macro issues, including the learning organization. 8 Program Review, Accreditation, and Assessment The MHRM faculty, the Program Director, and the Office of Academic Affairs will assess the educational soundness of the program. The program will be reviewed by AACSB in 2023 as part of the overall assessment of the Barton School of Business s maintenance of accreditation review. There will be no additional accreditation cost. Once the MHRM program begins, the Barton School will ensure that general standards and assessment processes required by AACSB are followed for the 2023 review cycle. Additionally, the Society for Human Resource Management (SHRM) maintains a list of HRM programs that are aligned with the SHRM competencies. We are committed to having the MHRM program stay in alignment with the SHRM competences as the competencies change. The Program Director will ensure that the program remains aligned. In terms of program assessment, the MHRM faculty and Program Director will assess the program learning objectives in the following courses. We will use assessment instruments similar to the instruments currently used in WSU s MBA program. 9 Facilities and Equipment Office spaces currently used by the faculty and support staff will be used for this program. Hardware and software currently used by other WSU online programs will also be used. No new office space or computer equipment will be needed. Costs No new General Use resources are needed for this Master of Human Resource Management degree. Funds generated from online and business school course fees will support this program. The Barton School of Business receives funds from a $35 per semester credit hour (sch) undergraduate program fee, and a $50 per sch graduate program fee. Additional funds come from a $94.50 per sch online course fee. These funds will be used to compensate the program director ($3,600/year, with fringe), new clinical assistant professor ($108,000/year with fringe), and marketing expenses ($5,000/year). No Graduate Assistants are required for this program. Additional and existing current Barton School faculty staffing is sufficient to develop, offer, and administer the MHRM program. The current staffing in the WSU Online Learning and Instructional Design & Access Offices are sufficient to provide teaching and technical support.

Faculty Profile Existing Barton School faculty members will teach, coordinate the curriculum, advise students, schedule classes, and administer the program. The program faculty consist of the MHRM Program Director, core faculty, and supplemental faculty. The director will be a senior faculty member from the Human Resource Management Department. All faculty members possess doctoral degrees in their academic discipline. Faculty members are representative of the following academic disciplines: Human Resource Management, Business Management, Economics, Business Law, Marketing, Decision Sciences, Management Information Systems, and International Business. 8. Student Profile Students interested in enrolling in this program may be full-time employees whose job involves some HRM-related tasks, employees who are interested in becoming HR managers, and/or any person interested in improving their HR knowledge and skill set, including recent baccalaureate graduates. Students interested in this major typically exhibit the following characteristics 4,5 : strong communication skills, solid ethics, critical thinking skills, organizational skills, conflict-management skills, selfmotivation, and structured problem-solving. 9. Academic Support The WSU Office of Online Learning and the WSU Office of Instructional Design & Access will provide teaching and technical support for the program. The Barton School Dean, Associate Deans, and Management Department Chair will provide administrative support for the program; a senior HRM faculty member will serve as the program director. Current WSU Barton School of Business infrastructure is sufficient to support the new Human Resource Management program. 10. Facilities and Equipment The Barton School of Business anticipates that the facilities are adequate to support the proposed program. 13 requirements. The Barton School Dean and Faculty are committed to ensuring that the program will be of rigor and high quality. In support of this commitment, a student learning assessment process will be created and implemented. The program director and faculty, the Management Department Chair, and Barton School Administrators will conduct regular assessments. Furthermore, the program has been designed to align with the competencies of the Society for Human Resource Management and with the AACSB graduate program guidelines. The program will be reviewed by AACSB in 2023 as part of the overall assessment of the Barton School of Business s maintenance of accreditation review. Additionally, the Society for Human Resource Management (SHRM) maintains a list of HRM programs that are aligned with the SHRM competencies. WSU is committed to having the MHRM program stay in alignment with the SHRM competences as the competencies change. The Program Director will ensure that the program remains aligned. 12. Costs/Financing No new General Use resources are needed for this Master of Human Resource Management degree. Funds generated from currently approved online and business school course fees will support this program. The Barton School of Business receives funds from a $35 per semester credit hour (sch) undergraduate program fee, and a $50 per sch graduate program fee. Additional funds come from a $94.50 per sch online course fee. These funds will be used to compensate the program director ($3,600/year, with fringe), new clinical assistant professor ($108,000/year with fringe), and marketing expenses ($5,000/year). No Graduate Assistants are required for this program. Additional and existing current Barton School faculty staffing is sufficient to develop, offer, and administer the MHRM program.
