IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. CONTEXT: Under the overall supervision of the Director, Manila Administrative Centre (MAC) and the direct supervision of the Resource Management Officer (RMO), and in close collaboration with the Human Resource Management (HRM) Units at Headquarters (HQ) and Panama Administrative Centre (PAC), the successful candidate will be responsible and accountable for managing the Human Resources functions for MAC and its units providing global services. The successful candidate will also provide support and guidance to the Country Office of the Philippines. CORE FUNCTIONS / RESPONSIBILITIES: 1. Provide support and guidance to MAC and the Philippines Country Office on interpreting and applying Human Resources policies, rules and regulations in the local context. Coordinate with relevant units at HQ and PAC to ensure that appropriate guidance is provided to all units with global functions and Country Office. 2. Provide HR support to the Country Office during emergency response activities and other relevant programmatic areas by supporting Recruitment, Selection and Induction activities. 3. 2 effectively applied and that selected new staff are sufficiently briefed, including through an appropriately updated Welcome Package, and able to assume functions in MAC in a timely manner. 4. Support advisory services on staffing issues and oversee the monitoring of staffing database, including vacancies and use of temporary assistance to meet exceptional work requirements. Review the submissions of terms of reference, reclassification and classification requests, recruitment requests and requests for restructuring. Act as secretariat for the Manila Reclassification and Review Committee (MRRC) with regards to the implementation of the Internal Established Guidelines No. 001 on Local Recruitment in MAC and the Philippines Country Office. 5. Support the RMO in managing and monitoring the work of the Human Resources staff, HR administrative transactions, including preparation of personnel actions, effective maintenance and administration of PRISM HR, compliance to data integrity, contract management, personnel administration, maintenance of personnel files, regular updating of staffing reports, organigrams and contact list. 6. Supervise the preparation of the monthly payroll for national staff and ensure its accuracy and timeliness. Coordinate and implement new salary scales with PAC - Human Resources Advisory Services. 7. Conduct the SES appraisals of directly reporting staff to ensure that Service Level of Agreement (SLA) is efficiently fulfilled and address potential challenges. Conduct training or Increase Your Knowledge (IYK) sessions in relevant areas of human resources management including PRISM HR, revised INs, guidelines, Staff Regulations and Rules and HR Best practices. 8. Collaborate with SAC Philippines, unit heads and SDL unit in the development and implementation of programmes aim to improve and sustain staff welfare, knowledge, competencies and work ethics. 9. Promote compliance with the Staff Evaluation System (SES) within MAC and advocate for timely completion of the performance management process in line with organizational deadlines. Provide support to all staff in MAC on business-related issues. As required, facilitate performance management discussions between staff and supervisors. 10. Organize the planning of staff development and training for MAC in close collaboration with Human Resources Management/ Staff Development and Learning (HRM/SDL). Maintain strong contacts with managers in establishing staff development and training priorities and plans. Deliver induction and other forms of trainings to staff. 11. Assist the RMO in the development of relevant instructions, procedures and guidelines to complement or to adapt the general instruction of IOM with regard to human management functions. 12. Improve internal control systems that would strengthen compliance monitoring, quality control and quality assurance of MAC Local HR operations. 13. Coordinate with the Office of Legal Affairs (LEG HR), Ethics and Conducts Office (ECO) and PAC and HRM by providing support in managing administrative actions and in addressing grievances and resolving disciplinary matters. 14. Report regularly and bring to the attention of the RMO any relevant human Page 2 / 5

3 resources management issue; suggest improvements and provide recommendations. 15. Assist in the preparation of reports that may be required in coordination with the RMO, PAC and/or HRM. 16. Review and discuss audit recommendations on HR matters and, in coordination with the RMO, implement them within the HR function. 17. Maintain strong contacts with other UN agencies with regards to HR best practices, strategies and techniques that can be applicable to the needs of MAC and the Country Office. 18. Act as HR focal point for the PSEA Task Force HR Sub-Group and represent MAC in the meeting for the salary and benefits review organized by Office of Human Resources Management (OHRM). 19. Perform such other duties as may be assigned. REQUIRED QUALIFICATIONS AND EXPERIENCE: EDUCATION Master s degree in Human Resources, Business Administration, Industrial and Organizational Psychology, Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or, University degree in the above fields with four years of relevant professional experience. EXPERIENCE Experience in managing various human resources services which includes but not limited to talent acquisition, talent management, administration of staff contracts and entitlements, interpretation and implementation of staff rules and regulations, development of HR strategies and guidelines, employee relations, performance management, staff development, etc.; Ability to prepare clear and concise reports; Previous working experience in an international organisation is an advantage; Familiarity with the UN common system or similar systems is an advantage; and, A high degree of computer literacy is required; good knowledge of MS Office suite and SAP HR (PRISM) is essential; Managerial experience is a must.
