1 Senior Consultant Position Description Division/Branch/Unit Member Services Salary Classification Grade 5 - Senior Consultant - Level 4 Employment type Date of Approval Primary purpose Permanent Approval by CE The Senior Consultant, Management Solutions is required to provide advice and assistance to councils in NSW during the recruitment and performance management of their executive and senior staff. The Consultant will help to ensure that the best applicant for the position is selected using merit based selection and their performance is appropriately monitored so that councils objectives are met in an effective and efficient manner. Key accountabilities 1. Assist the Manager, Management Solutions to develop and implement a business plan and associated project plan for the business. 2. Consult with and advise councils in recruiting strategies for Senior Officer vacancies. 3. Assist Council with advertising, screening candidates, interviewing, selection and the negotiation and establishing of contracts of employment of senior officers. 4. Promote and market the Management Solutions services of the Association to member councils to ensure that the service is recognised as a professional, cost effective and efficient service provider. 5. Develop and negotiate the acceptance of performance agreements with senior officers and councils. 6. Facilitate the review of performance agreements and advise and support councils and general managers in monitoring and reviewing the performance of senior staff. 7. Develop and maintain supporting documentation for the recruitment and performance management processes. 8. Advise councillors and general managers on appropriate remuneration packages for senior officers. 9. Consult with and assist General Managers of Councils to review their organisational structures and make recommendations in a report format. 10. Coordinate LGMS annual workforce diagnostic metrics including data collection, collation, analysis and reporting. 11. Participate in and contribute to other projects as required. 12. Review systems and processes currently in place to ensure they are appropriate to the needs of the Association and member councils. Senior Consultant September

3 Essential requirements 1. Broad HR Generalist and/or OD experience including executive recruitment at senior staff level. 2. Knowledge of and/or experience in performance management systems and procedures. 3. Proven experience in the writing of reports, making presentations and project management. 4. Demonstrated marketing and strategic planning skills. 5. Demonstrated skills in setting budgets, financial management and reporting. 6. An ability to review organisational structures 7. Ability to be influential and persuasive at a senior level with a demonstrated commitment to providing excellence in customer service. 8. An ability to network and negotiate across all levels of local government and build relationships with a broad range of councils. 9. Ability to multi-task and deliver projects on time and to budget. 10. Flexibility and willingness to travel within NSW at short notice with a valid NSW C class driver s licence (regular short stay Regional and Rural work is a requirement of the role). 11. Relevant tertiary qualifications in HR and a minimum of 5 years experience. 12. level of competency with computer applications and technology (Microsoft) with strong analytical skills.
