Best Practice EEI Activity Task Force Mission Statement In order to support the highest level of health and safety performance within the utility industry, the Edison Electric Institute (EEI) member companies collaborate through the EEI Occupational Safety and Health Committee to share, educate, and benchmark practices that have been found to promote a safe working environment. To further that effort, the Occupational Safety and Health Committee has formed an Industry Practices Task Force composed of utility health and safety professionals who work to identify, prioritize, review, validate, and share model industry health and safety practices.

Best Practice EEI Activity Task Force Activities Adopted OHSAS format for policies Adopted Partnership criteria for a practice Established a procedure for practice review Identify topics/practices for review Cell Phone Policy

Best Practice EEI Activity Task Force Activities - ET & D Partnership Best Practice Criteria Request is generated from member utility feasible to perform currently being done can be implemented all can comply is repeatable objectively measured

Best Practice EEI Activity Task Force Industry Practices Task Force Meeting Spring 2009 Agenda Review Old Business - Complete (Criteria, Format, Cell Phone/Partnership Practice) - Proposed (Fall, Soft Tissues, etc.) Review proposal for Industry Practice Development Procedures - Identify a problem - Identify leading/lagging measure to benchmark the problem - Evaluate possible benchmark participants using measures - Request model program from participants - Compare and develop industry practice Discuss and Refine Procedures Target Problems for Further Refinement

Best Practice - Defined technique, method, process, activity, incentive or reward that is more effective at delivering a particular outcome than any other technique, method, process, etc.

Best Practice Mistakes and Misconceptions - failure to follow proper processes, checks, and testing,. - following a standard way of doing things rather than developing practice based on data

Best Practice Fundamentals - Steps 1. Identify your problem areas 2. Identify other industries that have similar processes 3. Identify organizations that are leaders in these areas 4. Survey companies for measures and practices 5. Visit the "best practice" companies to identify leading edge practices 6. Implement new and improved business practices

Best Practice Problem/Practice Identify Problem Areas -Evaluate your performance overall - Evaluate a given process or area of operation Area where your actions were effective Area where you need improvement - Identify common issues

Best Practice Fundamentals - Leaders Select top performing companies from EEI Annual Safety Survey Calculate top quartile levels for OSHA Recordable, DART and Severity Rates. List company codes with better performance. Request that these companies identify themselves through EEI website.

EEI Website Tool

Best Practice Fundamentals - Leaders Include in survey a request for historical data to identify trends. Previous three years. Data for areas of concern The metrics shall include: OSHA Recordables Incidence Rate; OSHA Days Away, Restricted or Transfer Incidence Rate; OSHA Severity Rate. Motor Vehicle Accident Rate as defined by ANSI

Best Practice Fundamentals - Leaders Include in survey form key problem area questions. The following questions should be asked in the survey: What are your most frequently occurring injury and illness and what programs have you used to effectively reduce the frequency and severity of these events? How do you assess compliance with programs? Describe metrics used to ensure performance.

Best Practice Leaders Survey Form

Best Practice Leaders Making Connections Take advantage of known contacts EEI web site Phone call and invitation to participate

Best Practice - Data Collection and Analysis Set deadline to return forms Graph safety performance trends. Tabulate safety management question responses. Rank company responses. Who had the best performance for given practice? Who had the strongest safety management program? Identify the companies that require follow up or possible site visits.

Best Practice - Site Visits Contact companies identified. Develop agenda based on survey responses. Schedule and arrange site visits. Gather site visit data

Best Practice Implement and Monitor - Title - Profile - Context - Description - Improvement Measures - Resources - Lessons Learned - Links to resources - Tools and techniques used
