37 AERONAUTICAL RADIO OF THAILAND LTD., (AEROTHAI), THAILAND How is your organisation approved by the local regulator ( or ICAO) or how will it be in the future? AEROTHAI, as an ANSP in Thailand, signed the contract with the Ministry of Transportation to provide air navigation service in BKK FIR. Currently, the Civil Aviation Authority of Thailand (CAAT) develops and amends regulations to oversight the aviation industries in Thailand. How do you assess previous competences of an ATSEP? We assess competences of an ATSEP after he/she passed the OJT course and after he/she accomplished important courses that related to his/her Job s function. How is assessment and refresher done, and are you using any computer-based tools? We don t used Computer-Based Tools, but we use a conventional tool (paper exam.,oral exam.) and supervise by CNS instructors and senior expert engineers. Do you think ICAO/ is up-to-date and if not, how do you think it should be changed? Currenty, We use CAAT Regulations but we don t apply EU Regulation 2017/373. For ICAO Training Document (e.g. Doc.7192), some Ground-based CNS technologies (e.g. NDB, PSR, AFTN) are very old and obsoleted. ICAO Doc. content should be more emphasized on the future CNS/ATM technologies (e.g. Satellite-based CNS technologies, ATM automation system, IT and Cyber Security for Aviation). 15 OCTOBER

38 ALBCONTROL, ALBANIA How is your organisation approved by the local regulator ( or ICAO) or how will it be in the future? Albcontrol Sh.A is still certified under requirements set out in Implementing Regulation 1034/2011 and 1035/2011 and continue to comply with those requirements as well with essential requirements form basic regulation. (Now with new reg 1139/2018) Waiting ACAA to transpose the new regulation. How do you assess previous competences of an ATSEP? In our Competency Scheme is stated that the Competency Board will check the ATSEP s competence through the combination of practical and theoretical examination. The first competence was obtained for 22 ATSEPs and every three years they have to maintain these competencies. How is assessment and refresher done, and are you using any computer-based tools? Dedicated check (flexible) and refresher per rating each year. Not yet but planned to. Some efforts on creating a question s pool with the support from the vendors is on-going. Do you think ICAO/ is up-to-date and if not, how do you think it should be changed? The new reg on Common rules in the field of civil aviation Page 11. (17) It is important that personnel used by ATM/ANS providers, such as Air Traffic Safety Electronics Personnel ('ATSEP') are appropriately qualified and trained to perform their duties. ATM/ANS providers should also implement training and checking programmes, taking into account the different types of safety-related tasks performed by their personnel. The implementing acts adopted under this Regulation and concerning responsibilities of ATM/ANS providers should lay down further detailed harmonised rules for such personnel, including ATSEP to ensure the necessary level of safety. Is a positive development for us although our main goal is Licensing 15 OCTOBER

39 AIR NAVIGATION SERVICES FINLAND, FINLAND How is your organisation approved by the local regulator ( or ICAO) or how will it be in the future? NSA approval is based on European Single European Sky (SES) requirements. How do you assess previous competences of an ATSEP? By theoretical and practical tests for every System/Equipment which ATSEP will work with. First after Basic Training and then every 3 years. How is assessment and refresher done, and are you using any computer-based tools? ATSEP Assessors grade practical tests for ATSEPs. We have evalueted software tool for ATSEPs which includes all tasks and duties which ATSEPs do for the Air Traffic Safety Systems and Equipment. (Fault tickets, periodic-maintenance, other tasks etc). The tool also has an automatic competence handling, which monitors on going competence (including training, tests, work tasks). There are alarms for ending certifications/ratings for all systems. Tool also has an alarm if ATSEP tries to operate/work on a system for which he/she doesn t have certification/rating. Do you think ICAO/ is up-to-date and if not, how do you think it should be changed? ATSEP-instructor s and ATSEP-assessor s competence and training should be defined more specifically. 15 OCTOBER

40 AVINOR AIR NAVIGATION SERVICES AS, NORWAY How is your organisation approved by the local regulator ( or ICAO 10057) or how will it be in the future? Avinor is a Service Provider and our regulator perform frequent audits on our activity. How do you assess previous competences of an ATSEP? All ATSEP had to pass refresher courses with exam in all relevant topics. How is assessment and refresher done, and are you using any computer-based tools? We are mainly using e-learning courses and some selected class room courses. Competency and skill are assessed by completion of the courses and passed exams. The e-learning courses are mainly produced by using ispring Suite 9 with PowerPoint as a computer-based tool. Do you think ICAO 10057/ is up-to-date and if not, how do you think it should be changed? Local structure is today made according to our own regulation and meet international requirements. ICAO manual /EASA will be the future guidelines for Norwegian standard regarding education. 15 OCTOBER

