1 MEMORANDUM OF UNDERSTANDING (MOU) AGENDA Thursday, July 19 th, 2018 from 12:00-1:00pm WiFi: skillsleadtocareers PURPOSE: To coordinate resources to prevent duplication and ensure effective and efficient workforce service delivery in Stearns-Benton counties; establish joint processes and procedures that enable partners to integrate the service delivery system for seamless service. Julie Kizlik, Janel Sczublewski, Luke Greiner, Natasha Jerde, Michael Pattee, Bob Swanberg, Leah Sams, Jeanne Vogel, Colleen Orne, Gail Ruhland, Dorothy Erdmann & Patrick Shepard. Called the Meeting to Order T. Biery called the meeting to order at 12:06 pm and introductions were made. Approve Agenda T. Biery asked if anyone has additions to the agenda. (None) Motion: C. Olson made the motion to approve the agenda. Seconded by: A. Holm. Motion carried. Consent Agenda Minutes from 01/18/2018 Motion: A. Holm made the motion to approve the consent agenda. Seconded by: S. Wittrock. Motion carried. Planning Topics New Memorandum of Understanding (MOU) Agreement: 7/1/2018 6/30/2021 T. Biery stated the previous MOU Agreement was signed about three years ago and now it is time for a new agreement to be signed. This new agreement will take effect on July 1, 2018 through June 30, 2021.The State has put together a template to use and the language was updated to reflect WIOA (versus WIA). Career Solutions added language from the previous MOU, incorporating it into the new template. The addition states those signing the agreement will not duplicate services offered by other agencies signing the agreement. If services are duplicated within our community, this can cause confusion. 1

3 MOU Meeting In this template, several sections articulate how the Workforce Center operates and the four titles represented. This means that all four titles must be represented in the MOU Agreement and at the Workforce Service Areas, however, there are other agencies we would like to collaborate with outside of the mandatory partners. T. Biery is asking all organizations to review the MOU agreement to ensure the description of their agency is accurate. Career Solutions would like any changes and/or additions to be submitted by April 30, Once all of the information is finalized, the agreement will be ready for signatures. This process will take some time as our goal is to have everyone sign the original document so it may be routed in a particular way to request signatures. A. Holm stated the Monticello Workforce Center may be posing a fee to Adult Basic Education and wanted to confirm if there is a fee written into this MOU. T. Biery stated there is no fees attached to this agreement. Capital One Layoff T. Biery stated about 45 clients from Capital One have enrolled in the Dislocated Workers Program. Many of these clients were interested in short term training (i.e. certificates or a Project Management Couse) and are quickly obtaining new employment. Electrolux Announcement Last week, a bill introduced to the House to support some pre work being done with the Electrolux Project. There has been 7 identified languages spoken at Electrolux and ESL classes will be needed. In addition, there is an estimated people do not have their high school diploma or GED and this pre work would offer those classes to obtain their GED. The HR staff at Electrolux have also suggested offering computer classes. DEED recently sent out a broadcast in order to see which DW providersa are interested in competing for the Electrolux Project. Career Solutions is competing and will know on Tuesday if thare are other competitors for the project. Per the DEED policy, no other agency should qualify for the project because there are no providers pre approved as a vendor within a 50 mile radius of the plant closure, besides Career Solutions (based on DEED s website. The Dislocated Workers Program cannot assist these clients until 6 months prior to layoff. This delays the inevitable when an organization could be helping them sooner. A survey was performed by SCSU which analyzed the impact of this plant closure. Though 900 employees will be losing their jobs from Electrolux, this 2

4 MOU Meeting impacts the whole community and the trickle effect is estimated about 1,800 jobs across the region will be effected by this layoff i.e. suppliers, restaurants, retail and other industries. Interns: Outreach to Schools Program As many of you may know, school counselors have high caseloads and many of them are unable to provide career counseling to students. Career Solutions has three interns in different schools for the Outreach to Schools Program. These interns teach students how to start and understand career planning. Majority of this work is performed in large group settings. Career Solutions hopes to provide this program again this fall to make those connections to the youth. Human Resource Network about a year ago, Angie Dahle, Business Development Specialist for Career Solutions starting the Human Resource Networking Group. This group is for HR professionals to come in to ask questions of each other and able to learn from their peers. In addition, two of the Career Solutions clients can speak to the group about their work experience at each meeting. Lately, two clients have been offered jobs through this group which is a great success. The person to person contact can be very beneficial. If you are interested in attending, please contact T. Biery or Angie Dahle. Partner Updates & Trends HRA of St. Cloud L. Reis stated no new updates from HRA. She is concerned about the pending plant closure of Electrolux. Many of their clients work at Electrolux and hope their clients can quickly find other jobs. T. Biery stated, if Career Solutions is named the provider, she plans on asking this group along with other community members to join in a collaborative meeting to discuss next steps. Vocational Rehabilitation (VR) S. Wittrock handed out VR 2017 Annual Report. This report is made up of consumers providing input to the VR program. They have two clients featured in the client stories. The report gives a good overall understanding of what VR services are offered. S. Wittrock stated the age population of year old have increased 37% of their caseload. They served over 700 individuals within Stearns and Benton Counties. Job Service J. Berning stated that Job Service programs are not eligibility based so they provide services to the general public. They provide workshops such as Creative Job Search, work with the Unemployment Insurance customers. 3

5 MOU Meeting Recently, Job Service is providing one on one assistance such as career guidance and reviewing their resume. Job Service hosts an On Site Hiring events which is the 2 nd Tuesday of the month where they can hold up to 8 employers. They send out blasts through their database and encourage clients to attend. Adult Basic Education (ABE) A. Holm stated their new building will be done soon and transitioning in July. They are hiring a new ABE supervisor to work with the consortium. ABE is following the lead of Electrolux and setting up information sessions for families. Goodwill/Easter Seals J. Danda stated Goodwill is very busy and serving youth and adults. Something recently brought back is the Father Project, which is for any dads or custodial parents interested in parenting advice, please forward her way. St. Cloud Technical & Community College (SCTCC) K. Halverson stated SCTCC will have a new president starting the first week of July. K. Halverson stated she is very community focused and stated she arrived up a few days prior to her forum to observe the college. She also had breakfast with the Mayor and met Willie Jett, Superintendent of the St. Cloud School District. She did her homework and we are excited for her to start. SCTCC is exploring other program and degrees. The MNState is looking at transfer pathways to 7 universities. They have two programs are completely transferable and working on two additional programs, engineering and education. He stated that St. Cloud State University received a $5 million grant for the STEM area. This includes biology and engineering programs. They will provide 5 full ride scholarships to people who are grant eligible. They have only received one application thus far but have send over 1,000 s to market this opportunity. SCTCC recently had a very successful career fair, both for their students and employers. K. Halverson stated they are preparing for the opportunities with Electrolux and asked that they be kept in the loop. They will flex in areas where they can, whether it is through a credit based program or their customized training program. SCTCC is ready to participate. Avivo J. Jimenez Wheatley said there is no major news. They are seeing a slowdown in referrals. Avivo serve parents who have kids who are under 18 years of age and who are receiving cash assistance program from the county. Hopefully this is attributed to the good economy. The travel ban may also play 4

A look into current area trends, as well as regional workforce successes. There will be sharing of talent attraction and retention strategies to assist employers in engaging their peers in what is currently working in their organization. Presentations will include current state and local programs available to assist with shortages. A panel of School Representatives and Community Organizations (Superintendent, Principal, ABE, Partner for Student Success, etc.) to discuss building a bridge from high school to career by focusing on future talent.
