6 Transnational Co-operation is Working between different levels of government / administration, embracing different sectors of policy, across national boundaries, in a large territory, developing, preparing and implementing joint solutions, which would otherwise not be achievable.

Increases the overall level of innovation taking place across the North Sea Region 2. Enhances the quality of the environment in the North Sea Region 3. Improves the accessibility of places in the North Sea Region 4. Delivers sustainable and competitive communities

10 Programme Priorities and Aims Priority 1 - Building on our capacity for innovation Aim: To promote transnational co-operation activities that will strengthen the North Sea Region s capacity for innovation. Priority 2 - Promoting the sustainable management of our environment Aim: To promote transnational actions for the sustainable management of the common environmental resources of the NSR, both to maintain and enhance the quality of the environment for the benefit of future generations and to secure associated social and economic benefits.

Priority 4 - Promoting sustainable and competitive communities Aim: Transnational co-operation to promote attractive and viable communities which help to strengthen the competitiveness of the NSR and contribute to its balanced sustainable development.
