Primary Purpose This job exists to contribute to BOPDHB s performance by: Ensuring accurate, timely payments of wages and salaries for all Bay of Plenty District Health Board employees

2 Payroll Environment BOPDHB utilises Ascenders PS Enterprise payroll system and ComOps Microster rostering application. Currently 95 % of staff are rostered. Microster produces payrollready calculations of pays which are posted directly into PS Enterprise. Payroll s role for the staff paid this way is primarily quality assurance, in addition to actioning any calculations that are unable to be performed in Microster. Extension of Microster to 100 % of staff is the goal of the DHB. Payroll is fortnightly with alternating payruns for administration and doctors in one week and nursing in the other. Pay period end on Sundays and the pay is transferred to the bank by Wednesday 5 pm. Important Functional Relationships External IRD WINZ Work Aon ACC Superannuation Providers Internal Finance Team Microster Team Internal Managers Internal Staff People and Capability Advisors Decision Support Team Health & Safety Team Union Delegates Key Achievement Areas The position of Payroll Officer encompasses the following major functions or Key Achievement Areas: Accurate and efficient processing of wages & salaries for assigned work groups within designated deadlines Maintaining excellent customer service Liaison with People and Capability Advisors, Microster administrators, Microster transactors, service managers and other third parties is productive and effective Legislative and Contractual knowledge is effectively and accurately applied The requirements in the above Key Achievement Areas are broadly identified below: Key Responsibilities Outcomes 1. Payroll processing Preparation of timesheets, masterfile maintenance & data entry of payroll information is accurate and timely Corrections of Microster entries and retrospective pay processing is accurate and timely ACC transactions are accurate and timely Analysis of exception reports is efficient

3 Legislative and contractual knowledge is effectively and accurately applied Manual and adjustment pays, including backpays, are accurate and effectively managed Production of the payrun, including all aspects of payroll calculations is timeous, deadlines are achieved Production of payroll and payrollrelated information is accurate and supplied within specified timeframes Liaison with 3 rd parties regarding current payrun matters is effective Internal controls are adhered to Filing and other general clerical duties are maintained in a timely manner Any other duties as directed by the payroll team leader or financial controller are timeously performed 2. Customer Service High standard of customer service is maintained Successful relationships are built BOPDHB values are displayed at all times Areas for improvement are identified and progressed 3. Liaison with other parties Liaison with Microster administrators is maintained at high standard. Communication with Microster transactors is open and effective Communication with People and Capability Advisors is open and effective Communication with service managers is maintained Communication with ACC and Health & Safety is ongoing and constructive Payroll helpdesk is attended at all times and queries resolved as soon as practicable (when helpdesk officer is absent/unavailable or unable to answer the query). 4. Legislative and Contractual knowledge and application Good working knowledge of NZ payrelated legislation is maintained and applied Good knowledge of applicable employment contracts is maintained and applied Knowledge is applied effectively 5. Health and Safety You are expected to meet the Health and Safety at Work Act 2015 requirements including those set out in BOPDHB policies and protocols. 6. Person Specification - Qualifications / Knowledge / Experience Essential experience: Extensive payroll experience Experience of high volume (1000+ weekly), electronic payroll production Good knowledge of NZ payroll related legislation Ability to interpret and apply employment agreements in relation to pay Advanced MS Excel skills Capable user of the Microsoft Office Suite Advantageous experience/knowledge: Experience with PS Enterprise and Microster New Zealand District Health Board experience BOPDHB organisational knowledge and experience Qualities: Honesty, integrity, discretion and commitment Strong customer service ethic Adaptable and willing to learn and adopt best practice standards Meticulous and thorough Conscientious Flexible and able to work to strict deadlines Pro-active Team-player You agree to demonstrate flexibility and a willingness to perform a variety of tasks to promote and support BOPDHB initiatives. You are required to meet the Health and Safety at Work Act 2015 requirements as set out in the BOPDHB Health and Safety policies and protocols. This includes completing successfully any health and safety training provided by the BOPDHB. You are required to maintain a standard of health which will allow for the performance of all duties and functions of the position. All BOPDHB sites are smokefree environments.
