1 Significant Environmental Aspects, Objectives and Key Actions Summary. Loughborough University s Environmental Management System (EMS) aims to provide structure for the management and mitigation of our environmental impact. Through the EMS we have conducted an environmental review to identify our environmental aspects, the impacts they may have, and the significance of those impacts. It provides the structure within which we can set objectives and key actions to mitigate those impacts. The environmental review and objectives and key actions inform the institution s environmental policy, as well as the action plans and procedures which stem from them. The review identified 54 environmental aspects, of which, 13 were positive and the remaining 41 were negative. All aspects have been assigned a significance rating after analysis through a risk-based matrix. Each aspect has a significance rating for its potential impacts under normal, abnormal and emergency circumstances. Negative aspects are then classed as high, medium or low risk depending on their significance rating. Further detail on this process can be found in the EMS manual. All significant aspects require objectives to be set against them in order to manage and mitigate their negative environmental effects. For the purpose of setting objectives and key actions, the institution has identified that there are 30 aspects of moderate or high significance across the following 7 focus areas: 1. Energy & Carbon 2. Waste & Resource Management 3. Travel & Transport 4. Construction, Refurbishment & Maintenance of the Estate 5. Procurement 6. Emissions to air 7. Water Management (includes discharges to water) Objectives and key actions have been set to both mitigate the significance of the environmental aspects identified but also to ensure continual improvement across these key areas. The objectives and key actions are summarised on the following pages. Objectives & Key Actions 1. Energy and Carbon Responsible Group: Estates Master Planning Objective: To develop and publish a new University Infrastructure Plan and new Energy/Carbon Management Plan. 1. Submit funding bids to appropriate Cttee Objective: To report and publish the progress of the energy and water performance on an annual basis to the appropriate University Committees. 1. Publish and circulate Objective: To ensure that reporting requirements are completed in a timely and accurate manner to ensure compliance with all internal and statutory reporting relating to carbon management: (Internal reporting, EMR, EUETS, CRC, CHPQA, DEC's TM44 Inspections) 1. June - DEC's Objective: To work closely with the project delivery teams to ensure that cost effective technical solutions are considered, evaluated and implemented as projects develop and review the current and planned projects in line with the published Capital Development Plan. 1. Involvement with Project Briefs and design meetings Objective: Increase energy awareness through communication with staff and student champions, Operations Mangers and wider social media. 1. Waste & Resource Management Responsible Group: SSRSC Objective: To ensure compliance with all waste legislation 1. Ongoing provision of segregated waste solutions 2. An annual compliance audit will be undertaken 3. Monitoring of WTN's and CN's Objective: To seek ways of improving the application of the waste hierarchy through locally focused actions 1. Identify and work with specific buildings 2. Assess building waste types and recycling levels 3. Identify solutions to increase the application of the waste hierarchy Objective: To monitor waste and recycling data and communicate this regularly to stakeholders 1. Travel and Transport Responsible Group: Travel and Transport Group Objective: To reduce the use of fossil fuels for personal travel 1. Actions as detailed in the travel plan Objective: To work closely with finance and procurement to reduce the use of fossil fuels for business travel 1. Review current University Business Travel Policy 2. Identify areas of opportunity for improvement 3. Implement approved actions Objective: To work with FM and procurement towards the goal of moving 50% of the Facilities Management fleet over to low-carbon vehicles. 1. Construction, Refurbishment & Maintenance of the Estate Responsible Group: Campus Infrastructure Group / Biodiversity Working Group Objective: To ensure the construction 'aspect' compliance as required under the University's Environmental Management System(EMS). 1. To ensure the regular monthly update/liaison meetings between Development and Sustainability occur and the effectiveness reviewed regularly. 2. Ensure all relevant documents are current for dissemination as part of project development process. 3. Review communication of the relevant douments at the pre contract meeting and progress meetings. Objective: To ensure the Development team through training develop a greater understanding and awareness of the relevant legislation applicable to achieving the relevant EMS objectives 1. All project managers have, included as an objective, within there PDR the need to develop a greater understanding of the legislation relevant to achieving EMS objectives. Objective: To provide support for environmental initiatives through sound business case. 1. Business case is part of internal governance and is discussed and decisions made on the feasibility of all projects at Operations Committee. Facilities Development coordinate this process and as a consequence are supportive in all environmental initiatives that require FD involvement. 4 1. Reduction of the University s carbon footprint will form a basis on which the Estate Strategy will develop. 