The SACSSP, in conjunction with its two professional boards, guides and regulates the professions of social work and child youth care work in aspects pertaining to registration, education and training, professional conduct and ethical behaviour, ensuring continuing professional development, and fostering compliance with professional standards. It is protecting the integrity of the social service professions as well as the interest of the public at large. In order to safeguard the public and indirectly the professions, registration in terms of the Act with the SACSSP is a prerequisite for practising social work and child and youth care work. This includes social workers, social auxiliary workers, student social workers, student social auxiliary workers, child and youth acre workers, auxiliary child and youth care workers, student child and youth care workers, and student auxiliary child and youth care workers. 2

4 GLOSSARY Activity: An individual or group event that has been approved by the assessment panel to create opportunities for practitioners to gain knowledge, develop skills and shape their attitudes in order to maintain high professional standards. Assessment panel: This is a panel of social workers and social auxiliary workers appointed by the Professional Board of Social Work that assesses CPD activities, training providers and PoE s according to the criteria stated in the CPD policy. Assessment: Structured process for gathering evidence and making judgements about an individual s competence in relation to registered national standards and qualifications. Assessors: An individual who meets the requirements to act as an assessor as described by the registered qualification and/or the relevant Quality Control Council. Attendance register: The record of attendees at any CPD activity, reflecting the names and SACSSP registration numbers of those present and their signatures on completion of the activity. Continuing professional development: A statutorily determined process that requires practitioners registered with the SACSSP to obtain a specified number of points annually in order to maintain ethical and high quality service by attending or participating in activities of a professional nature in order to remain registered with the SACSSP. Group activity: A group activity is any organised event, either face to face or via any electronic means, where at least 3 people are grouped or assembled for the purposes of sharing information, building knowledge, developing skills and/or influencing attitudes on a subject of professional interest. Individual activity: Individual activities refer to those activities completed on an individual basis, inclusive of an online activity. Moderation: Moderation is a process that ensures that assessments conducted by registered assessors meet the specified outcomes as described in the NQF standards and qualifications, and are fair, valid and reliable. Moderator: A person who is competent in conducting the moderation process. Points: The value attached to a learning activity for continuing professional development. Portfolio of evidence: Portfolio of evidence is the collection of evidence from diverse sources, which is packaged together and cross-referenced with the outcomes in unit standards or qualifications. Professional Board: A professional board established to register and regulate a profession. Quality assurance: The quality of activities provided. Regulations: A process of the promulgation, monitoring, and enforcement of rules, established by primary and/or delegated legislation. TED division: Training, education and development section of the SACSSP TED task team: Training, education and development task team of the Professional Board of Social Work Training provider: Any person or body providing an approved CPD activity. 4

INTRODUCTION 1.1 In alignment with international practice, the Professional Board of Social Work (PBSW), under the auspices of the South African Council of Social Service Professions (SACSSP) established a system of Continuing Professional Development (CPD) to enhance and ensure the quality of social work services. Through CPD, the changing and evolving knowledge and skills base of social work practice is enhanced. 1.2 In principle, the Professional Board of Social Work and the South African Council of Social Service Professions is committed to a CPD system that is flexible, cost-effective, user-friendly and accessible to all practitioners. Continuing Professional Development enables and encourages social workers to share and train other social workers on new knowledge and expertise. This policy should be read in conjunction with Social Service Professions Act 110 of 1978 as amended. 2. SUPERSEDING OF EXISTING POLICY This policy supersedes the Continuing Professional Development Policy dated 1 April 2010 and authorises its withdrawal. 3. AIM OF THE POLICY The aim of the policy is to ensure continued professional development. 4. SCOPE OF THE POLICY The scope of the policy addresses the following: CPD legislative framework CPD roles and their responsibilities Criteria for CPD activities CPD application requirements CPD application process Portfolios of evidence (PoE) 5. POLICY OBJECTIVES 6.1 This policy strives to: Ensure that social workers and social auxiliary workers retain and continuously develop their attitudes, skills and scientific knowledge by enabling them to: Build scientific knowledge, skills and competencies; Provide services that are relevant and appropriate, especially in the South African context; Improve service rendered to individuals, families, groups, communities and organisations; Facilitate reflective practice; Keep abreast of current trends, research and developments in the profession; Assert their professional view in multi-sectorial and multi-disciplinary contexts; Function effectively as a member of the multi-disciplinary team; Keep motivated to continue with practising the profession; Be supported by and network with other professionals; Reduce occupational stress; and Create opportunities to develop own business in providing CPD activities Ensure that the quality of CPD activities is of a high and appropriate standard. 6. APPLICABILITY The policy is applicable to Social Workers, Social Auxiliary Workers, CPD training providers and Professional Board of Social Work. 5

