1 MODULE DESCRIPTOR TITLE Professional Practice (Procurement Systems) MODULE CODE BTQS T0S CONFIRM LEVEL 5 CONFIRM CREDITS 16 DATE OF APPROVAL July 2014 MODULE AIM This module develops critical understanding of the roles and contractual obligations of construction professionals during precontract stage of construction procurement. MODULE LEARNING OUTCOMES The TAR UC module delivers to the appropriate level as follows: By engaging successfully with this module a student will be able to: LO Ref Outcome 1 Demonstrate the knowledge of the roles and contractual obligations of the construction professionals during precontract stage. 2 Explain the Professional Malaysian Quantity Surveyor s duty of care (governed by Quantity Surveyors Act 1967), and code of professional ethics. 3 Explain the processes involved in procuring construction projects and the concepts of PPP and PFI. 4 Make informed decisions regarding procurement system, contractual arrangements and tender method. 5 Evaluate tenders received and make tender award recommendations. ASSESSMENT SUITABILITY Assessment is by coursework (40%) and examination (60%). The module assessment is aligned to the module aims and learning outcomes. The module assessment is suitable in terms of relevance, level, challenge and alignment to learning outcomes. COMMENTS REGARDING INDICATIVE CONTENT The module s professional practice focus is in terms of the roles and contractual obligations of the professionals during precontract stage of construction procurement. It considers contractual arrangements, methods of tendering, procurement systems as well as the concept of PFI and PPP approaches to procurement. ANY ADDITIONAL REQUIREMENTS None

Rationale for the inclusion of the course in the programme The inclusion of the course in the programme is to equip the students with sound knowledge in evaluating and selection of appropriate procurement system, contractual arrangement and tendering method and introduce the basic concept of Private Finance Initiative (PFI) and Public Private Partnership (PPP). Course Objectives 1. To be wellversed with the roles and contractual obligations of the professionals during the precontract stage, the processes of construction procurement and selection strategy of appropriate procurement system, contractual arrangement and tendering method. 2. Synopsis This course focuses on the roles and contractual obligations of the professionals during precontract stage in the processes of construction procurement and emphasises on the contractual arrangements, methods of tendering, procurement systems as well as the concept of Private Finance Initiative (PFI) and Public Private Partnership (PPP). 13.
