Appointments are made at the bottom of the salary scale unless they skills and experience over and above what is asked for. 36 per week Head of Human Resources Human Resources Advisor Human Resources Administrator Occasional supervision of Apprentice Job Purpose 1 To be responsible for the day to day operational management of HR department, managing a small team to deliver an excellent HR service to Managers and staff at the College. 2 To provide high quality advice, guidance and support to managers and staff colleagues on all aspects of human resource management. 3 To support the management and delivery of staff development. 4. To support the Head of HR with the development and implementation of the College s Human Resource strategy, quality and growth plans and the ongoing review and development of the College s Human Resource policies, procedures and practices. Working Relationships & Contacts The post holder will have close working relationships with these staff in particular HR Team SMT

2 Heads of School Professional Services Managers Programme Managers Administrative Staff Tutors Main Responsibilities Specific: 1. Take the lead on the operational management of the HR function. 2. Proactively lead and manage staff within the HR team, delegating and monitoring work as appropriate. Effectively manage their performance, providing guidance and supporting their development. 3. Support managers with key Human Resource processes including pay and benefits, recruitment and selection, induction, probation, appraisal, performance, disciplinary and grievance issues, etc. Provide HR advice to managers, taking specialist advice and / or undertaking research as required. 4. Manage the practical implementation of employment policies, procedures and guidelines and to provide advice, guidance and support to staff. 5. Manage and undertake HR casework, advising managers on and setting up and sitting on panels as appropriate. Delegate casework to the HR Advisor as appropriate. 6. Manage the recruitment and selection of staff for the College from job design to pre-employment checks, including ensuring DBS checks are undertaken where required. Sit on interview panels where appropriate. 7. Ensure that staff are issued with appropriate documentation as part of the employment process & that information required for payments is supplied to the payroll department. 8. Ensure that effective consultation and communication takes place with all staff and their representatives in relation to change management and other HR issues, leading on change processes where appropriate. 9. Support the implementation of initiatives to facilitate cultural change and employee engagement. 10. Provide HR related management information as required for the reporting on and monitoring of HR related activity. Support the Head of HR in the writing of reports where appropriate. 11. To contribute to the College s programme of staff development, including supporting the production of the training plan and contributing to the design and delivery of HR related training.

3 12. Support the organisation of in house training and consideration and processing of external training requests. 13. To oversee the budgets allocated to the H.R department, assisting in the planning of how are they are spent and ensuring that spending is monitored. Process orders for the goods and services as agreed by the Head of HR (the budget holder). 14. Support the Head of HR in managing the quality assurance of the team. Contribute to the development and implementation of the College s Human Resource strategy, quality and growth plans and the on-going review and development of the College s human resource policies, procedures and practices. 15. Deputise for the Head of HR as required. General: 16. Attend relevant training and meetings as required. 17. To be a member of appropriate College committees, groups and working parties. 18. Be responsible for the collection of data and timely response to requests for information. 19. Be committed to Continuous Professional Development (CPD), keeping up-todate and meeting any annual requirement for CPD required. 20. To contribute to the effective management and promotion of equality and diversity and safeguarding. 21. Work in accordance with the Health & Safety at Work Act and the College Safeguarding procedure, ensuring the College is a safe environment for staff, students and visitors. Lead on Health and Safety and safeguarding matters for the School overall. 22. Work at all times in accordance with the College s Staff Competencies Framework and policies and procedures. 23. Undertake duty management on a rota basis (this will include occasional evening and weekend duties, for which time off in lieu may be taken). 24. Carry out such duties as may be required from time to time by the College that are appropriate to the grade of the post.

4 Person Specification: Human Resources Manager Qualification 1. Degree or equivalent. 2. Postgraduate level 7 CIPD professional qualification or equivalent. 3. Chartered Membership of the CIPD. Experience 4. Significant experience of generalist HR work, working at least at HR Advisor level, in a public sector or charity environment. 5. Experience of line management of staff with proven ability to effectively manage performance. Able to support colleagues to improve their ways of working and to develop their own skills and abilities. 6. Experience of organising, designing and delivering training. 7. Experience of budget monitoring. 8. Experience of working with complex HR databases, including writing and running reports to obtain management information. 9. Experience of working in the education sector. Knowledge Essential Desirable 10. Up to date knowledge of current issues in human resource management. 11. Up to date knowledge of employment legislation. Skills 12. A clear business focus with the ability to balance the needs of the organisation and the needs of the individual. 13. Ability to propose innovative solutions to problems with the ability to constructively challenge existing practice. 14. Strong inter-personal skills, calm when working with distressed people and able to cope with challenging and stressful situations. 15. Exemplary written and verbal communication skills,

5 with the ability to tailor communication appropriately to the audience. Able to explain complex matters to non-specialists and to prepare reports on complex issues and present them. 16. Ability to plan, manage and monitor projects, balancing conflicting priorities and meeting deadlines. 17. Good IT skills with the ability to use software applications such as Word, Excel, PowerPoint and Access. Disposition 18. Able to work both independently and as part of a team. 19. Ability to work independently and act own initiative adopting a problem-solving approach to challenges. 20. Enthusiastic, flexible and willing to embrace change. Main Conditions of Service 1. You will be employed by Morley College Limited. 2. The Human Resources Manage will be appointed to Management spine points 0 to 3, currently 37,587 to 40,963 including London Weighting Allowance per annum. Applicants will usually be appointed at the bottom of the salary scale. 3. Normal working hours are 36 per week, Monday to Friday which may include some evening work. The successful applicant may be required to work at weekends to accommodate specific College activities. No payment for overtime is made, but appropriate time-off in lieu will be granted. 4. The annual leave entitlement is 30 days per annum, excluding public holidays and additional closure days. 5. The post is pensionable under the Local Government Pension Scheme, administered by the London Pensions Fund Authority. 6. There is a 6-month probationary period. 7. The College does not recognise service with any previous employer for calculating continuous service for the purposes of the Employment Rights Act Any previous continuous local government service however, may be counted as part of continuous employment with the Company for redundancy pay purposes.
