Emergency Management This position is required to contribute to emergency management activities in the event of a declared emergency when required and directed by the supervisor/manager. 3 Position Objective The purpose of the role is to: Manage available human, financial and physical resources to achieve Council s objectives and deliver exceptional customer service. Support Council in providing strong community leadership and in pursuing the aspirations and full potential of the community. Support the Mayor and councillors in the performance of their roles, including by providing high-level advice that is timely, relevant and reliable. Evaluate all aspects of service delivery and recommend relevant changes to policy and practice that are, or have the potential to impact adversely on service operations. Key Responsibilities and Duties Key Area Council Responsibilities and Duties Provide timely, accurate and astute advice, particularly on strategic issues. Ensure that Council policies, decisions and expected outcomes of the Council Plan are executed precisely, promptly and effectively. Foster high levels of integrity and teamwork between senior management and councillors Foster and maintain effective relationships with the community and other key stakeholders within and outside the region Communication Promote a positive image of Council and its activities. Ensure regular, timely and effective communication with the community and other stakeholders Financial and Legal Ensure that the activities of Council are undertaken in a way that is financially and operationally sustainable, in accord with best business practice and compliant with legislative and statutory obligations. Ensures services, capital works programs and projects are delivered efficiently, within budget and designated timeframes. Economic Development Human Resources Management Proactively seek opportunities that will benefit East Gippsland Shire Council, its constituents and the community. 4 Properly provide for appropriate professional and career development of staff Occupational Health and Safety Ensure that appropriate measures and controls are in place to ensure that all staff adhere to relevant Occupational Health and Safety legislation and comply with Council s Occupational Health and Safety policy and procedures Understand and adhere to responsibilities and accountabilities for Occupational Health and Safety within East Gippsland Shire Council as per the OHS Responsibility Procedure General Lead, demonstrate and support a culture of positive action, quality and customer service within the organisation Act in accordance with Council and Management Policies, relevant legislation and Council s Staff Code of Conduct. Responsibilities and Duties Further Information Council Provide Council with the best contemporary strategic advice, based on but not limited to a sound assessment of opportunities and risks, strengths and weaknesses, and the limitations imposed by law. Provide timely advice to Council on all issues and opportunities concerning Council s operations that may have adverse or positive political or other ramifications. Prepare for and attend meetings of Council and other meetings as required by Council. Follow through to ensure that the policies and decisions of Council are executed promptly, precisely and effectively, ensuring that all requested reports are supplied in a timely manner for Council meetings. Provide support to Council to assist it to function as representatives of constituents and as representatives of Council on other bodies and in other places. Community Gain and maintain an understanding of the current and changing needs and aspirations of the communities of East Gippsland Shire Council. Develop community connections along with exceptional engagement capabilities in diverse settings. Attend appropriate social engagements and community functions and have an active involvement in community affairs. Communication Effectively and constructively manage communications between multiple stakeholders (e.g. Council, Boards, Councillors, Executive, etc.) Page 4 of 11

5 Ensure seamless communication with councillors and key staff, and effective communication with all staff. Lead Council s communication processes to the community, the media and others. Promote a positive image of Council, its long-term sustainability and its activities. Ensure that all information is accurate, timely and sound. Ensure that Council activities and initiatives receive appropriate media coverage. Maintain effective and cooperative communication with community organisations, businesses, neighbouring councils and other government authorities and departments. Human Resources Management Encourage and provide opportunities for members of staff to develop their stills, knowledge and attitudes, within the training and study policy of Council. Motivate staff to work to their full potential, ensuring that staff have a clear understanding of the mission and values of the organisation. Ensure that all staff provide an exceptional level of customer service in their dealings with individuals and organisations that do business with Council. Instigate a best practice, contemporary performance review / peer review process on at least an annual basis and provide a summary report to Council on relevant outcomes. Ensure best practice distributed leadership model to empower etc. Develop a consultative, multi-skilled team approach in each major area of activity, installing and maintaining a system of delegation that ensures all decision-making is undertaken at the most appropriate level of the organisation. Ensure that equal opportunity and occupational health and safety principles and practices are followed and statutory requirements are met in all activities of Council. Regularly review the current employee relations policies, with the objective of achieving best practice productivity and best value principles. Instigate systematic bi-annual organisation reviews having regard to the objectives and budget indications given by Council and as appropriate, make changes to the organisation and work force to achieve the objectives of Council effectively and efficiently. Perform the statutory functions set out in section 94A of the Act in relation to appointment, review, direction and dismissal of Council staff. Financial and Legal Manage the preparation of the Council Plan and annual Budgets and submit quarterly reviews to Council. Ensure that Council s services, capital works and programs are delivered in accord with the intent of Council, on time, and within budget. Ensure that sound administrative and financial systems, procedures and controls are in place and functioning in all areas of Council activity in accord with best business practice, and to satisfy statutory obligations. Monitor and report on Council services and business undertakings and on outside events that could influence Council s financial planning, and keep Council informed of major opportunities, risks and threats. 6 Ensure that all Council activities and functions are carried out in accord with statutory obligations and having proper regard for legal precedents, thereby minimising Council s exposure to risk and litigation. Ensure that financial statements are prepared and audited in accord with relevant accounting standards and statutory requirements. Perform the statutory functions of Chief Executive Officer as required by the Act and all other government legislation that has specific relevance to Local Government operations, e.g. Freedom of Information and Privacy. Economic Development Identify and advise Council on and actively pursue economic opportunities (including tourism and agricultural) that are aligned with the adopted strategic view of Council. Where appropriate and within Council policy pursue and support regional initiatives such as industry, development and employment generation programs. General Have a sound knowledge of the Local Government Act 1989 and any successor acts relating to all aspects of Local Government functions. Keep abreast of advances in technology and in consultation with staff, introduce technology that can improve customer service, productivity and efficiency. Maintain a network of contacts in all levels of government, to keep up to date with developments affecting Council in particular, and local government generally. Ensure Council is apprised in a timely manner of any likely, foreshadowed or actual changes of government policy at both federal and state government levels. Maintain a close relationship with and active participation in relevant professional and industry associations. Undertake appropriate professional development activities in accordance with Council s study and training policies. Ensure that the needs of Council and its officers in the performance of their role and responsibilities are met and they are kept fully informed of all matters of relevance to their role and responsibilities. Accountability and Extent of Authority Effective overall management of Council. Discharge of the responsibilities and duties in this Position Description. Performance of all staff. Authority over all decision-making and functions within the organisation but in accord with the provisions of the Local Government Act 1989 or any successor act, within the constraints of Council policy and directions made within these policies, budget, and not where there is a statutory requirement for the decision to be made by Council.
