2 1 What we are looking for We are looking for dynamic and ambitious individuals who passionate about delivering transformational improvements in the NHS for the benefit of patients and taxpayers. Our secondments, aimed at people in the early or middle period of their careers, offer the opportunity to join a Directorate that drives national NHS strategy in England and catalyses change in front-line services. Our work includes many aspects of the Five Year Forward View, the NHS s overarching plan which we played a large part in producing. Collectively, through strategy and delivery programmes, we design and catalyse the NHS of the future, including new models of care delivery and reform of the commissioning system. We work with leaders across the system, from Ministers and Chief Executives to front-line staff, clinicians and patients. You must have strong problem-solving, written and oral communication skills. In these roles, you will be expected to handle highly complex or sensitive information, conduct analysis, develop ideas and lead workstreams or entire projects. You will be experienced at working collaboratively, and effective at developing rapport with stakeholders at all levels of seniority. Optimism and a can-do attitude will be vital to achieving change. Although it can be valuable, we are not necessarily seeking expert knowledge of the health and care sector. 2 What you will gain 2.1 Employees You will work in one of a number of high-performing and collaborative teams on a range of projects. Your work could include developing new strategies and briefings for central government to practical delivery programmes that support leaders and front-line clinicians in some of the NHS s most exciting transformations, such as New Care Models. You will develop an understanding of how national decision-making operates, interacting with Ministers and NHS National Directors. You will work on and lead a range of projects, working closely with Directors and Deputy Directors, as well as with other Arm s-length Bodies and external partner organisations. We will proactively support your personal and professional development by providing a varied portfolio of work and identifying stretching opportunities to gain skills, experience and knowledge. We will provide honest, constructive feedback about your work regularly, and will work with you to identify opportunities for development and plans to address these, including through access to our internal training offer. You will be based at Skipton House, London or Quarry House, Leeds. Some travel to other locations throughout England may be required. 2

A secondment with NHS England offers an opportunity for your employee to work on key aspects of government policy, to engage with range of stakeholders across a variety of organisations and to build their professional network. 3 What we do 3.1 NHS England & Commissioning Strategy Directorate NHS England leads the National Health Service in England. We set the priorities and direction of the NHS and inform the national debate to improve health and care. NHS England allocates more than 100 billion in funds and holds NHSE organisations to account for spending this money effectively for patients and efficiently for the taxpayer. We strive to deliver health and high quality care for all, now and for future generations Commissioning Strategy Directorate s (CSD) purpose is to design the future NHS and lead important transformation programmes to implement reform. We do this through national leadership, oversight and design of the commissioning system, and collaborating with our partners. This means doing six main things: Providing overall strategic direction for the NHS Delivering the commissioning system so that it works better Promoting personalisation and choice Developing new care models Promoting partnerships and innovation Providing high quality analysis 3

4 3.2 Potential placements across CSD We have potential placements available in six groups across CSD: Strategy Commissioning Support Services Strategy Personalisation and Choice New Care Models Policy Partnerships and Innovation Analytical Services Group Overview of Work Typical Secondee Role Strategy The Strategy Group was central to the creation of the Five Year Forward View (FYFV), the overall strategy that sets out the change we need to see in order to transform the health and care system in a sustainable way. We have a varied portfolio which includes: A set of programmes which have taken commitments made in the Five Year Forward View from ideas to tangible delivery. They include the Test Beds, Healthy Workforce and Healthy New Towns programmes; Projects which contribute to the development of the national architecture such as the Sustainability and Transformation Planning Process; Projects that aid the delivery of other business plan priorities, for example timely access to high-quality elective care; and Strategy consulting projects in which we address a thorny question or issue facing NHS England or the NHS more widely. Examples include a review of NHS England s role in innovation. Strategy Analyst, Advisor or Senior Advisor (London) As a Strategy Analyst, Advisor or Senior Advisor within the Strategy Group, you will drive one or more work streams in a combination of delivery and strategy programmes. There are a number of positions available in the team, across a range of projects which all will include: Delivering projects using core Strategy Group skills, including analytical and issue-based problem solving, and qualitative and quantitative analysis Taking ownership of specific project work-streams, seeing them through from start to end including problem-definition, analysis and communicating findings. Setting up the appropriate programme and work stream plans, highlighting key deliverables, milestones, roles and responsibilities required. You will also be expected to set up governance arrangements and track progress against milestones. Building and developing effective stakeholder relationships and communications, including influencing others, management of interdependencies within NHS England and with other NHS 4

