1 DECATUR TOWNSHIP FIRE DEPARTMENT GENERAL ORDER TITLE: PHYSICAL FITNESS PROGRAM NUMBER: 6.01 EFFECTIVE: JULY 1, 2014 THIS ORDER SUPERSEDES ALL PREVIOUS GENERAL ORDERS, POLICIES, RULES, S.O.G S & S.O.P S UPDATED: FEBRUARY 15, 2017 This policy is for internal use only and does not enlarge an employee s civil liability in any way. The policy should not be construed as creating a higher duty of care, in an evidentiary sense, with respect to third party civil claims against employees. A violation of this policy, if proven, can only form the basis of a complaint by this department for non-judicial administrative action in accordance with the laws governing employee discipline. I. PURPOSE II. POLICY Physical training is an essential part of maintaining a healthy life style both emotionally and physically. The duties as a firefighter, EMT and/ or Paramedic includes, but is not limited to: heavy lifting, pulling, maneuvering, crawling, running, operating in confined spaces, and operating in cumbersome turn out gear. The Decatur Township Fire Department shall establish a basic physical fitness program which shall be modified as necessary. Decatur Township Fire Department employees are role models in the community. They are seen in public performing any and all operations as outlined above. This policy is to ensure that employees maintain a positive image and profile in the course of their everyday duties. The intention of this policy is to establish minimal guidelines that employees shall accomplish every shift day worked. This will help maintain a high degree of readiness in the companies. A. Decatur Township Fire Department employees including: Firefighter s, Officer s, Paramedics and all staff positions shall participate in a Decatur Township Fire Department wide initiated physical fitness program. This program will be mandatory so that it ensures that all Decatur Township Fire Department employees are prepared to complete the physical demands of the tasks that they are assigned. B. All Decatur Township Fire Department employees in the Operations Divisions shall conduct physical training every shift day for a minimum of forty-five minutes (45 min.). This is to be initiated by the Company Officer. Page 1 of 2 General Order 6.01

2 C. The Company Officer does not have to conduct the physical training sessions, but are responsible for ensuring it is accomplished every shift day. The Company Officer may conduct the physical training session, or they can delegate to a subordinate the responsibility of coordinating the physical fitness trainings. D. Employees in staff positions shall conduct their physical fitness trainings three (3) times a week between the days of Monday and Friday and between the hours of 8am and 5pm for a minimum of forty-five minutes (45 min.). E. The uniforms and the time of day set aside for physical training shall be decided by the Company Officer at the start of each shift depending on trainings, details, work load, etc. for that shift day. F. If there are medical restrictions that inhibit an employee s ability to exercise the Company Officer shall be notified and the restrictions passed up the Chain of Command. Medical information received from the department s physician will be used as a guide to determine the level that the employee will exercise. G. All injuries must be report to the Shift Officer consistent with Decatur Township Fire Department General Orders. Page 2 of 2 General Order 6.01

PURPOSE To establish a policy that insures that any Decatur Township Fire Department employee who serves the public as an EMT, is a state certified EMT, and to establish departmental policy concerning employees maintaining an Emergency Medical Technician Certification. II. POLICY A. Employees shall not function as an EMT unless certified by the State of Indiana as an Emergency Medical Technician. B. All employees of the Decatur Township Fire Department are expected to serve as EMS providers. Therefore, all employees shall maintain a minimum of an Emergency Medical Technician Basic as administered by the Indiana Emergency Medical Commission. C. Employees who are employed in positions such as an administrative assistant are not required to maintain an EMT-B certification. D. While the department will provide on-duty training for EMT recertification, it is the responsibility of each EMT to maintain their EMT certification. E. Any employee whose EMT certification expires or is revoked for any reason, shall notify their Company Officer, in writing, within 24-hours of the time that the employee learns of the expiration or revocation. Upon such notification, the Company Officer will immediately notify the shift s Battalion Chief. F. In the event that an employee loses his/her EMT Certification, the employee shall have one hundred and eighty (180) days from the date of notification of the Company Officer, to obtain re-certification. 4 G. The employee will be immediately placed on unpaid administrative leave until the employee has re-obtained their appropriate EMS certification. H. Upon recertification the employee shall be suspended for a minimum of 72 hours with the possibility of additional disciplinary action at the discretion of the Merit Commission. I. If it is determined that an employee did not notify the Decatur Township Fire Department of not being certified as an EMT and re-obtained certification and continued to work, the employee will be suspended for a minimum of 216 hours with recommendation for termination to the Merit Commission. J. Any fees associated with obtaining a lost certification will be the responsibility of the employee. Fees may be required by other agencies such as Indiana Department of Homeland Security or other outside agencies. In the event that an employee loses his/her EMT Certification for a second time, recommendation for termination of employment will be made to the Merit Commission. Page 2 of 2 General Order 6.03

PURPOSE III. POLICY This policy is designed to ensure that employees returning to the Operations Division after an extended absence due to military leave, administrative details or appointments, sick leave, or injury are properly re-oriented to the policies and standard operating procedures of the Decatur Township Fire Department. Completing this re-orientation will give the returning employee the opportunity to successfully make the transition back to the Operations Division. A. The Fire Chief, at his discretion, based on all information obtained (i.e. length of absence, injury, etc.) will decide if the employee will be required to complete the re-orientation program. B. Under the direction of the Chief of Training, the employee shall have fourteen (14) days to complete the re-orientation training. If additional time is required, request must be made in writing to the Chief of Training. Additional time may be granted by the Chief of Training based on the terms of the request. III. PROCEDURE A. The returning employee will be issued a Decatur Township Fire Department Re- Orientation Checklist. The form is organized into three parts: Administrative Division, EMS Division, and Training Division. Page 1 of 2 General Order 6.04

6 B. This form must be used by the returning employee to document their movement through the various divisions. After completion of a task on the checklist, the firefighter shall have the instructor to fill out the applicable portion of the form. C. Once the form is completed, the returning employee must meet with the Chief of Training. The re-orientation form will be reviewed and the employee shall be released to the Operations Division upon final approval from the Fire Chief. D. The employee must show competency with each area of the checklist before moving on to the next item. E.
