1 Human Resources Management in Public Service Organizations - PUAD Spring 2016 Facilitator Information Name: Tamara Dixon Telephone: Address: tamara.dixon@ucdenver.edu Office hours by appointment Course Description Unique challenges are faced by those who manage human resources in public and nonprofit organizations. This course provides an overview of the human resource management areas necessary for the productive functioning of public and nonprofit organizations. Course Objectives: Students will foster competency in critical management and leadership skills such as communication, motivation, teamwork, group dynamics, and decision making. Students should grasp an understanding of theories of motivation applicable to the management of staff, and personnel topics of recruitment, selection, compensation, training, and development. The course will supplement assigned readings with case studies, selfassessment exercises, simulations, and evaluative instruments to improve student s ability to think about real issues facing public and nonprofit managers. Prerequisites: PUAD 5002

2 Additionally, PUAD 5220 addresses the five MPA competencies the School of Public Affairs has established as the foundation for our curriculum. MPA objective / target competency Select and use appropriate research methods and analytical tools for collecting and analyzing data Find and synthesize existing data to inform decisions Critically assess, review, and understand research Understand and be able to apply different perspectives and assumptions to generate policy and management decision alternatives Relevant course activities Students will learn to apply and interpret the most commonly used means of collecting and analyzing data and demonstrate these skills in course exercises and assignments. Students will be introduced to secondary human resources management data. Students will critically review existing human resources literature. Students will assess competing perspectives and integrate these into a conceptual model of Human Resources management. Be able to communicate effectively in writing to a variety of audiences Course Materials Students will have ample opportunity to hone writing and communication skills through course assignments. 3 TOTAL 100 Final course grade will be based on the following scale: Total possible points: 100 which will produce the following grades: A 90 points and above B 80 points and above C 70 points and above D 60 points and above F Below 60 points Participation Participation will be assessed based on the following demonstrated practices: thorough preparation of materials, engagement with class analysis, and thoughtfulness of class contribution. A key focus should be on the quality of your participation. Diverse opinions make for lively s so it is expected that these diverse opinions are respected by all. Individual Reports You will receive instructions in class for preparing three individual RDQ papers. These RDQ papers (Resonate, Disagreement, and Question) should speak to what resonates with you based on your knowledge of human resources management; what disagreements with the text you may have; and any that arise. Develop some alternatives for addressing the obstacles or issues presented as opportunities. Final Exam The largest component of this class is the Final Exam. Each student will be responsible for developing a training plan on a topic of major importance to public human resource management. The training plan should include an introduction to the training, scope,

4 objectives, methods of training, resources and materials needed, etc. Training plan topic ideas are listed below. Additionally, each student will give a video presentation specific to their training plan. Each presentation should be no longer than 15 minutes in length. These presentations are intended to provide an overview of each student s training plan. Training topic ideas: 360 Degree Appraisal Aligning HR Strategy with Organizational Growth Human Resource Metrics Developing a Talent Pool Harassment in the Workplace The Americans with Disabilities Act The Family Medical Leave Act Human Resource Guidelines for Management Students do have the ability to propose any topic that is related to public human resource management however no two students may have the same topic. As presentations will simulate an actual training session introduction, be as creative as is appropriate. Grade rubrics for the training plan and the training presentation will be included on the assignment handouts. In addition, students have an obligation to inform the appropriate official of any acts of academic dishonesty by other students of the university. Academic dishonesty is defined as a student s use of unauthorized assistance with intent to deceive an instructor or other such person who may be assigned to evaluate the student s work in meeting course and degree requirements. Examples of academic dishonesty include, but are not limited to the following: plagiarism, cheating, fabrication and falsification, multiple submissions without faculty approval, misuse of academic materials, and complicity in academic dishonesty. Professional Conduct/Netiquette In an online classroom, our primary means of communication is written and has many advantages: more opportunity for reasoned thought, more ability to go in-depth, and more time to think through an issue before posting a comment. However, written communication has certain disadvantages, such as lack of face-to-face signaling that occurs through body language, intonation, pausing, facial expressions, and gestures. As a result, be aware of the possibility of miscommunication and compose your comments in a positive, supportive, and constructive manner. "Flaming," or other derogatory comments, messages, or posts are unprofessional and unacceptable. The penalty for unprofessional conduct or academic dishonesty, including plagiarism, is an automatic grade of "F" in this course.