5 Group Overview of Work Typical Secondee Role Commissioning Support Services Strategy Personalisation and Choice 5 The CSS Strategy team is responsible for working with commissioners to transform the support services they receive (currently worth ~ 500m per annum). The team is responsible for: Delivering Towards Commissioning Excellence NHS England s strategy for commissioning support services; Ensuring that commissioners have access to excellent, affordable, commissioning support services; Working with commissioners to ensure that they procure the support they need to meet the challenges in their local health economies delivering initiatives such as RightCare, the Five Year Forward View and STPs for example business intelligence tools that enable population health management across care settings; Working with suppliers of commissioning support to ensure that their services are leading edge and deliver value for money to commissioners; Engaging with stakeholders across the health service to ensure that support services are used effectively and continue to meet the system s needs in the future; and Supporting the mobilisation of new services where a commissioner has appointed a new supplier The work of the Personalisation and Choice Group is central to supporting the delivery of chapter two of the Five Year Forward View and the ambition of empowering patients through personalised care national bodies, and ensuring communications plans are in place. Arranging workshops and meetings, and working in group situations to solve problems and build buy-in to solutions. Assisting in the design and implementation of a team wide approach to running projects, including helping to manage and mentor Strategy Project Managers and Strategy Analysts. Policy and Relationship Manager (Leeds) As a Policy and Relationship Manager you will act as one of the primary engagement channels for the Lead Provider Framework Programme; working closely with CCGs, NHS England and other commissioners to build understanding of the policy for commissioning support services. They will also manage relationships with a portfolio of commissioners to ensure that contracts awarded through the LPF are being delivered appropriately and to escalate any issues that arise. The role requires someone who: Can operate in a politically sensitive environment, has the confidence to challenge established thinking where it is appropriate to do so and knows when issues need to be escalated to a more senior level; Can develop a comprehensive understanding of the strategy for commissioning support services and actively participates in shaping and implementing the policy; and Has prior policy experience or is interested in developing skills in the policy making arena. Senior Personalisation Manager (London) As a Senior Personalisation Manager in the Personalisation and Choice Group you will be involved in driving forward delivery of the

6 Group Overview of Work Typical Secondee Role New Care Models and by increasing choice and control over services. The Personalisation and Choice Group is currently leading the delivery of ambitious, high-impact programmes, including: Personal health budgets: a proven way to improve outcomes by giving people greater choice and control over their health care, including through direct control of the resources. The programme supports all Clinical Commissioning Groups (CCGs) in England to develop the capacity and capability to implement PHBs effectively and sustainably for everyone that could benefit in line with the Mandate ambition of 50, ,000 people by 2020; and Integrated Personal Commissioning: a radical approach to joining up health, social care and other services (such as education for children and young people) at the level of each individual. It enables people, carers and families to blend and control the resources available and to shape their own care through integrated personal budgets. IPC is the wider model of personalised care within which PHBs will become mainstream elements of NHS care in future. The programme currently supports 18 Demonstrator sites, covering 32 CCGs, with plans to roll out to 50% of the country by 2020, aligned to the expansion of New Care Models. The new care models programme was formally launched in January 2015 when organisations and partnerships from across England were invited to become vanguard sites. Fifty vanguards have now been selected and are leading on the development of new care models which will act as the blueprints for the NHS moving forward and an inspiration to the rest of the health and care system. core programmes described in section 3.2. For example: Identifying and taking ownership of specific issues in relation to the scale up of personalisation and developing plans for how these issues can be resolved; Working with delivery teams to understand challenges and barriers on the ground to delivery of personalisation; Working with system users to develop an understanding of different perspectives, leading to co-produced solutions to system problems; and Building strong relationships with wider NHS England stakeholders and beyond, managing risks and identifying opportunities from the inter-dependencies between programmes Financial lead or Senior Financial Lead As a Financial Lead or Senior Financial Lead within the New Care Models team, you will work as part of our finance team, working to both directly support vanguards who are implementing new models of care and to ensure the internal financial governance for the Vanguard Programme. There are five types of vanguards which focus on improving the care As a Financial Lead or Senior Financial Lead you will act as a 6

