1 Main purpose and scope of job The Site Supervisor is responsible for; the health and safety of all staff, contractors to site and visitors to site, the minimisation of impact to the environment whilst operating the site, delivering customer expectations in terms of service and product quality, and operating the site in an efficient and effective manner. Position within organisation Reports to Contract Operations Manager Responsible for HWRC & Transfer Station inclusive of Site Grounds Budget Responsibilities All Relevant in Conjunction with Contract Operations Manager Duties and key responsibilities - SHEQ Responsible for his personal safety and that of all personnel under his or her authority, including others who may be affected by the company s activities. In particular: Understand and implement the company SHEQ Policy. Appreciate the responsibilities of personnel under their authority and ensure that each employee knows his/her responsibility and are equipped to play their part. Assist in conducting Risk Assessments on activities on their site(s) ensuring that the methods and systems of work are safe. Also that the necessary procedures, rules and regulations designed to achieve this are applied. Assist in conducting Aspects and Impacts analysis on activities on their site(s) ensuring that the methods and systems of work are such to minimise the impact to the environment. Also that the necessary procedures, rules and regulations designed to achieve this are applied. Ensure that written instructions of work methods outlining potential hazards and precautions are complied with. Ensure accident/incident and near-miss reporting procedures are understood and complied with, and assist with accident investigations where appropriate. Ensure all employees and sub-contractors are suitably trained/competent to carry out the prescribed task and that the necessary licenses/certificates of competence are in force and appropriate. Reprimand any employee for failing to discharge their health and safety and environmental responsibilities. Set a personal example with regard to health & safety and environment matters. Duties and key responsibilities - Operational The role of the Longshot Lane Site Supervisor is to manage the HWRC & Transfer Station at the Longshot Lane Facilities for the Operating Company covering: The receipt and processing of some 125,000 tonnes of material: o Around 100,000 of Municipal and Commercial Wastes o Some 25,000 tonnes public HWRC materials. Maximize site / facility / plant availability and ensure that plant maintenance is carried out causing minimum effect on plant production and within budget. The supervision of around 30 employees plus the oversight of a number of sub contract off-takers / contract haulier. 2 A covered Civic Amenity site (20 25 ktpa) The Supervisor must: Support the Contract Operations Manager deliver waste recycling to the satisfaction of the SPV, the Councils and in accordance with the contract. Ensure the waste operations contribute to budgeted ebitdap by the efficient and safe handling of waste materials, the adoption of best practice principles and the control of operational costs within budget. Manage in conjunction with line management and HR, training, SHEQ and the site management team for staff management, training and development. Manage HWRC & Transfer Station operations in compliance with the waste management licences and planning permissions and in accordance with all relevant Health, Safety and Environmental requirements and other relevant legislation. Manage the facilities in accordance with all FCC Environment policy requirements. Assist the MRF Supervisor as required to ensure service continuity. Work closely with the Site Maintenance Supervisor to ensure service continuity and plant / site maintenance. Leadership and Supervision Set very high standards for SHEQ agenda for the relevant facility aiming for Zero incidents. Set very high standards for facility operation and performance for the facilities at Longshot Lane. Set the tasks for team and manage team rotas and allocation. Maintain communications with the teams and ensure they are informed of all day to day matters affecting plant operation, performance and maintenance. Ensure staff are familiar with company procedures and all relevant statutory and environmental requirements. In conjunction with management, maintain a comprehensive and ongoing training programme for staff. Carry out personnel performance reviews in accordance with FCCE policy to ensure development, succession and staff productivity. Authorise / working time overtime / temporary working hours for the teams Facility processing Lead and manage on all SHEQ aspects for each facility. Managing throughput and production. Optimizing product quality. Managing off taker schedules / collections. Oversee Duty of Care compliance and all documentation. Ensure daily / weekly / monthly performance monitoring. Deliver Monthly reports. Work with the Site Maintenance Supervisor to ensure the scheduling and management major maintenance tasks, repairs and breakdowns while delivering to production targets. Manage feedstock quality monitoring and reporting. Manage contingency both on site and off site. Maintenance Control Alan Glease Page 2 of 5

