POSITION SUMMARY Briefly state why your position exists and what you consider the most important impact the position has on the organization. The Jail Administrator is the commander of the Jail/Communications Division and is responsible for the overall administration of the division under the direction of the Sheriff and Chief Deputy. The Jail Administrator is directly accountable for the implementation and carrying out of the orders, policies and procedures of the Department.

2 II. ESSENTIAL ACCOUNTABILITIES Please identify the essential accountabilities of your position, which should be the most important responsibilities of the job. Then explain how the outcomes could be measured. % of Time ESSENTIAL ACCOUNTABILITIES 10 Oversees the total Jail/Communications operation. 6 Arrange for, and participate in, courtroom security as needed. 6 Manage all aspects of contracted services in the division. Contracts may include: food service, commissary, inmate telephone, medical and health services, prisoner housing. 6 Research, plan, organize, and conduct division training in compliance with State requirements and Sheriff s objectives. Administer the division s training program. 6 Prepare the division s annual budget, manage the budget, and prepare financial reports and analyses as required. 6 Manage the total division fiscal operation, including accounts receivable, accounts payable. 6 Provide supervision and interpretation of policy and procedure to division supervisors and personnel. Responsible for policy and procedure compliance from line staff HOW OUTCOMES COULD BE MEASURED Review of performance by Chief Deputy and/or Sheriff Review of courtroom security incidents or issues. Review of operational and financial performance by Sheriff s administration. Assuring that annual training is properly documented and submitted to Training & Standards Review of budget performance reports by Sheriff s administration. Review of financial reports by Sheriff s administration Quarterly training and review of policy and procedure. 6 Develop, implement, and monitor policies and procedures for the division and ensure that these are made available to division employees. 6 Ensues completion of scheduled and unscheduled inspection of Jail Officers, and department issued equipment and facilities. 6 Directs the management and coordination of activities relating to prisoner transportation, electronic monitoring, and Huber program. Quarterly training and review of policy and procedure. Documentation and recommendations reviewed by Sheriff s administration Review of Huber and monitoring operations with courts and Sheriff s administration. 6 Attend meetings as required to represent the division, as directed by the Sheriff or Chief Deputy. 6 Make recommendations regarding the selection, promotion of division employees. Disciplines subordinate staff and/or recommend discipline to Chief Deputy or Sheriff. 6 Manage division supervisors, develop employee objectives, and perform supervisory performance evaluations. 3 6 Keeps abreast of changes in department policy and procedures, as well as all changes to state jail standards and state and federal regulations. FORMAL PREPARATION / EXPERIENCE Please answer the following based on the most representative combination of formal preparation and relevant experience to qualify for the position. 1. Formal preparation (or equivalent) to qualify for the position. Indicate years of previous experience and degree if required, as well as your preparation level. Prefer a Bachelor s Degree in Corrections Science, Criminal Justice or a related field from an accredited institution; and/or a minimum of a two (2) year Associates Degree with a combination of equivalent education, training and experience. Valid Wisconsin Driver s License plus current Wisconsin Law Enforcement Standards Board Certification as a Jail Officer. No felony, extensive misdemeanors, or domestic violence convictions. 2. Relevant experience required to qualify for the position. (Indicate your relevant experience as well.) Five (5) years of Corrections/Emergency Communications experience. Three (3) years direct management experience involving the supervision of employees in a law enforcement agency is required. Supervisory/managerial experience in Law Enforcement, Corrections, Emergency Communications or a combination of all three may be considered. 3. Knowledge of correctional facility and emergency communications management practices; knowledge of applicable state statutes and administrative code, including DOC350. IV. Typical Work Relationships Jail/Communications Division Staff Courts, Judges, Court Commissioners, District Attorney, Corporation Counsel Department Command Staff Outside non-law Enforcement agencies, i.e. Restorative Justice, AODA, CCRT, Fresh Start Wisconsin Department of Corrections and Division of Community Corrections; Federal Probation. Public Defender s Office, attorneys, healthcare professionals, clergy members. Purpose of the Relationship Provides supervision to Jail/Communications supervisory employees, offers coaching and assistance Coordinating legal matters, i.e. bond, court appearances, documents, transports. Completes duties as assigned and seeks and accepts advisement by Chief Deputy, and/or Sheriff. Submits daily and weekly reports as directed. Coordinates taking of disciplinary action when appropriate. Working with these agencies for common goal of improving the lives of individuals in custody or released from custody. Acts as liaison for all matters involving these agencies and the Sheriff s Office. Maintaining the welfare and constitutional rights of inmates in the facility.

Ability to stand, walk, sit, and reach with hands and arms. Ability to lift or move up to 50 pounds. OCCASIONALLY: Ability to climb, balance, stoop, kneel, crouch or crawl. Ability to lift over 100 pounds, and/or move inmates that are unable or unwilling to ambulate. Ability to intervene in violent situations and apply appropriate physical force to control individuals. In emergency situations, ability to use self-contained breathing apparatus. VISION REQUIREMENTS: Close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. HEARING REQUIREMENTS: The duties of a Dispatch/Jailer require the ability to understand voice or radio communications at conversational levels with considerable background noise. Ability to use self-contained breathing apparatus (SCBA) in emergency situations. Must be physically able to perform the duties of a Jail/Communications Officer as listed in the Jail/Communications Officer position description. VII. PROBLEM SOLVING Please identify the typical types of problems you solve on a regular basis in performing your job. Also, include information on who else may be involved in helping with problem resolution. The Jail Administrator s position will be one of problem solving collaboratively, or individually, with the Courts, Probation, Mental Health Agencies, inmates, the general public, Law Enforcement Agencies, Emergency Service Agencies, and the Jail and Communication Staff, on a variety of issues, including conflict resolution, placement of inmates, assigning of responding agencies or officers, determination of bail, release dates, etc. Note assets, facilities, equipment, or funds, if any, for which you have some degree of accountability. Jail / Communications Center facilities, equipment, and infrastructure. Department-issue equipment well as equipment issued to all employees in the division. Accountable for inmate funds, property, and bond money collected by the jail. Accountable for the fiscal management of the Jail/Communications Division. IX. UNUSUAL / UNIQUE MENTAL REQUIREMENTS Does your position require any unusual or unique mental requirements? Yes. Ability to handle several tasks simultaneously, and to determine priorities. Ability to react quickly and effectively to stressful situations. React quickly to medical and other emergency situations. Ability to work inside a secured facility. The ability to intervene in violent situations and apply appropriate physical force to control individuals. Work requires constant attention to safety procedures, and to proper corrections and emergency communications practices and techniques. Must be able to make sound decisions involving interpretation of policies and procedures, and be able to apply them when needed.

ADDITIONAL DATA/NOTABLE INFORMATION Please identify any other information that would help someone else understand your position more clearly: Because law enforcement officers are required to uphold judgments and the law and they are exposed to certain temptations to show favoritism, corruption and unlawful monetary gain, it is a business necessity that candidates exhibit a history and characteristics of honesty, reliability, ability to manage personal finances, interpersonal skills and integrity. This position is in a primary category for exposure to blood-borne pathogens and requires the ability to complete all appropriate blood-borne pathogens training and implement precautionary procedures as warranted.