7 Group Overview of Work Typical Secondee Role provided to millions of people across the country. This includes connecting up GP, hospital, community and mental health services. They will also join up the often confusing array of A&E, GP out of hours, minor injuries clinics, ambulance services and 111 so that patients know where they can get urgent help easily and effectively, seven days a week. The purpose of the new care models programme is to support the delivery of new care models in vanguards and their wider adoption across the country. We will achieve this by: supporting the vanguards to deliver the new care models; facilitating learning between the vanguards and the wider NHS and social care to help deliver the new care models; and working with the national bodies to address the barriers to vanguards implementing new models of care and their wider adoption business partner to a portfolio of vanguards, providing strategic and operational financial support. This includes attending quarterly meetings, providing ad-hoc advice and acting as a critical friend to scrutinise financial plans. You will also work closely with the New Care Models account managers and senior account managers, working effectively to support the programme and ensure sound financial governance. Key activities will include: Acting as first point of contact on all financial issues for your portfolio of vanguards; Reviewing and challenging the financial returns and financial plans for your portfolio of vanguards; Attending quarterly review meetings and acting as a business partner to both our internal team and your vanguards; Supporting our internal processes to ensure sound financial governance; and Providing strategic financial support to the team. Policy Partnerships and Innovation The Policy, Partnerships & Innovation Group plays an important role in managing our organisational relationships and providing expertise which supports NHS England and the wider NHS to deliver the ambitions set out in the Five Year Forward View. Our portfolio includes: Managing the relationship with government, through the mandate to NHS England and ensuring effective partnerships with other national organisationsl; Providing expert advice on how the NHS can become a more environmentally and financially sustainable system; Leading the NHS response to leaving the European Union. Increasing the uptake and value of research and innovation in Manager or Senior Manager (London) As a subject lead, manager or senior manager within PPI you will be required to communicate and provide highly complex information to a wide range of stakeholders, working constructively to achieve progress on contentious issues and to nurture important relationships. The work of the group is broad and over time a number of positions may become available across a range of projects. However the common requirements of all roles will be to: Operate in a highly political and sensitive environment, maintaining a focus on improving care quality for patients, health for the wider population and value for money for the 7

8 Group Overview of Work Typical Secondee Role Analytical Services the NHS and harnessing the opportunities offered by science and technology; and Providing professional policy development support and expertise, including the provision of adaptive capacity & capability on key policy problems. Analytical Services Group is led by the Chief Analyst and is made up of four analytical teams: Analytical Insight Resource Unit Commissioning and Policy Analytical Unit Medical and Nursing Analytical Unit Operational Research and Evaluation Unit We support the breadth of NHS England s responsibilities and undertake a wide variety of work ranging from bespoke modelling to support new policy initiatives to analysing data and surveys to understand the NHS performance. Some examples of our projects include; modelling future levels of hospital activity and production of a tool to help support local areas for long term planning; evaluating the success of new ways of delivering care to patients as part of the delivery of the NHS Five Year Forward View; analysis to understand the drivers behind cancer waiting times; analysis of the drivers behind the growth in GP referrals; and modelling to support the Maternity Review including development of a model for understanding and planning midwifery workload. taxpayer; Deliver project work, by using core policy skills in the application of evidence, option appraisal, engagement, implementation and evaluation; Undertake in depth analysis and provide advice and prepare briefings for directors, stakeholders and governance groups; and Support the identification and sharing of best practice Analyst or Senior Analyst (London) As an Analyst or Senior Analyst, you will work as part of a dynamic analytical community supporting managers and staff across all of NHS England functions. You will support a team of senior analytical managers within the NHS England Analytical Service, which will provide strategic analysis for insight into NHS performance and evidence to support decision-making. The role requires someone who can: Demonstrate knowledge and established practice of a variety and depth of analytical techniques (including advanced Excel skills) to provide quality, timely analysis and intelligence relating to key priorities of NHS England. These priorities will include assurance and accountability, commissioning, transformation, quality and safety, finance and policy and strategy development; Be adaptable when finding analytical solutions to problems, to analyse and triangulate data in innovative ways and present findings clearly to a range of audiences. Understand the importance of maintaining quality within analysis; Be able to largely drive their own work programme, providing guidance and review of other s work and contributing appropriately to the overall strategy; 8

9 Group Overview of Work Typical Secondee Role Have excellent communication skills and be able to influence people with different perspectives to get the most out of stakeholder relationships; and The team has a broad portfolio of expertise which includes operational research techniques, programming (using VBA/SQL/SAS/Stata), manipulation of big data, modelling and other statistical analysis techniques. 10 4 Next steps Secondment opportunities are available for a minimum duration of six months. Roles are available at a range of levels of seniority. Successful candidates will keep their existing terms, conditions and salary, with NHS England reimbursing employers for these costs.
