To lead, plan, develop and implement Carers Trust s strategies for external influencing, public affairs, policy and related campaigns, research and specialist services in England and for UK wide matters. Ensuring partnership working internally and externally and an appropriately consistent approach across the UK, in order to achieve the corporate strategic objectives. To provide advice and guidance on public affairs, policy and campaigning, research, partnerships and specialist services to the senior managers, other Directors and Board. 2 Scope and accountability Reporting to the Chief Executive, the Director of Policy and Research has lead responsibility for Carers Trust's strategy and development in the areas of public affairs, policy and campaigning, and specialist policy and service development in England and for UK wide matters. The Director manages a team of specialist professionals. The Director works collaboratively with all members of the Senior Management Team (SMT). As a member of the SMT the Director of Policy and Research proactively contributes to the overall strategy and management of the charity. The Director has overall responsibility for the staffing, budgets, income generation and information resources, within the directorate. Areas of Responsibility Lead the development and implementation of Carer's Trust's strategy and priorities for policy and research in order to achieve positive change to support carers and our network, to deliver corporate objectives and to place policy and influencing work at the heart of the business.. Act as key liaison for Carers Trust for senior decision makers, including Ministers, at the Department of Health, Department for Education, NHS England, and other relevant England Departments and bodies. Oversee the development of strategic plans for specialist services for carers (e.g. young carers, mental health, dementia) appropriate to the achievement of corporate strategies through supporting the network, and partnership working, including the documentation, analysis and dissemination of best practice in supporting carers and commissioning carers services. Play a lead role across the UK and in England in developments in the field of public policy and carers issues, ensuring the implications for carers and network partners are considered and reflected in influencing work including reports, consultation responses, events and face to face influencing. Oversee the development and implementation of influencing strategies, including a public affairs and parliamentary strategy in England and UK wide, to raise the profile of Carers Trust, carers and network partners with decision makers and ensure the needs of carers and our network are reflected in Government policy. Develop a portfolio of research through securing funding, commissioning research, and managing research in-house to support Carers Trust s key priorities and enhance understanding of issues affecting carers. Develop the campaigning function of Carers Trust ensuring carers and network partners are supported to engage with decision makers and work with elected representatives locally and nationally. Ensure the identification of key campaigning objectives, pursuing a range of campaigning methods, and fully involving carers and UK wide network partners. Carers Trust

3 Support the network with local and regional influencing, in partnership with the Director of UK Network Support, Directors of Scotland and Wales and network support staff. Also supporting the Network with central policy and influencing work on matters affecting Network Partners, such as commissioning, Living Wage, regulation and quality of services. Work closely with the Directors of Wales and Scotland to support their lead on policy in those nations and to ensure research and service developments support carers across the whole of UK. Overall responsibility for the direction and management of the department (14 posts), including line management of a multi-disciplinary team of managers and specialists and identifying operational objectives, outcomes and targets for the department and staff. To identify and (with support of Fundraising team) secure sustainable project funding, and maintain strong relationships with existing funders, including reporting on activity and outcomes. To manage the directorate s budget (c 500k core and 250k project), producing budgets, forecasts and managing multiple income and expenditure lines. Work closely with policy leads in other charities to develop and deliver joint policy messaging and projects. Provide policy content and source policy speakers for Carers Trust Network Partners Annual Conference (overall conference responsibility held by Director of Marketing and Communications). Represent Carers Trust within all related arenas including public policy, voluntary sector, and as a spokesperson with the media. Lead the team in developing and delivering a range of external events including Party Political Conference attendance/events, report launches, consultation and research events. Person specification Knowledge and Expertise Experience Essential Substantial experience of policy role(s) at a senior level combined with previous experience of managing the development of services. Expertise in developing strategic plans, developing provision and understanding the practical issues of implementation. Track record in proactively sourcing and achieving funding for policy or development projects Experience of financial planning and budgetary control of similar size budgets, contributing to funding applications and reporting. Existing policy networks within the public and Third Sectors Experience of working strategically with a network of diverse stakeholders. Track record of leading, motivating and managing multi-disciplinary teams of a similar size and complexity Experience of communicating at all levels, including Trustee level, and at public speaking Experience of ensuring that equality and diversity issues are integrated into development and delivery. Desirable Experience in a policy role in health and/or social care sector Track record of working in a devolved/federated or membership charity Experience of supporting carers and/or of carers issues Experience of managing remotely located staff Experience of acting as a spokesperson with the media Experience of organising policy events Skills/Knowledge Essential Ability to influence and contribute to the development of public policy by national, regional and local government and the NHS. Astute and able to provide a clear direction Ability to speak in public and represent The Trust at all levels, including to local services, government Ministers and to national print and broadcast media. Knowledge of service provision issues. Progression within grade New appointments will be made at the starting salary for the relevant grade. On completion of 18 months service in grade, the employee will be eligible to move to the experienced salary for the grade, provided that their performance and conduct are satisfactory. Salary increases will take effect from the first of the month following the 18 month anniversary of joining the grade. Performance and conduct will be considered to be satisfactory if there is no documented record of performance or conduct being unsatisfactory against the normal expectations of the job. Carers Trust
