1 VACANCY Job Title: Hours: Commissioned Services Manager 37 hours per week Salary: 35,662-38,405 (starting salary 35,662) Location: Queens Meadow Complex, Hartlepool Cleveland Fire Brigade is looking for a motivated and enthusiastic leader to take on the role of Commissioned Services Manager. Responsible for researching and developing new and existing commissioned services, the post holder will work with a range of external stakeholders whilst managing a delivery team to improve community engagement and safety across the Cleveland area. The successful candidate must have experience of engaging commissioners and successfully bidding for, designing and leading the delivery of commissioned services. A knowledge of health and wellbeing issues within local communities and experience of managing teams are essential. This is a self funded post and continuation of the role will rely on the team s ability to generate income each year to support its provision. 2 Personal Role Profile Role Title: Commissioned Services Manager Reporting To: Head of Fire Prevention Location: Queens Meadow Complex Role/Grade: Band H Purpose of Role: To research and develop new and existing Commissioned Services to support the delivery of the Brigade s Prevention Strategy. To support the commissioning process associated with the Brigade s Community Engagement Initiatives, through partnership working with external stakeholders The post holder will have management responsibility for the Youth Engagement Team, and is required to improve Community Engagement and safety across the Cleveland area Key Responsibilities 1. Research and develop new and existing Commissioned Services to support the delivery of the Brigade s Prevention Strategy. 2. Assist with the drafting and implementation of the Brigade s Prevention Strategy, and the Children and Young Person s Strategy 3. Line Manage the Youth Engagement Manager and Stay Safe and Warm Coordinator in accordance with Brigade Policies and Procedures 4. Collaborate with internal and external stakeholders to support the development and delivery of new and existing Commissioned Services 5. Explore opportunities for the procurement of Commissioned Services with external stakeholders, and contribute to the procurement process, in order to secure commissioned services aligned to Corporate Goals, to a minimum value of 200,000 per annum 6. Support the evaluation of Commissioned Services, and report findings to relevant parties, both internally and externally 7. Monitor, audit and review the effectiveness of Commissioned Services and the performance of delivery staff, and report on this to the Head of Fire Prevention and relevant stakeholders 8. Support the Head of Fire Prevention to monitor budgets, including income generation levels, associated with Commissioned Services 9. Collaborate with the Prevention Department Management Team, to ensure a comprehensive understanding of, and contribution to the full range of activities undertaken by the Prevention Department 10. Support the development and procurement of resources associated with Commissioned Services, within budgetary constraints 11. Support the selection and development of staff to support the delivery of Commissioned Services 12. Your post requires that you wear uniform in accordance with the Dress & Appearance Policy and Procedure 13. Take part in Personal Development Reviews and complete Personal Development Records in accordance with Brigade procedure 14. Maintain relevant skills and knowledge aligned to key responsibilities and National Occupational Standards to determine continued maintenance of competence in role 15. 6 CLEVELAND FIRE BRIGADE COMMISSIONED SERVICES MANAGER NATIONAL JOINT COUNCIL FOR LOCAL GOVERNMENT SERVICES CONDITIONS OF SERVICE Role/Grade: Grade H ( 35,662-38,405) Payment of Salary: Direct to Bank or Building Society on the 15 th day of each month Annual Leave: 26 days rising to 31 after 5 years continuous service Hours of Work: 37 hours each week (an annualised hours working scheme is in operation) Pension Arrangements: Career Average Local Government Pension Scheme (Optional) Car User Status: A pool car will be made available for business use as necessary.