41 AZERAERONAVIGATION AIR TRAFFIC DEPARTMENT, AZERBAIJAN How is your organisation approved by the local regulator ( or ICAO) or how will it be in the future? Azerbaijan is not a part of EASA jurisdiction, so, it is approved by the State Agency of Civil Aviation on the basis of ICAO standards. However, Azeraeronavigation Air Traffic Department uses EASA Reg 373 as a guidance for training development. How do you assess previous competences of an ATSEP? It is assessed by the the Assessment team, which includes HR personnel, subject matter experts in form of interview and live performance simulations (if needed). How is assessment and refresher done, and are you using any computer-based tools? Assessment is done once in 3 years by the Assessment team, which includes HR personnel, subject matter experts and legal experts in labour law) in form of interview and live performance simulations (if needed). Refresher courses are mandatory for all ATSEP once in 3 years. We do not use any computer-based tools. Do you think ICAO/ is up-to-date and if not, how do you think it should be changed? 15 OCTOBER

42 BILLUND AIRPORT, DENMARK How is your organisation approved by the local regulator (373/2017 or ICAO) or how will it be in the future? At the moment our organisation is approved by the local regulator following 1035/2011 and 550/2004, in the future it will be 373/2017. How do you assess previous competences of an ATSEP? How is assessment and refresher done, and are you using any computer-based tools? The assessment of previous achieved technical skills, is done by continuous assessment. Refresher training is done every 3. years either at S/E level or at qualification level. We do not use CBT. Do you think ICAO, 373/2017 is up-to-date and if not, how do you think it should be changed? From our ATSEP point of view 373/2017 it s up to date. 15 OCTOBER

43 COPENHAGEN AIRPORTS, DENMARK How is your organisation approved by the local regulator ( or ICAO) or how will it be in the future? We currently hold a 1035/2011 certificate for CNS, but aim for a conversion to 2017/373 certificate ultimo This is done by Danish CAA s approval of our compliance cross-reference list and referenced documents. How do you assess previous competences of an ATSEP? Qualifications for the position of future ATSEP are assessed by the manager during the employment process. Applicants must hold some certain prerequisites when applying for position. How is assessment and refresher done, and are you using any computer-based tools? AT S/E training, the manufacturers are training the ATSEP s. In this case they act as both instructor and assessor. At refresher training on Qualification training, we use an e-learning module, provided by our training supplier. Do you think ICAO/ is up-to-date and if not, how do you think it should be changed? We think that there are some lacks in the regulation (2017/373) e.g. domain/stream for potential MET ATSEPs. 15 OCTOBER

44 DFS, GERMANY How is your organisation approved by the local regulator ( or ICAO) or how will it be in the future? Today: national regulation. Future: CR (EU) 2017/373 Annex XIII. How do you assess previous competences of an ATSEP? Interview and/or existing certificates. How is assessment and refresher done, and are you using any computer-based tools? Assessment: electronic tests (LPlus, LMS). Refresher: On-site or courses or elearnings or combination(s) of those. Do you think ICAO/ is up-to-date and if not, how do you think it should be changed? Updaters needed for training objectives, new content, e.g. cyber security. 15 OCTOBER

45 EANS, ESTONIA How is your organisation approved by the local regulator (373/2017 or ICAO) or how will it be in the future? We have service based and equipment based approvement on the basis of EU Basic Regulation 216/2008. From 2020 it will be 373/2017. How do you assess previous competences of an ATSEP? Education, previous trainings (domain + S/E), work experience. How is assessment and refresher done, and are you using any computer-based tools? Assessment is done by evaluating results of training and OJT. Refresher includes regular trainings (crisis exercises, safety trainings and domain based refresher trainings). In some cases we use computer-based tools for testing. Do you think ICAO / 373/2017 is up-to-date and if not, how do you think it should be changed? It already needs upgrades in some domains (CyberSecurity etc.). 15 OCTOBER

46 ELTEL NETWORKS, SWEDEN How is your organisation approved by the local regulator ( or ICAO) or how will it be in the future? It will be approved by LFV / Swedavia / Local airports. How do you assess previous competences of an ATSEP? If we have an technician who is assessed competent today we have some transitional rules to become an ATSEP. How is assessment and refresher done, and are you using any computer-based tools? We have an ongoing assessment once a year, mainly by discussions. Refreshers are mainly done by theoreticly and practicly maintenance. Today we are not using computer-based tools, but we surely want to do this in the future. Do you think ICAO/ is up-to-date and if not, how do you think it should be changed? We know that there is a couple of ongoing opinons. 15 OCTOBER

