1 TERMS OF REFERENCE Junior Professional Officers (JPO) I. General Information: Title: Programme Analyst Sector of Assignment: Gender-related programme development and implementation, Resource Mobilization and Partnerships and UN Coordination Country: Egypt Location (city): Cairo II. Supervision: Title of Supervisor: Representative Content and methodology of supervision: The Junior Professional Officer who will have the functional titled of Programme Analyst (hereafter referred to in this TOR as JPO ) will be based in UN WOMEN s Country Office in Cairo, Egypt. The JPO will be working closely with programme units on the support to, analysis of, and knowledge management for country office programmes, and will be an integral part of the UN WOMEN country office team. The JPO will have an opportunity to participate in planning and assessment meetings as designated by the Representative, and the work performed by the JPO will be an integral part of the Country Office annual workplan. The JPO will be formally supervised by the Representative of the Egypt Country Office. Within the first week of joining, the JPO will meet with his/her supervisor and prepare a workplan for the year, to be monitored for adjustments in quarterly reviews. The JPO will also have bi-monthly task meetings, and regular milestone meetings with the supervisor who will offer assessment of performance and guidance on capacity development beyond the specific assignments, including performance feedback against established work plans and the individual Performance Management and Development (PMD), as well as career development opportunities. The incumbent will therefore be mentored as an aspiring international civil servant.

Duties, Responsibilities and Output Expectations: Within the framework of JPO programme arrangements agreed at the corporate level between UN WOMEN and the respective Government supporting the JPO, the successful candidate will perform the following duties: Main tasks Output expectations % per year Support with development/ formulation of Documentation of good practices and 30% the country programme portfolio as well as follow up on implementation and reporting lessons learned within and outside Egypt and UN Women; on the country specific activities. Identification of common thematic areas across portfolios to enhance programmatic synergies; Support the preparation of programme/ project documents across thematic areas as relevant to UN Women Egypt Country Office.; Support with implementation of programme activities particularly on Ending Violence Against Women. Women Peace and Security etc.; Support with the development of resource mobilization and partnerships strategy in support of successful implementation of UN Women s Strategic Note for Egypt. Support the coordination of Gender and Development Group (GAD) work including conducting research, workplan development, knowledge management and productive cross-thematic/portfolio interaction in line with the Women s Empowerment National Strategy and gender-related indicators Draft thematic analysis documents, highlighting trends, challenges and opportunities for policy advice or programmatic interventions Support with conducting research, analysis and identifying entry points for bilateral and multilateral funding of UN Women s programmes. Support with conducting meeting with stakeholders to define partnerships and recommend new ones that would advance UN Women s empowerment agenda in country. Participate in meetings with HQ and RO on RM and partnerships developments. Conduct donor intelligence and integrate in the strategy for financing Women s Empowerment Strategy and funding UN Women s Strategic Note. Quarterly GAD meetings are effectively prepared and followed up on. Communication with GAD co-chair, national counterpart, member agencies, funds and programmes, donors, NGOs etc. in Egypt, including the World Bank, is strengthened. Potential areas of joint collaboration are identified and followed up on in line with

3 Support the coordination of UN interventions on Gender Equality and Women s Empowerment through the Gender Theme Group (GTG) aligned with the UN Partnership Development Framework (UNPDF) and Regional Response and Resilience Plan as pertaining to Egypt (3RP Egypt). the Women s Empowerment National Strategy. Documentation of meetings and other deliverables as agreed with the GAD members; Identification of common thematic areas across portfolios to enhance programmatic synergies and partnerships; Substantive support provided related to monitoring and reporting on key targets in the National Strategy for Women s Empowerment; Bi-monthly GTG meetings are effectively prepared and followed up on. Communication with UN agencies, funds and programmes in Egypt, including the World Bank, is strengthened. Potential areas of UN collaboration are identified and followed up on. Other tasks as designated by the supervisor 10% IV. Qualifications and Experience: Education: Master s Degree or equivalent in Gender studies, Social Sciences, Development, Economics, Business Administration, Public Administration or related field. Work Experience: 2 years of relevant professional experience in the social sciences, coordination, international relations, or gender equality issues at the national and international level. Key competencies of the assignment: Strong analytical skills, report writing skills and communication capacity (both written and oral) are essential. Familiarity with programme development, implementation and reporting as well as work on topics relevant to the promotion of women s empowerment will be considered an asset. Fluency in written and spoken English is a requirement. Knowledge of Arabic is an asset. V. Learning Expectations: Upon completion of at the end of the assignment, the JPO will be able to: Provide technical assistance to UN s intergovernmental provision of development partnerships. Write reports and produce analytical documents required for UN s intergovernmental field technical assistance provision, including assessment papers, project and concept proposals, including developing theories of change, in line with the office s strategic plan. Support and facilitate coordination amongst different development stakeholders, ranging from government, civil society, academic and research institutions, to UN agencies, funds and programmes.

