This Operational Directive (OD) references the following: Overview OD Participant Contact OD WIOA Youth Program Flow Out-of-School (ages 18-24) OD WIOA Youth Program Flow In-School (ages 14-21) OD Supportive Services Process OD Career Track Process OD Case File Security OD Youth Service Codes The Individual Services Strategy (ISS) is an individual plan for academic services, career exploration, and job placement services to participants under the Workforce Innovation and Opportunity Act (WIOA), Fresno Regional All Youth One System. The plan must include the appropriate combination and sequence of services for the participant, based on the results of the initial academic assessment, and other comprehensive career assessments. See Assessment Operational Directive. The ACA must schedule an in-person meeting with the participant to develop the initial ISS. Prior to the ISS development meeting with the participant, the ACA is to insure that all auto populated fields of the ISS are filled in. If there is missing data, determine the cause and get it resolved prior to the meeting. Fresno Regional Workforce Development Board Page 1 of 6 Form# QUA-197, revised

2 Decisions concerning appropriate services must be participant-centered and must ensure participant input is received and must be documented in case notes. Management of ISS It is the responsibility of the ACA to review the ISS with the participant at least every 30 calendar days to ensure that the participant actively engages in program services successfully. Results of these communications must be documented in case notes, describing changes, status of activities, etc. within 3 working days of the occurrence. ISS Meetings During the initial ISS meeting with the participant, staff will discuss assessment results in detail by explaining what the scores mean in relationship to their career choices. At the conclusion of the meeting, staff will provide the participant with the Career Track Application and discuss the steps to be followed (See OD 23-05) to conduct and document their occupational research, using the website listed below, and schedule the next meeting. The ACA will demonstrate for the participant the use of the following occupational research tools: O*Net ( o Enter Keyword or O*Net SOC Code in the search box o Click on the job title you want to research o On the Summary Report page click on the Details tab. o Under the View report: row, click on Wages & Employment tab o Select a State and click Go o Print out Occupational Detail Reports EDD Occupational Guides ( o Enter job title or key word o Choose the county o Click on the View the Guide button Local Demand Occupation Data ( At the second meeting with the participant, the ACA will review the completed Career Track Application. Staff uses this information to drive discussion between the participant and themselves to determine appropriate career choice based on knowledge, skills and abilities. The discussion must include the areas of: emotional and physical abilities; and functional knowledge and skills that are required to be successful in their career choice. This discussion will include a review of the detailed job tasks, the typical day in the life of, and specific questions that address the physical, emotional and functional requirements of the participant s career choice. Physical o Does the participant have the physical ability to complete the tasks and meet/exceed the performance expectations of the job? o Is the participant able to work in the career environment? Emotional o Does the participant have passion for the career and can they see themselves enjoying this career. o Can the participant emotionally deal with the job requirements? 3 Functional o Does the participant have the skills and knowledge to do or learn the technical skills of the job? If the participant is unable to resolve or lacks the physical and emotional requirements, staff must work with the participant to guide them to a more appropriate career. If they lack functional skills or knowledge, the staff should consider referral to appropriate remediation or training activities. During this meeting, the ACA will finalize the ISS and obtain the necessary signatures. The original of the ISS is placed in the case file, per OD 06-18, and copies are given to the participant. Development of the ISS - (Refer to work instruction TRN-PLN-001) Personal Information Auto-filled from application Review Section 1 with youth to verify accuracy of data Update application if needed Disability Auto-filled from application Document needed special accommodations Objective Assessment Follow the Objective Assessment process as outlined in the appropriate Youth Customer Flow directive (see reference table on page 1). After completing the assessment, check the applicable boxes in this section of the ISS. Employment & Certificate History Discuss employment history with participant and complete the section. Add pertinent certificate information Education Auto-filled from application Enter other education and/or training information into text field Discuss factors supporting educational and/or career goals and complete the section. Assessments Basic Skills and WorkKeys assessments are auto-filled. Select top 3 O*NET On-Line Vocational Interests and Work Importance results Review and discuss all assessment results with the participant. Challenges and Barriers Barriers are auto-filled from the application. o Other Barrier field can be used to change existing or document additional barriers. Comments may be added to the barriers and the challenges Review and discuss listed Challenges and Barriers with the participant. Determine current Challenges and Barriers he/she may have and complete section. For each challenge or barrier that will be addressed with WIOA program services, there must be an activity or service listed on the plan (See Service Plan section) For each challenge or barrier that will not be addressed by WIOA program services, the participant must be referred to other community resources to address the barrier. 4 List any other referrals as appropriate noted in comments text box. Must be reviewed with the participant every 30 days and update or comment as appropriate. Program Goals WIOA Youth Elements o Select all WIOA elements that will be provided Measurable Skills Gains (In Program Skills Gain) o This section documents attainment of the performance outcome of Measurable Skills Gain. o Input the date of attainment of the outcome. Educational Goals o Select applicable Educational Goal(s) Planned program Outcomes o Select applicable Outcome(s) Career Goal(s) Primary and Secondary Employment Goals o Input the applicable Primary and Secondary Employment Goal information. o These goals should align with vocational interests, assessment results and planned training. Budget Analysis To be completed if and when needed for supportive service requests or when training is being considered. The budget reflects the current expenses and available income of the household. The income that is listed should represent NET household income. o It should include earned income and any cash assistance from other sources. In situations where there are multiple sources of income in the household and the expenses of the household are paid for by those income sources, then those sources must be listed as income. In the case where an income source is restricted to only specific expenses, then those specific expenses are to be reduced by the amount that the income source is paying. If the budget shows monthly household expenses exceed monthly household income by more than $200, there needs to be an explanation as to how the participant is planning to deal with this short fall, particularly if they are involved in any training activity that lasts more than 4 weeks. The household budget is to be reviewed and updated as needed every time the job seeker has a request for supportive services. Services Plan/Developmental Needs Fill in all fields needed to ensure that the participant achieves their academic and career goals. See sample on page 5. Do NOT input service codes in this section. Service codes and case notes will reflect actual start and end dates. Status Values: o Pending: Hasn t started but planned for in the future. If the estimated start date is exceeded, leave the status as pending and update the Objective start date with the new estimated start date. Enter a case note documenting why the estimated start date has been delayed. Case notes must be entered within 3 working days of the determination. o In-progress: Service is currently in process. Make sure the actual start date agrees with the start date of the corresponding service code. o Completed: Service is completed. Make sure the actual end date agrees with the end date of the corresponding service code. o Amended: Service is no longer needed. All amendments must be case noted as to what has changed and why. Case notes must be entered within 3 working days of the determination. Signatures Click on the PRINT ISS button at the top of the screen Review the completed ISS with the participant and make any needed corrections. Print the ISS after reviewing with the youth and have the participant sign and date. Provide a copy of the signed completed ISS to the participant and place the original into the case file Plan Amendments The ISS is a living document. 6 Budget Analysis Services Plan o An amendment only occurs if a service is added or is no longer needed. These amendments must be documented within 3 working days of any actual change to the ISS. All changes must be case noted. Copy and paste case note into the Amendment Signatory page text field. Print amendment page for signature of participant and place in case file, per OD Be sure to give a copy of the amendment page to the participant. ISS Development Wrap-up: Create case note, documenting the following: o Development of ISS, and o That the original signature page of the ISS has been placed in the case file, and o A copy of the ISS was given to the participant, and o When completed with ISS, close Service Code 413 with a completion code 1 If you have any questions, please contact the FRWDB Program Manager.
