1 JOB DESCRIPTION Job title: Executive Director: Growth and Regeneration (Health & Safety Director) Grade: GD1 Managed by: Head of Paid Service Responsible for: Allocated Directors Accountable for: Growth, Investment & Infrastructure Planning Health and Safety Transportation Purpose of the job To support the Mayor and Cabinet in shaping the One City Plan and its key commitments that meets the future needs of the City, working in collaboration with external agencies and partners to achieve an inclusive economy and a vibrant community in which opportunity and success is shared. Play a leading role in driving a City of hope and aspiration where everyone can share in its success. Take leadership responsibility for all strategic matters in relation to the corporate plan outcomes to deliver the One City Plan. Be an active member of the Council s senior leadership team with collective responsibility for the managerial leadership of the Council, encouraging a collaborative organisational culture focused upon improvement and high performance. To ensure delivery of growth and regeneration for the Council and to meet the aspirations of the City as a whole. 1

2 Job-specific outcomes / accountabilities Provide overall leadership of all aspects of the Council's growth agenda, and drive the inclusive regeneration, sustainable economic growth and physical renewal of Bristol within the West of England region. Secure significant new investment in Bristol from a wide range of public, private and institutional sources, facilitating the City's physical renewal and economic growth and delivering high quality new homes, employment opportunities and transport links for local people. Lead health and safety across the organisation. Act as SRO for all major infrastructure delivery projects, ensuring delivery on time, to quality and budget and to meet required outcomes. Ensure the corporate priorities in relation to city transport are delivered on time and to budget. Ensure the Council has all the required policies and plans in place in order to discharge its statutory duties effectively. The policies and plans are accessible, clear and enable transparent decision making. Core job outcomes / accountabilities Build and develop long-term, mutually-beneficial relationships with key partners to successfully deliver the key outcomes of the One City Plan and the Council s corporate plan. Work with the Mayor, cabinet, members and other Group Directors to lead the delivery of services so as to meet or exceed strategic outcomes. Lead and demonstrate personal commitment to an inclusive and respectful culture in which colleagues act with integrity at all times. 2

3 Provide strong and inspirational leadership, promoting a culture of high performance, continuous improvement, innovation and customer focus. Lead and embed a team and individual performance management approach that underpins effective operational performance. Be responsible for significant delegated financial budgets and resources ensuring they are allocated effectively for the delivery of high quality services, in a manner that demonstrates value for money and compliance with relevant policies and guidelines. Enable a high-performing, diverse, inclusive and engaged workforce to deliver the Council s strategic plans. Support and challenge others in developing, sourcing and deploying talent whilst promoting health and safety and employee wellbeing. Ensure that the Council operates within constitutional, legal and regulatory requirements. Act as a positive ambassador for Bristol and the Council so as to promote an excellent reputation locally, regionally and nationally. 3

5 PERSON SPECIFICATION Essential (must have) Knowledge and understanding of regeneration finance including central government funding regimes, local government innovation and private investment opportunities, and experience of using a variety of different funding sources to drive growth. Experience of applying a commercial approach, with a track record in securing major investment packages, including international investments with long term financial benefits. Experience of asset management and best utilisation of property assets/commercialisation. Proven track record of consistent and demonstrable leadership achievement at a strategic level within an organisation of a comparable scope and complexity. Ability to build and develop strategic relationships, influencing and negotiating at the highest levels with a wide range of stakeholders and partners to achieve outcomes. Experience of leading diverse activities across multiple service areas within set budgets to meet agreed targets and strategic objectives. Proven track record of applying creative and business-like approaches to addressing demands for services to deliver quality outcomes with cost-effective and efficient results. Highly visible and inspirational leadership skills with experience of operating at a strategic level with stakeholders and of inspiring others to give of their best. Knowledge and understanding of the challenges that cities like Bristol and the wider public sector face and creative ideas of how we could meet those challenges. 5

6 Experience of developing and sustaining a culture that meets the needs of and engages with customers and staff within a safe, open and high-performing working environment. Demonstrable track record of leading, motivating and managing teams to achieve highperforming and significant, sustainable service improvements and outstanding results through internal and external partnerships. Demonstrate the capability and capacity for evidence-based critical thinking and ability to apply this insight in a practical and engaging manner. 6