POLICY STATEMENT The Professional Board of Social Work maintains professional standards that promote excellence in practice through a compulsory system with which all social workers and social auxiliary workers registered with the South African Council of Social Service Professions should comply. 8. POLICY PRINCIPLES a) Accountability: The policy complies with all legislation and policy requirements. b) Administrative justice: Quality assurance processes are executed in an administrative just manner, which require openness; timeous notice and reporting and opportunity to respond or appeal. c) Appropriateness: The policy is responsive to social, economic, cultural and political conditions. d) Collaboration: There is recognition that quality assurance takes place in collaboration with other role players. e) Democracy and participation: The value of democracy and participation recognises both rights and responsibilities of training providers, social workers and social auxiliary workers. f) Developmental approach: The focus of quality assurance is continuous improvement and capacity building. g) Efficiency and effectiveness: Objectives are achieved in the most cost-effective manner. h) Equality: All training providers are treated equally, without preference. i) Fairness: Quality assurance processes are fair in terms of the mandate, scope, process and approach. j) Partnership: This policy values partnership in the professional development of social service practitioners and quality practice. k) Transparency: There is access to information, and openness regarding administrative and management procedures. 9. CONTINUING PROFESSIONAL DEVELOPMENT REQUIREMENTS 12.1 All registered social workers (excluding students) are required to obtain a minimum of twenty five (25) CPD points annually, or fifty (50) points over a two (2) year cycle. All registered social auxiliary workers (excluding learners) are required to obtain a minimum of fifteen (15) CPD points annually or thirty (30) points over a two (2) year cycle. At least one CPD activity in a two year cycle must address the professional code of conduct and ethics Each CPD activity is approved after assessment and points are allocated against the set criteria. CPD points are awarded to trainees on completion of the CPD activity. A maximum of ten (10) accumulated points may be forwarded to the next year for a maximum period of one year. 12. CATEGORIES OF CPD ACTIVITIES AND POINT ALLOCATIONS There are two broad categories of CPD activities group and individual activities GROUP ACTIVITIES A group activity is any organised event, either face to face or via any electronic means, where at least three (3) practitioners are grouped or assembled for the purposes of sharing information, building knowledge, developing skills and/or influencing attitudes on a subject of professional interest. Group activities include conferences, workshops, seminars, short learning programmes, small group discussions and information sessions. These require approval from the assessment panel prior to the commencement of the CPD activity. Social Workers and Social Auxiliary Workers are required to keep a portfolio of evidence (PoE) for all approved group and individual activities Types of group activities: a) A conference/congress/symposium is a large gathering of people who meet in a local, regional, provincial, national or international context to discuss a particular issue of concern reflected in a specific theme and sub themes. b) Workshops refer to intensive study/work/participatory and sharing discussions and non-credit bearing short courses of no more than 5 days per CPD activity on a particular topic with the purpose of analysing existing knowledge and creating new ideas and knowledge, skills and competencies to address policy, practice and educational challenges. c) Small group discussions include a minimum of 3 persons with a minimum duration of 1 hour and a maximum of 2 hours focusing on a relevant topic, which may include policies, legislation, book reviews, journal articles (the titles of which will be noted on the certificate of attendance), case studies, and sharing of best practice models. Group supervision will only be considered for CPD points if it is planned, focused and structured with educational objectives on specific topics which will be noted on the certificate of attendance and/or aimed at skills development with clear evidence of participation. Small group discussions can include in-service training if it has an educational and development focus in a particular field of practice submitted in a programme format. Small group discussions may occur face to face or via an internet discussion group. d) Information sessions include a minimum of 3 persons who share information on a particular topic for a minimum duration of 1 hour and a maximum of 3 hours. The communication tends to be one-way but may allow for questions Criteria for assessment of group activities The CPD points are allocated according to the range of points reflected in Tables 1 to 6 for each of the following criteria: The depth of learning; Duration of learning activity; Presenter credibility Learner assessment; Participation method; 7