4 Training components: In addition to the mandatory learning courses (see below), and as per the Country Office learning plan in which the incumbent will be included upon joining, on the job training provided by Country Office staff. Additional appropriate training opportunities will be identified in consultation with the Representative for each year. Learning elements: The JPO will be ensured a coaching and skills development programme to be able have a solid understanding of UN WOMEN s work at the country level matching levels of officers with two years P2 level work experience by the end of the JPO assignment. Within 90 days of the incumbent s arrival, s/he will be expected to pass the following courses: (1) Basic Security in the Field, (2) Advanced Security in the Field, (3) I Know Gender, (4) UN Cares / HIV in the workplace, (5) UN Prevention of Harassment, (6) Ethics and Integrity at the UN, (7) UN Legal Framework, and (8) Human Rights and Responsibilities. Based on the professional and career development goals discussed and agreed upon with the supervisor, the Country Office will also provide tailored learning opportunities, either on the job, through in-house, as well as external learning opportunities. VI. Background Information: UN Women grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States priorities and efforts, building effective partnerships with civil society and other relevant actors. The UN Women Egypt Country Office - based in - Cairo, is currently developing its Strategic Note , with the following priority areas: (1) Women Leadership and Political Participation; (2) Women s Economic Empowerment; (3) Ending Violence Against Women, and (4) National Planning. The Egyptian Constitution includes a number of articles that affirm the primacy of the concept of citizenship and the equality of all citizens as well as stipulating equal opportunities for women, protection from violence, and a quota in local councils (Articles 11, 53, and 93). Moreover, Article 93 of the Constitution reaffirms Egypt s international commitment to the various agreements, conventions, and charters that it has ratified, including the CEDAW and other instruments related to gender equality and women s empowerment. Furthermore, H.E. President Abdel Fattah El-Sisi pronounced 2017 to be the year of Egyptian women. This statement is evidence of the political commitment to further the women s empowerment agenda and reflects the government s recognition that the twin goals of social justice and inclusive growth will not be realized unless women are enabled to contribute as equal citizens to Egypt s sustainable development. Additionally, Egypt s recently launched National Development Plan, The Sustainable Development Strategy: (SDS) Egypt Vision 2030, addresses under each of its pillars issues affecting women s ability to participate and benefit from the dividends of development. Moreover, among the main Key Performance Indicators under the Social Justice pillar is Egypt among the best 20 countries to promote gender equality, 30% increase

5 of females with permanent formal job, 50% reduction of gaps in employment, female employment, health and education between governorates. 1 The National Council for Women (NCW), UN Women s primary government counterpart in Egypt, has taken concrete action to advance the women s agenda capitalizing on their renewed mandate (article 214 of the Constitution specifies that independent National Councils have legal personalities, that they enjoy technical, financial, and administrative independence; and, as such are to be consulted with regards to draft laws and regulations pertaining to their fields of work), and the existing political will. The NCW developed a 2030 National Strategy on Women s Empowerment (NSWE) that complements Egypt s Sustainable Development Strategy (SDS) and is aligned with the SDGs. The NSWE is based on an analysis of existing data regarding women s status as well as extensive consultations with experts, government, women and civil society groups and communities to understand the critical gaps and inequities that will be addressed under each of its pillars. The main pillars of the strategy focus on: (a) women s leadership and political participation, (b) economic empowerment, (c) social empowerment, and (d) protection. On the 8 March 2017, H.E. President Al-Sisi held a meeting with the NCW endorsed the NWES developed by the NCW. Furthermore, H.E. instructed the government and the NCW to work on activating the plans, programs, and projects contained in the NWES and to consider it as a working document for the coming years. Accordingly, line ministries were requested to develop action plans and templates were provided to each ministry to delineate how they will support the implementation of the NWES. The United Nations Country Team (UNCT) has an important role to play in the operationalization of the NSWE. In line with the request received from NCW, UN Women will provide technical support to NCW to establish an Observatory to highlight the status of women, as compared to that of men, in line with the pillars of the NSWE. The Observatory will be a tool for monitoring and tracking public policy, anticipating emerging social developments, and gaining empirical evidence, based on official data, regarding the status of women, and their inequalities in relation to men. The Observatory requires line ministries to provide data on these indicators. Within the UNCT, UN Women chairs the Gender Theme Group (GTG) which brings together 16 UN agencies, funds and programmes, including the World Bank, to coordinate UN support to Egypt in the area of Gender Equality and Empowerment. The recently undertaken gender scorecard, programme mapping and Gender Data Gap Analysis have all come out of this inter-agency coordination forum. The incumbent will work closely with and in support of the Gender Specialist (NO-C) in the area of National Planning, and support all of the Office s programmatic portfolios through knowledge management and application, to support the operationalization and monitoring of progress of the NSWE in light of the SDGs, gender data gaps, and the overall UN contribution to Gender Equality and Women s Empowerment in Egypt.
