1 Salary: 90, ,000 Responsible to: Chief Executive Officer About the Role REAch2 Academy Trust is seeking an exceptional Director of Capital to join the Trust to lead on the strategy and management of REAch2 s current 250bn estate and Free School programme. The Director of Capital will be responsible for the construction of new buildings, extensions, conversions and other changes to existing facilities and will ensure that a maintenance programme accommodates forward looking projects as well as a timely response to requirements as they occur. They will ensure that all the Trust s assets comply with legal and regulatory standards; that policies and procedures are robust, forward looking environmentally and that academies are safe places of learning. This role is directly responsible for the planning, management and delivery of the Free School programme to ensure academies, whether self-delivery or otherwise, are leading the way in design and efficiency; delivered on time, on budget and to the standards required by the Department for Education (DoE), Education and Skills Funding Agency (ESFA), and REAch2. The Director of Capital will manage a team of regional maintenance surveyors and project managers. They will liaise regularly with a range of key stakeholders, including Trustees, the Education and Skills Funding Agency (ESFA), Local Authorities (LA) and contractors. Main Duties: General Devise and lead on the strategy for forward looking, cost effective management of the REAch2 250bn estate: environment and planning, maintenance, repair, renewal, refurbishment, regeneration and other capital projects. Ensure that the Trust s Asset Management Plan and associated systems for the REAch2 estate are implemented, continually updated, compliant with current legislation and Codes of Practice, and reflective of REAch2 s aspirations for buildings to support effective teaching and learning. Build strong working relationships across functional teams to ensure proactive coordination of internal teams services and external consultants as required to ensure successful project delivery and school opening. Work directly with external stakeholders, such as the ESFA, landowners, contractors, architects and other consultants to deliver capital projects. Represent REAch2 on all matters associated with the REAch2 estate and other capital assets.

2 Manage the flow of information to stakeholders and ensure the production of timely, formal progress reports for the Trust Board and external bodies. Identify risks and mitigations across all areas of responsibility. Estates Management Develop a working partnership with Regional Directors to provide a maintenance strategy and plan for the REAch2 estate, through the appraisal of current assets, consideration of risk and prioritisation of maintenance requirements against budget. Lead the estates planning, strategy and capital development team to oversee the construction of new buildings, extensions, conversions and other changes to existing facilities. Manage the annual budget forecast, monitoring and reporting to demonstrate financial probity; advise on project finances and oversee the compliant procurement of resources. Set up Project Boards as required to enable service departments, project owners, consultants and stakeholders to deliver specific projects to a defined quality, on time and within budget. Develop Asset Management capability across the Trust - define policy and procedures, develop appropriate systems, recommend resources and develop skills and knowledge. Develop proactive communication with key stakeholders to report on priorities, risks, timings, progress, and projects completed. Free School Programme Develop, monitor, manage and report on Free School capital programmes (value approx. 100M) and any other capital programme as requested - to ensure delivery and subsequent opening of each project on time, to budget and quality standards. Take responsibility for the end to end service delivery, often with respect to large or complex new build projects, and ensure that all legal contractual and regulatory requirements are fulfilled, risks and mitigations are identified. Ensure that all necessary statutory approvals are obtained in a timely manner including, but not limited to: landlord, planning, building regulation and other statutory approvals.

3 Lead a multidisciplinary team with specialist skills to establish success criteria for projects and delivery with regards to deadlines, cost, and technical and performance parameters such as spatial quality, flexibility, energy efficiency and income generation. Use professional knowledge, experience and network to identify innovative proposals for efficient and effective asset management and use of the Trust s assets in support of corporate initiatives. Work directly with landowners, agents and developers to secure sites for new free schools and with developers to ensure compliance with the design guidance regulations of the appropriate Government Departments and statutory advisory bodies. Negotiate complex deals with multiple partners through transparent bid processes to ensure good value for money. Liaise with key stakeholders throughout the planning and construction phases. Health and Safety Promote and lead a strong Health and Safety culture across the Trust. Lead the development and delivery of the health and safety strategy to identify best practices and behaviours and create a positive culture around the management of health, safety and environmental risks Establish effective Health and Safety governance, processes and reporting across the Trust. Engage with contractors and suppliers ensure a positive culture for health, safety and environment Drive continuous improvement in our health, safety and environmental performance.

4 Person Specification Qualifications Knowledge/ Experience Essential Professionally qualified in one of the following fields: construction; surveying or architecture Proven experience as a programme director - leading the delivery of large scale (school) / multi-million capital programmes. Understanding of the specific requirements for / reporting to the ESFA. Experience in delivering project from preliminary planning and design through final construction and delivery. Proven negotiation track record in project contracts from design through to final delivery. Knowledge of new and innovative programme management techniques Knowledge of construction contracts, current legislation, statutory and regulatory requirements relating to the delivery of new schools. Evidence of impact through the innovative design and construction of a building. Desirable Evidence of ongoing professional development Experience of working in a public sector / educational setting. Skills/Abilities Good interpersonal skills - able to influence key stakeholders and to inspire confidence with the Trust Board. Demonstrable experience in a line management role. Ability to manage a diverse team of professionals. Strong interpersonal, communication skills, able to

5 Essential present technical data confidently to other professionals and nonprofessionals. Honest, demonstrates integrity, confidence and self-motivation.
