2 AAP COUNTRIES About the Programme The Africa Programme (AAP) has been designed to support the ong-term efforts of targeted countries to further deveop their capabiity to successfuy identify, design and impement hoistic adaptation and disaster risk reduction programmes that are aigned with nationa deveopment priorities. In this regard AAP is not a traditiona adaptation programme per se but a strategic initiative, aimed at creating an environment for more informed and capabe adaptation decisions and practice in each country. Key Outcomes In approaching this goa, AAP wi focus its support to countries around: 1 strengthening 2 Buiding 3 supporting 4 identifying 5 Buiding ong term panning to enabe countries to manage both existing and future risks associated with cimate change effective eadership and institutiona frameworks for enhanced coordination and cohesion of programmes the pioting of adaptation initiatives in the fied a range of financing options for sustained adaptation knowedge systems and promoting information sharing. Inter-regiona Technica Support Component The IRTSC wi serve as the engine room for the coordination of technica assistance to country projects. 3 Impementation Strategy Phase One Start Up: Supporting the design of nationa projects. This process was undertaken in twenty countries during 2009 with the assistance of the UNDP EEG Regiona Technica Advisors (RTAs) together with a team of internationa and nationa consutants. During this period, recruitment and seection of the AAP Program Manager and IRTSC Technica and support staff was aso undertaken. Current Status (As At January, 2010) Eement Status Comment AAP Project Team Recruitment processes competed Project Manager commenced in September, Remaining professionas to join during January and February, 2010 Country Projects Inception Panning 17 countries have competed or are about to compete a requirements Phase Two Inception Panning: The process of converting country projects into operationa pans compete with detaied work-pans and budgets, resources and timeframes. This phase commenced in December 2009 with competion across a twenty countries expected by the end of March, Two regiona Inception Preparatory Workshops undertaken during January, 2010 Comprehensive schedue of assistance finaized and being impemented Three countries facing difficuties of various types. Specific support strategies are being formuated to provide assistance. Sixteen countries attended workshops in Johannesburg and Dakar Seventeen countries wi have competed a inception panning tasks eading to fu impementation by 31 March, Phase Three Technica Assistance: This represents a sustained programme of technica assistance to countries through specific and genera interventions. IRTSC wi progressivey strengthen its outreach and information capabiity through the estabishment of a network of coaborating partners at regiona and nationa eves, integration within existing regiona strategies and deveopment of initiatives such as a web porta. Programmatic structure of AAP AAP has created a conceptua framework to guide participating countries in vaidating their project designs as we as providing insight on the key aspects of a nationa system and the inkages between these eements. The primary message to countries has been that the most effective adaptation strategies are those that evove from a dynamic system underpinned by a rigorous risk assessment and risk anaysis process.