2. Through this process and development of the strategy the existing building stock will be reviewed through building efficiency and effectiveness in rationalising the stock. 3. Consideration of those buildings that require refurbishment, replacement or demolition. Objective: To consider sustainable design, construction and post occupancy incorporating renewable energy innovation where appropriate. 1. As part of the design process early consultation and liaison with the Sustainability Team to determine feasibility and options. 2. Where appropriate move forward through the design process and internal governance. Objective: To manage and mitigate the environmental impact associated with construction activities as required by 'best practice' guidance and relevant legislation. 1. Assessing project development against the Sustainable/Biodiversity Action Plan and the Environmental Management Plan. 2. Development and monitoring of the construction activities risk register. Objective: To consider whole life costing and responsible material sourcing practices in the procurement of all new build and refurbishment projects. Handover and maintenance processes will help, but, moving into whole life costing and responsible material sourcing is a significant change for the University and will require a culture change and the supporting cost to ensure this moves forward. Objective: To achieve Breeam in accord with the University policy - New Build (Excellent); Refurbishment (Very Good). 1. Early involvement of the Breeam Accreditor. 2. Carry out initial Breeam evaluation on all projects. Objective: To work alongside and communicate with all stakeholders including sustainability at design stage of any project. 1. Sharing of information at design team meetings, PMB, stakeholder kick off meetings Objective: To ensure an effective business case/options study supports all project submissions to Operations Committee for inclusion of whole life costing and sustainable construction where appropriate. 1. A percentage increase in the number of projects successfully incorporating sustainability into projects. 2. To form part of the governance approval process for all projects. 5 1. Project Managers to include all relevant policies as part of the tender documents. 2. Pre contract meetings to set out strategy for monitoring the effective communication. 3. Progress meetings to monitor the continued effective communication of upto date documentation. Objective: To consider the detrimental visual impact of skips, bins, smoking shelters and bike stores on campus incorporating screening. 1. Infrastructure Working Group (IWG) to assess the aesthetics and location of the above across campus. 2. To make recommendations to Ops Committee for schemes in respct of the provision of the above. 3. IWG to strategise the placement of the above. Biodiversity: Objective: To conserve and enhance biodiversity and realise the wider benefits that this brings in line with legislation 1. Monitoring of the Biodiversity Action Plan 2. Biodiversity Working Group Objective: To integrate the LUBAP with the day to day running of the campus following/delivering the action plan 1. Seek opportunities for further partnership development with FM colleagues 2. New opportunities through change in line management of G&G 5. Procurement Responsible Group: SSRSC / Finance Committee Objective: Develop our suppliers in terms of sustainability Encourage suppliers to create a Sustainability Action Plan using the NetPositive Supplier Engagement Tool (through supplier events, tender document, contract award letter and contract management prompts) Objective: Increase our suppliers' level of awareness/consideration of slavery/human trafficking in their supply chains Encourage suppliers to create a Sustainability Action Plan using the NetPositive Supplier Engagement Tool, including slavery/human trafficking mitigation actions (through supplier events, tender document, contract award letter and contract management prompts). Objective: Reduce the number of PCs/laptops purchased Develop PC/Laptop asset register, further centralise order placing via IT Services, challenge demand and reallocate unused assets (rather than purchase) where possible. 6 Ensure BREEAM standard considered at procurement strategy stage and explanation as to why the default Excellent for a new build and Very Good for a refurb is recorded where a lower standard is to be specified. Objective: Ensure that regional SMEs are not unduly inhibited in winning University contracts Implement SME-Friendly Procurement Policy, including regularly attending regional SME events to explain how the University undertakes procurement Objective: Ensure that staff know when and how to build sustainability benefits/risk mitigations into contracts 1. Prompt consideration of sustainability benefits/risks within the checklists and templates used by Procurement staff 2. Explain the types of sustainability benefits/risks to be considered when undertaking a procurement exercise as part of the rolling in-house procurement training delivered to non-procurement staff. 6. Emissions to air Responsible Group: SSRSC Objective: Monitoring of Smoke stacks 1. Routine visual monitoring of the FM Yard chimney 2. Monitoring to be recorded 7. Water Management Responsible Group: SSRSC Objective: To ensure appropriate stakeholders are trained in pollution prevention / spill response 1. Promotion of spill response training courses 2. Maintain and promote any changes to the spill response procedures 3. Audit awareness and attendance on spill response training Objective: Raising awareness of drain protection 1. Drain markers to be fitted in academic areas 2.
