2 Job Description Job Title: Chief Executive Reporting to: Board of Trustees Responsible for: A multi-skilled team of VANS paid staff and volunteers Salary: 35,500 Overview Voluntary Action North Somerset (VANS) is the Local Infrastructure Organisation in North Somerset and operates in a rapidly changing voluntary, community and social enterprise sector (VCSE) which it also represents strategically. VANS also runs the Volunteer Centre North Somerset providing volunteering brokerage, opportunity development and strategic leadership for volunteer involving organisations. The charity projects a turnover of 375,000 in 2017/18. It has ended the past two financial years with a small surplus and expects a similar small surplus in 2017/18. The Charity holds unrestricted reserves of 52,000. Now, in 2017/18, VANS is entering an exciting period for the organisation, VANS has been commissioned by North Somerset partnership board to carry out a yearlong programme of work to Realise the Potential of volunteering in North Somerset. The Chief Executive Officer will oversee the delivery of all VANS commissions and projects and will work to continue to strengthen the organisation, develop its portfolio of services, provide leadership and representation for the VCSES and promote VANS to a broad range of stakeholders including statutory agencies, the private sector and local communities. This is an opportunity for a proven leader with a broad range of experience, including fundraising and networking experience, to take this multi-faceted and vitally important organisation to the next stage of development. Main Purpose To lead the strategic aims and objectives of Voluntary Action North Somerset and to ensure that development is compatible with the vision and core values of the organisation In conjunction with the Board of Trustees of VANS, to support the governance of the organisation In conjunction with the Board of Trustees, to lead on income generation / fundraising To provide influence within the VCSE sector in North Somerset, through representation of VANS in various forums, networks and strategic partnerships To provide representation of the local VCSE sector at a strategic level To give managerial direction and leadership towards the achievements of targets, strategies, and objectives To make a significant contribution to the organisation s sustainability. 3 Accountabilities Board Administration and Support Supports strategic operation and administration of the Board by informing, advising and guiding Board members, thereby ensuring the Board remains within its legal and constitutional obligations and aiding their business decisions Service Delivery Management Oversees the strategic development, delivery and quality of VANS portfolio services Financial and Risk Management Recommends annual budget for Board approval, prudently manages resources within budget guidelines, overall responsibility for health and safety, risk assessment and containment including business continuity needs, taxation requirements and current legislation Income Generation Management: Works with the board to identify income opportunities including bidding for commissions, fundraising and trading income. Leads the delivery of income generation and reporting. Human Resource Management Manages human resources effectively within personnel policies and procedures that conform to current legislation Community and External Relations Ensures that VANS and its services are presented with maximum impact to all relevant stakeholders, and that relationships appropriate to the organisation are developed and maintained Generation of External Support Oversees policy planning and implementation to generate volunteers. Leadership and Strategy: Act as a change agent, developing capacity to support and implement the strategic direction and core objectives of the organisation Provide effective leadership regarding meeting all relevant legislation Ensure that, as a service organisation, VANS complies with its statutory duties in relation to equalities legislation and guidance To provide effective vision and strategy regarding the development, growth and sustainability of the organisation Co-ordinate and supervise the work of employees and support the development of their knowledge and skills Provide leadership and representation within the sector through knowledge and skills input at Forums, Networks, and Strategic Partnerships CEO Job Pack. 4 Corporate Responsibilities Manage a defined budget and set financial parameters to achieve a cost effective operation in line with Board requirements Provide reports to the Board on financial performance Assess, in conjunction with other staff, potential areas of risk across the organisation and provide solutions which minimise or provide alternatives Support the development, co-ordination and implementation of policies, programmes and action plans that aim to meet the requirements of all legislation relevant to the services provided Lead the design and contribute to the delivery of staff development programmes Manage the day-to-day operations, ensuring specialists effectively deliver in their business functions Manage complex and multiple projects and conflicting priorities Governance Ensure that comprehensive monitoring systems are in place to record and facilitate analysis of data as required Regularly review programmes, policies and plans, and reporting on progress to the Board Develop and implement a Monitoring and Evaluation framework for the commissioning and provision of services, ensuring all monitoring data is easily accessible Ensure that the organisation complies with the constitutional obligations, charity law, company law, employment law and all other legislation and regulation. Including acting as company secretary and submissions to Company House and Charity Commission. 5 Identify and make bids or applications to appropriate commissioners or funders to both sustain the work of the organisation and initiate new projects within the framework of the Business Plan To identify new and develop existing opportunities for income generation through creating and developing new services, new partnerships and contracts To forge relationships with existing funders, commissioners and strategic partners that influence and secure long term funding and service level agreements Service Delivery Ensure that all services provided are appropriate to the needs of the sector and delivered to the highest possible standards Identify opportunities and needs that may lead to the development of new services Ensure that users have a voice in the development of the organisation and its services To ensure effective marketing of VANS services and positive PR stories that will enhance the voice of the sector Communication and Relationships Prepare policies, plans, reports and briefing papers for clear presentations to the Board in writing and verbally Keep up to date with new legislation, Government policy, national and local developments in the wider community which may impact on the work of VANS and the local VCSE sector Develop key relationships with all relevant partners and other stakeholders to maximise shared learning and initiatives Analyse and communicate highly complex information relating to strategy and policy activities to Board members, Managers, Staff and External Agencies Equality and Diversity Challenge discrimination, prejudice and oppressive behaviour and stereotyping of particular groups Ensure mainstreaming of equality and diversity in all activities CEO Job Pack. 6 Person Specification Essential Requirements 1. Proven leadership and management experience at senior level, with demonstrable success in managing growth and change 2. Proven track record of strategic planning and financial management 3. Understanding of charities and business law in the UK 4. Knowledge and understanding of the Voluntary, Community and Social Enterprise sector 5. Proven track record in the generation of income particularly through bidding for commissions, fundraising and grant applications 6. Practical experience of representing an organisation at the highest level and in a range of strategic and media settings 7. Experience of reporting to a board of trustees/ directors Skills 1. Ability lead, manage and motivate staff to achieve organisational goals 2. Ability to delegate effectively to staff 3. Ability to successfully fundraise, bid for commissions and generate income 4.
