1 Cumbria Constabulary HAY JOB PROFILE Job Title: CCTV/CCR Information Manager Department: Command and Control Room Reports To: Chief Inspector, CCR Location: HQ CCR All employees must ensure compliance with the Cumbria Constabulary Health and Safety Policy, and all other relevant statutory Health and Safety legislation This job profile has been written primarily for evaluation purposes and may not detail some less major duties allocated to the postholder, nor cover duties of a similar nature, commensurate with the grade, which may from time to time be reasonably required by the relevant manager. 1. JOB PURPOSE To manage a countywide CCTV system in Cumbria. To manage its ongoing development and its use ensuring it provides an efficient service to protect the communities of Cumbria. Ensure the system and its use is, and continues to meet, national standards in the use of surveillance cameras and the management of recordings/evidence collected. Actively seek collaboration and revenue generation opportunities for the monitoring of CCTV systems owned by other organisations. To support Command and Control room service delivery 2. PRINCIPAL ACCOUNTABILITIES Responsibilities 2.1 Manage and supervise the work of delegated CCTV Operators to ensure the provision of effective delivery of monitoring services, overseeing training, development of individuals and duty rostering. 2.2 Be responsible for ensuring training is maintained throughout the force appropriate to support effective use of CCTV. 2.3 Act as principal systems administrator, including management of computer application access and system configuration. Being responsible for problem solving any CCTV related issues including making decisions as necessary or escalating issues with researched options and decision recommendations. 2.4 Ensure that CCTV, its data and evidence is managed and stored in line with policies, procedures such as the 2013 Surveillance Camera Code of Practice. Auditing systems usage to ensure best practice and adherence to procedures and policies. 2.5 Create and manage a performance management framework for CCTV and provide reports as appropriate to senior managers / Police and Crime Commissioner / District Councils / Public via the Constabulary website. 2.6 Be the single point of contact for CCTV related issues and represent the Constabulary at national and local levels

2 including negotiating and influencing decisions. 2.7 Actively identify and secure other CCTV opportunities such as revenue creation by monitoring CCTV for other organisations. 2.8 Provide advice to support Strategic, Tactical and Operational Commanders for pre-planned policing operations. 2.9 Manage related CCTV contracts and contractors. Managing system reliability, ensure all CCTV equipment is routinely checked for functionality and manage any problems Provide written statements of evidence concerning the use of CCTV and to attend and give evidence in court when necessary Be responsible for providing accurate and timely information in response to Freedom of Information and other requests for information from the public and other bodies Be responsible for ongoing consultations and analysis of the impact of CCTV cameras on Privacy and Equality matters Monitor CCTV cameras and manage any evidence gathered 2.14 Assist with CCR room service delivery, facilitating repair and reporting fault of control room IT systems, gathering customer feedback by follow up procedures and recording this data. Provide updates of this to the CCR CI 2.15 Provide CCR CI with performance data information 2.16 Monitor calls where CCTV may be instrumental in investigations and direct CCR to make best use of the system to capture early evidence DIMENSIONS The managed CCTV system will be a 24/7 service used by: A dedicated team of 3 or 4 operators About 120 Comms operators and supervisors About 200 trained NPT users All officers and staff with access to operational systems (view only) Maintenance, accuracy, integrity and security of all systems are essential, to comply with Constabulary, National and community security policies. The Post holder will be responsible for managing an ongoing revenue budget. 4. KEY FEATURES 4.1 Framework and Boundaries The post holder will be key in ensuring the CCTV system, and its use, is compliant to a range of national standards for the operation of public space surveillance CCTV. Through training, the post holder will be required to become an accredited CCTV Manager and comply with industry standards of system management. This will also include implementing and managing processes and procedures that meet judicial standards for evidence gathering. The post holder will define the scope and framework for CCTV operators to make operational judgements concerning the surveillance of the public and when to escalate for police attendance or investigation.

3 As line manager, the post holder will be responsible for workplace compliance to H&S at Work Act, Fire Prevention Regulations, COSHH Regulations etc. at all times.

4 4.2 Important Working Relationships INTERNAL EXTERNAL Senior TPA Commanders for strategic direction concerning the operational use of the CCTV system and providing feedback of outcomes Chief Inspector and Inspectors Communications Centre concerning the tactical use of the CCTV system Duty Force Incident Manager and Communications Centre Supervisors for day to day use of CCTV NPT management regarding the local use of CCTV CJU management regarding evidence procedures and standards PSD management regarding the audit and use of CCTV by officers and staff Other Police personnel to liaise in a way that ensures a good working relationship is maintained at all times. CCTV Contractor and their staff to ensure that faults and requirements are correctly defined and delivered or repaired District Council representatives concerning ongoing collaboration Community groups regarding the ongoing management of Privacy and Equality measures Local owners of CCTV systems concerning collaboration and expansion opportunities National organisations such as the CCTV Commissioners Office National CCTV owner groups for continued development of best practise 4.3 Major Challenges The implementation of a PCC/Constabulary owned and managed public surveillance system is new, has a high priority and will attract considerable public and media interest. The post holder will be key in its successful management and ensuring it meets stated aspirations and begins to transparently deliver stated benefits. National guidelines have been issued by a newly created role of national Commissioner of CCTV and it is likely that this high profile project will be closely inspected by the Commissioner to ensure compliance and adoption of best practise. The post holder will be key to ensure that policies, procedures and processes are developed and implemented to ensure that best use is made of the equipment and to operate the cameras in a way that maximises the opportunity to detect and prevent crime and gather evidence in line with the national guidelines. The post holder will be responsible for continued development of a 3 tier monitoring capability which will include managing a small team for dedicated monitoring as well as imbedding monitoring capability into existing roles. Monitoring will be a 24/7 function and the post holder will need to manage their own working hours to ensure appropriate management and supervision of resources as well as being available as a single point of contact for CCTV matters. To ensure a consistent 24/7 service, the post holder will need to correctly delegate responsibility and work closely with other managers and supervisors within the Communications Centre. Although there will be a centralised monitoring function at HQ, equipment will also be installed at 5 main stations which the post holder will be expected to own and ensure is correctly used and maintained. Operators and the post holder will witness incidents which they may find disturbing. The post holder will need to ensure that appropriate support is available to reduce any personal impact in such circumstances while maintaining a professional service commiserate with operational policing. 4.4 Knowledge, Skills and Experience Educated to degree level or demonstrable competence Experience of managing change to achieve results The ability to negotiate with and influence organisations and individuals Management or supervisory experience including staff auditing and managing quality assurance Experience of developing and implementing policies and procedures Experience of working in a security conscious environment (desirable)