8 Appropriateness of content to professional development Ethics; and Skills development. The total rating per day will be calculated from the sum of allocated 8

9 South African Council for Social Services Professions points. This could be a maximum of 30. The score is divided by 3.75, because the maximum number of points per learning activity per day will be 8. b. The number of point per activity per day will be multiplied by the number of days or part thereof to derive to the final score for the activity. c. Three members of the assessment panel will assess the application independently and their scores will be averaged Point allocation for presenters a) The same number of points will be allocated to the presenter as for the attendees, provided they stay for the full event. If not, the point allocation will be proportionate to their attendance at the activity. b) Presenters may request CPD points for learning materials/manuals that they have developed as an individual activity INDIVIDUAL ACTIVITIES Individual activities refer to those activities completed on an individual basis, inclusive of an online activity. The individual must motivate the relevance of the activity for CPD. The CPD assessment panel reserves the right not to allocate points Types of individual activities: a) Self-study of scientific articles and books which require reflection on scientific articles/books either according to a questionnaire in the particular journal (if available) or a guideline of the SACSSP (Appendix 4: CPD Form 4). b) Formal learning programme includes a whole qualification on any relevant topic related to the working environment with proof of registration, progress and successful completion 7 of a whole qualification. For studies towards a master s qualification points will be allocated for a maximum of three years and towards a doctoral programme for 5 years. For a post- graduate diploma points will be allocated for a maximum of two years. Additional points will be allocated on successful completion of a qualification. c) External examination refers to practitioners assessing postgraduate studies. d) Short learning programmes describe all short programmes, whether credits are awarded or not, and are inclusive of skills programmes, credit-bearing short courses and non-creditbearing short courses. e) Paper presentations include a written paper presented in a plenary or breakaway session, guest lecturer at a higher education institution, introductory presentation in a panel session, poster presentation, web-based presentation or video production. Paper presentations include the preparation, presentation and facilitation of a discussion. f) Research refers to an investigation by one or more persons into a particular field or area of practice to obtain facts that will inform practice and improve service delivery and which culminated in best practice models and/or publications (individual activity). g) Authorship entails publications in books, in scientific or practice journals, authored as a sole author, a co-author, editor or contributor. It also includes training manuals and protocols. h) Peer reviews involve commenting on the professional activities and work of colleagues upon formal request, including monographs, manuscripts and book reviews, amongst others. i) Position paper/legislative and policy analyses entail responding in writing to policies and legislative issues reflecting a critical analysis in order to influence or shape policies and legislation. j) Membership includes evidence of being a registered and active member of any international, regional, national or local organisation which protects and promotes the professional interests 9

10 of the profession and professionals. A maximum of two (2) points per practitioner will be allocated for memberships. k) Personal wellness refers to a structured programme that is considered by the CPD assessment panel as contributing to the individual s ability to cope more effectively with the demands of the profession. The points are allocated as per the following Table 9. ACTIVITIES APPROVED BY OTHER PROFESSIONAL COUNCILS AND OTHER ACTIVITIES Activities approved for CPD purposes by other professional statutory councils or professional boards, and non-approved activities may also be submitted with the PoE as individual activities. Proof of attendance and the programme must be included in the portfolio of evidence, indicating the CPD approval number of the other professional council, as well as the number of CPD points 10