47 EUROCONTROL INSTITUTE How is your organisation approved by the local regulator ( or ICAO) or how will it be in the future? It isn t, the EUROCONTROL Institute is not a Service Provider but a training institute. However, it s a certified TO (Training Organisation) under Commission Regulation (EU) 2015/340 by the BSA (Belgian NSA). The EUROCONTROL Institute does not provide any ATSEP training but it has a course on ATSEP Competence for Competent Authorities and SPs. How do you assess previous competences of an ATSEP? We don t as we are not affected by the 2017/373 regulation. How is assessment and refresher done, and are you using any computer-based tools? We don t as we are not affected by the 2017/373 regulation. Do you think ICAO/ is up-to-date and if not, how do you think it should be changed? My expectation is that 2017/373 will include other categories of staff (apart from the current ATSEPs) in Annex XIII (Part PERS). 15 OCTOBER

48 IFATSEA - INTERNATIONAL FEDERATION AIR TRAFFIC SAFETY ASSOCIATIONS How is your organisation approved by the local regulator ( or ICAO) or how will it be in the future? IFATSEA as an International Professional Federation does not need approval. However we are in close cooperation with EASA assisting in the developing the AMCs & GM for the New regulation 2017/373. Concerning the ICAO (Doc 10057) it s up to each and every State s discretion to use parts of it as guidance material whenever it is considered necessary for more efficient implementation of ATSEP Training. How do you assess previous competences of an ATSEP? Currently ANSPs across Europe are compliant with Article 9 of Regulation 1035/2011 as well as with the point 3.3 of Annex II to that Regulation and the competence assessment is performed on the basis of the above. In addition some States have established stricter training and competency rules leading to licensing of ATSEP at national level. IFATSEA believes that the existing training syllabus and rules will have to be compared with the forthcoming Annex XIII requirements of EU 373/2017 and a gap analysis should be performed to identify the differences. Mitigating harmonization measures should be apply if necessary. How is assessment and refresher done, and are you using any computer-based tools? Today the rules required by Regulation 1035/2011 vary from State to State. it is worth mentioning that the current situation does not correspond to a standardised environment for ATSEP training and assessment across Europe. IFATSEA believes that with the impementation of 373/2017 the training requirements will drive harmonization. Do you think ICAO/ is up-to-date and if not, how do you think it should be changed? Both ICAO & 373/2017 need to be updated to address new challenges as Cybersecurity ( i.e a subset of ATSEP Security training that is already include) and those stemming from new technologies i.e SWIM, Virtual centres, RTS, cloud services, etc. 15 OCTOBER

49 LVNL (ATCNL), THE NETHERLANDS How is your organisation approved by the local regulator ( or ICAO) or how will it be in the future? Yearly we are audited by our NSA. How do you assess previous competences of an ATSEP? These are not assessed (ER) Competencies are assessed as part of the hiring process (SMC ATSEP). How is assessment and refresher done, and are you using any computer-based tools? There is a collegial assessment, a knowledge test is done in a question database (digital), the experience is checked in our incident management system. (ER) SMC ATSEP are also trained and assessed in handling severe system degradations on a computer-based tool. Refresher training is done a few times a year, not nearly enough. Do you think ICAO/ is up-to-date and if not, how do you think it should be changed? (Refresh) training for assessors and trainers is not specified. This would be very welcome. Further I think this is up to date and as complete as needed. It leaves enough room for a NSA to implement it fitted for the organisation. (ER) 15 OCTOBER

How do you assess previous competences of an ATSEP? ATSEP Basic & Qualification refresher training approx. every 3 rd year. Safety awareness training. System equipment training approx. every 2 nd year. How is assessment and refresher done, and are you using any computer-based tools? We use CBT in limited ways but we are invistigating to do more CBT based training. Do you think ICAO/ is up-to-date and if not, how do you think it should be changed? Hmmmm 15 OCTOBER

How do you assess previous competences of an ATSEP? On the job training/ assessment. How is assessment and refresher done, and are you using any computer-based tools? Annual assessment by manager. We have all completed basic education at EPN. Further training has been completed or is being carried out. Do you think ICAO/ is up-to-date and if not, how do you think it should be changed?