3 Support essential, planned and emergency maintenance activities at Longshot Lane. All works to be managed by the Site Maintenance Supervisor. Work with the Site Maintenance Supervisor on the resource / staff allocation. Budgets Support the Finance team with details for the Plant Operational costs and monitoring performance against budget. Support the Finance team with details of maintenance costs and monitoring performance against budget. Spares, Manuals, Drawings and Design Records. Maintain a register of all spares, their location and purchased value and a register of all equipment documentation. Organise and implement the updating of maintenance manuals Make adequate arrangements for security of spares and documentation Longshot Lane Site Supervisor to work in close partnership on this work at all times. Maintenance. Identify equipment maintenance requirements / plan and delivery maintenance according to equipment handbooks, British Standards, ISO standards, good practice and operating history. Conduct routine equipment surveys and take appropriate action. Carry out analysis on all key items to assess predictive maintenance requirements Schedule all maintenance activity. Receive proposals from the Operations Team for scheduling maintenance and negotiate implementation dates and times. Inform Contract Operations Manager / Relevant Supervisor of day to day planned maintenance activity with operation implications. Monitor and record the reliability of all key items of equipment. Provide feedback to management on maintenance activities required. Maintain equipment history records. Longshot Lane Site Supervisor to work in close partnership on this work at all times. Resource Allocation Work with allocated FCCE resources to deliver high performance. Obtain outside resources as a call off on an existing agreement or raise a purchase order for services, having negotiated the service. Identify resources for maintenance activities and support Site Maintenance Supervisor with resource provision. SHEQ / Regulatory Lead on this critical aspect and work to FCCE system. Train and support staff to deliver the necessary standards of work required by the contract and the operation. Alan Glease Page 3 of 5

4 Ensure a regular FCCE Risk Assessment / Safe System of Work review is undertaken on all routine tasks. For specialist and occasional works, undertake all necessary preparations in line with FCCE SHEQ procedures / specialist advice. Assist Contract Operations Manager with fire safety matters and actions. Typical day to day activities undertaken by the Site Supervisor would include: Enforcing the company s health and safety policies on site and ensuring these are being adhered to by all site staff. Supervising the site in accordance with the site license and working plan. Handling complaints from members of the public. Arranging collections with external contractors for all relevant waste streams. Liaising with the haulage contractor regarding waste movements. Liaising with external contractors / Site Maintenance Supervisor for the repair and maintenance of mobile plant. Completing daily, weekly and monthly site inspections and rectifying any problems. Ensuring Duty of Care paperwork is completed and up to date. Ensuring the testing the fire system on a weekly basis. Monitoring stock control of consumable items such as PPE, fuel and ordering in additional supplies when required. Giving site inductions to all new employees, visitors and contractors as required and completing all relevant paperwork. Completing all relevant site paperwork required to meet the needs of the contract e.g. KPIs, waste rejection forms etc. Ensuring all materials are stored in line with the COSHH regulations. Providing toolbox talks to site personnel to ensure understanding and competence. Arranging suitable cover for the site, formulating rotas, arranging holiday, sickness cover etc. Liaising with recruitment agencies to supply temporary cover. Recording all near misses reported on site and where necessary actioning changes to prevent a reoccurrence. Completing the relevant paperwork for all accidents and conducting accident investigations if required. Writing and reviewing Risk Assessments / Safe Systems of Work, leading on their role out, train out and monitoring in use. Other Role aspects Work from both sites as required by the needs of the business. Mileage allowances apply from Smallmead as base site. Manage, supervise and / or control emergency and out of hours works / repairs as required by the plant / site/ facility and contract to ensure service continuity. Undertake any other duties as may be reasonably required by the Company from time to time. Support other site Supervisors with the Staff responsibilities as required to ensure service continuity. This position involves on call for out of hours emergencies e.g. fire alarm / security alarm call outs. Experience Alan Glease Page 4 of 5

5 Relevant Certificate of Technical Competence (CoTC) or working towards this Apprenticeship / Technical qualification / Degree in Engineering discipline. Reputation for consistent delivery within a demanding business environment. Proven management skills and a track record of delivering to targets. Attention to detail and accustomed to working to detailed contract mechanisms. Proven ability as an effective staff manager motivating and controlling. Successful track record managing similar sized team, facilities and sites. Proven ability to deliver contract value through influence at a local level. Relevant and current Waste / resource / materials management experience. The ability to operate mobile plant would be advantageous. Essential Knowledge Satisfactory completion of the relevant Competency Management System modules. Completion of all other training as defined within the Training Matrix. COTC competence maintained. Personal attributes and other requirements Contractually and commercially astute and results orientated. Decisive and comfortable with responsibility. A confident spokesperson, credible as a representative of the company. Adept at leading a team, with the drive and enthusiasm. Able to embrace change, committed to finding better ways of doing things. Proven oral and written communication skills. Numerate and IT literate, with the ability to use data and management information effectively to help deliver performance. Any other reasonable request.