11 South African Council for Social Services Professions that were allocated to the CPD activity, if applicable. The PoE assessment panel will consider such activities in terms of their appropriateness for the professions registered with the South African Council of Social Service Professions and allocate points. 14. REGISTRATION REQUIREMENTS 15.1 PERSONS REGISTERED WITH SOUTH AFRICAN COUNCIL OF SOCIAL SERVICE PROFESSIONS All persons registered, including veterans, must comply with the policy. A portfolio of evidence must be submitted only at the request of the Professional Board of Social Work. PoEs will be selected on a random basis from the register of Social Workers and Social Auxiliary Workers NON-PRACTISING REGISTERED PERSONS When non-practising registered persons re-enter practice, they will be obliged to commence with the accumulation of CPD points in the year of re-entry FIRST TIME REGISTRATIONS Anyone who registers for the first time in a particular year will be obliged to commence with his/her CPD programme in the year of registration REGISTERED PERSONS PRACTISING OUTSIDE THE REPUBLIC OF SOUTH AFRICA (RSA) Registered persons who are practising abroad are required to comply with CPD requirements RESTORATIONS Any person whose name has been removed from the register will be obliged to commence with accumulation of CPD points in the year of restoration NON-COMPLIANCE The non-compliant practitioner will be given the opportunity to comply with the policy within a period of 6 months, and required to resubmit their PoE. A further failure to comply will result in referral to the Professional Conduct Division (PCD). The following actions will be taken: a) A letter will be sent to the practitioner requesting a reason for the non-compliance. The practitioner will be required to furnish the Professional Board of Social Work with a letter of explanation within two weeks of receipt of the letter of enquiry. b) Should the explanation be acceptable, the practitioner will be given a further six months to comply with the CPD requirements. Evidence of such compliance must be received by the Professional Conduct Division within two weeks of the end of the six months period. c) Should the practitioner not comply with the requirement his/her name will be forwarded without delay to the Committee for Preliminary Inquiry (CPI) to deal with the matter according to the Rules relating to the acts or omissions of a social worker a social auxiliary worker or a student social worker which shall constitute unprofessional or improper conduct and the Regulations regarding the conducting of inquiries into alleged unprofessional conduct. 15. ROLE-PLAYERS RESPONSIBILITIES 16.1 SOUTH AFRICAN COUNCIL OF SOCIAL SERVICE PROFESSIONS The SACSSP accepts responsibility for: a) Providing the necessary resources in place for the implementation of the CPD policy; b) Establishing basic infrastructure to ensure an efficient CPD system including an appropriate and functional IT system; and or c) All administrative processes related to the CPD system, assessment process and activities with an adequate staff structure. 11

12 16.2 PROFESSIONAL BOARD OF SOCIAL WORK The Professional Board of Social Work accepts responsibility for: a) Participating in and attending all CPD panel meetings; b) Engaging the sector on all matters relating to the CPD process; c) Implementing and reviewing the CPD policy via the appointment of a CPD Task Team; d) Determining the criteria for the approval of CPD points; e) Appointing and supporting the CPD assessment panel and submitting these names to the Professional Board of Social Work for approval; f) Promoting CPD; g) Assessing group activities; h) Reviewing and moderating of individual PoEs; i) Monitoring and evaluating the CPD system; j) Quality assuring CPD activities; k) Establishing and maintaining an internal data base of approved CPD activities and service providers; l) Appointing the PoE review and moderation panels, and submitting names to the Professional Board of Social Work for approval; and m) Reviewing and publishing the CPD application fees annually on the SACSSP website ASSESSMENT PANEL FOR CPD ACTIVITIES An assessment panel is constituted of a maximum of five (5) and a minimum of three (3) representatives of the profession, at least one of whom shall be a member of the Professional Board of Social Work. The composition of the panel shall reflect diversity The assessment panel will assess applications regularly A pool of panel members will be recruited by a transparent and open invitation process, selected by the TED and approved by the Professional Board of Social Work. Panel members must be trained in the application of this CPD Policy Members of the assessment panel will assess each application independently and allocate a score. The final score is based on the average of each member s score TRAINING PROVIDERS The providers of CPD activities are responsible for: a) Timeous application using the prescribed forms and process whether submitted manually or online; b) The quality and appropriate level of the CPD event; c) Completion of the activity; d) Providing certificates to all participants, reflecting the approval number, the number of CPD points, date of the activity, name and registration number of the participants; e) Ensuring that attendance is monitored and registers are kept for three (3) years following the activity. The original register may be called in for validation or a compliance check; f) Evaluating the CPD activity. 16. CONTINUING PROFESSIONAL DEVELOPMENT PROCESS 17.1 APPLICATION Prospective providers must submit applications in the prescribed format (Appendix 1: CPD Form 1) at least four (4) weeks before the planned group activity. CPD accreditation will not be granted if applied for after the event. 12

13 South African Council for Social Services Professions Requirements for completion of the application: a) Completion of one application form per type of CPD activity e.g. information session or workshop; b) The name of the applicant and or their signature must appear on the application; c) The CPD application checklist needs to be ticked as to assist the applicant in ensuring that all the relevant documents are submitted; d) No incomplete CPD applications will be administratively processed; e) The programme/agenda should clearly indicate specific skills development and participatory activities; f) The duration of the activity should be clearly stipulated in the programme/agenda; g) An attendance register and evaluation form must be included; and h) The Policy Guidelines for Code of Conduct, Code of Ethics and the Rules for Social Workers should be integrated within the topic and programme of all CPD applications. i) Applicants are required to pay a set fee for the processing of each CPD activity. j) Proof of payment of the prescribed fee must be included in the application ASSESSMENT AND APPROVAL Acknowledgement of the application will be through SMS or Each application will be verified by the TED division in the Council administration office The CPD online system will select pre-approved panel members based on availability and at random; The online system will allocate an automated reference number to each application; The application will be assessed against the prescribed criteria (Appendix 2: CPD Form 2) and allocated points based on consensus; The outcome of the assessment will be captured on the data base of approved activities; The verified result will be communicated to the applicant in writing or electronically within two (2) weeks of the approval; and An activity may be accredited for a period of one (1) or two (2) years THE CPD APPEAL PROCESS Appeals should be submitted in writing to the TED Division (Appendix 5: CPD Form 5) Acknowledgement of the appeal will be through SMS or Appeals must reach the TED Division within seven (7) working days of the applicant receiving their CPD activity results The CPD appeal form must be completed The appeal will be reviewed by an independent CPD assessment panel who have not adjudicated the initial application Written feedback must be provided to the complainant within five (5) working days after the review The decision of the CPD appeal panel is final PORTFOLIO OF EVIDENCE REVIEW AND MODERATION PROCESS A random sample from the registers of Social Workers and Social Auxiliary Workers is selected in January each year The selected practitioners will be requested in writing to submit their PoE s (Appendix 3: CPD Form 3) within two months by the end of March of each year. 13

14 The PoE s will be reviewed by appointed CPD assessment panel members within three (3) months PoE s will be moderated by CPD panel members not involved in the review process within a month The PoE s will be returned to the practitioners with a written report detailing the outcome of the process, within two months Non-compliant PoE s will be dealt with as stated in section 5 of the policy. 17. CONTINUING PROFESSIONAL DEVELOPMENT STANDARDS The document Policy Guidelines for Course of Conduct, Code of Ethics and Rules for Social Workers states that social workers / social auxiliary workers should maintain competency in the areas of service provision through continuing social work education, development, and consultation, and in conformance with current standards of scientific and social work knowledge. Number Norm 1 Social workers/ social auxiliary workers should maintain competency in the areas of service provision through continuous professional development. Standards All social workers and social auxiliary workers registered with SACSSP must: a. Maintain a continuous, up-to-date and accurate record of their CPD activities which should reflect the required 25 points in a cycle period from 1 April to 31 March of each year; b. Demonstrate that their CPD activities are a mixture of learning activities relevant to current or future practice. These activities should include a mixture of group and individual activities reflecting ethics, knowledge and skills; c. Seek to ensure that their CPD has contributed to the quality of their practice and developmental service delivery; d. Seek to ensure that their appropriate CPD activities not only benefit the service user but also their employer and themselves, as CPD encourages efficiency in the workplace as well as self-care; e. Upon request, present a written profile (Portfolio of Evidence) that demonstrates how they have met the standards for CPD; f. Specialists in any approved speciality must ensure that they also attend continuous professional development within their area of speciality; 18. MONITORING AND QUALITY CONTROL Monitoring and control will be conducted in compliance to the prescripts of the Social Service Professions Act 110 of RISK MANAGEMENT Risk management will be conducted as per the South African Council of Social Service Professions Risk Policy. 20. COMPLIANCE All registered social workers and social auxiliary workers are obliged to adhere to this CPD policy as per the prescripts of the Social Service Professions Act 110 of NON-COMPLIANCE Non-compliance will be dealt with in accordance to sections 21 and 22 of the Social Service Professions Act 110 of
