Box: 2467 Tel: Fax: Annex I JOB DESCRIPTION Position title: Directly reports to: Supervises: Validity: Location: Conservation Area Manager, Eastern Plains Landscape, WWF-Cambodia EPL Landscape Manager, WWF-Cambodia CET Senior Project Officer, Law Enforcement Technical Advisor, Mobile Enforcement Unit, TRAFO Project Officer, and Ecotourism Project Officer One year (with extension depending on fund availability) Base permanently at Sen Menorom Mondulkiri Province, Cambodia and regular monitor law enforcement teams at PPS and MPF Background WWF has a long established presence in the Mekong region, starting in Vietnam in Since then, WWF operations have grown to four Country offices based in Cambodia, Laos, Thailand and Vietnam, including a Regional team in the Hanoi, Vientiane and Bangkok offices. Following a strong track record of conservation delivery over the last 20 years, WWF has established both the credibility and presence to deliver conservation impact at all levels from provincial, to national to regional guided by the WWF Greater Mekong Programme strategic plan FY11-FY15. The Eastern Plains Landscape (EPL) is one of three large projects supported by WWF- Cambodia. Covering almost 6,000km 2, the EPL project gives especial support to two conservation areas (Mondulkiri Protected Forest (under Ministry of Agriculture, Forestry and Fisheries) and Phnom Prich Wildlife Sanctuary (under Ministry of Environment)). This is an area of extremely high biodiversity value but is under significant threat from a wide range of activities including the illegal trade in wildlife and timber, forest encroachment and habitat conversion. I. Major Function The Conservation Area Manager works permanently at EPL office and acts as a project focal point to address land use delineation, law enforcement, and conservation centred eco-tourism related technical matters of the EPL conservation areas (Protected Areas, Protected Forest). 2 programme initiatives under the theme of protected areas management as appropriate, and for the quality control of related project/s efforts. Major Responsibilities A. Action plan development and implementation 25% Design and develop technical project initiatives to support broader project-related goals in Protected Areas, including, but not restricted to 1) land use delineation, 2) law enforcement, 3) Community Engagement and 4) conservation centred eco-tourism; Provide support to the Landscape Manager and counterparts in the development, monitoring, review and updates respective of protected area management activity work plans; Develop and maintain effective contacts with a wide range of external contacts and with organisations and individuals who can assist in conservation and bio-diversity protection activities; Support to the Landscape Manager and other senior staff in drafting proposals and budget management whenever requested; and Provide coordination assistance with relevant WWF teams and initiatives, especially ensuring connectivity and coordination between law enforcement, community engagement, and research B. Technical Advisory and Technical Capacity Development 55% Assist EPL Manager to provide technical expertise and oversight to the development and implementation of EPL conservation efforts at local, provincial and national levels regarding: 1) land use delineation, 2) law enforcement, 3) Community Engagement and 4) conservation centred eco-tourism. Provide technical expertise and support to an appointed Law Enforcement Technical Advisors (PPWS & MPF) and Mobile Enforcement Unit, in the implementation of conservation area management best practices: 1) outpost operations, and 2) patrol planning, 3) data recording, and 4) enforcement practices; Provide technical support to Protected Area managers in patrol planning, tactical patrolling, law enforcement monitoring, and intelligence gathering and regular update the progress to EPL Manager; Provide guidance regarding the use of MIST and SMART support to EPL staff and stakeholders as required Support the design of basic training programmes for government field rangers and community patrol teams as required, e.g. judicial processes and law, data collection (use of GPS, maps, and binoculars and recording data onto patrol forms), basic first aid, radio communication, self-defence and resource use Provide technical inputs to the Community Engagement Team (CET) and eco-tourism project officer activity planning and monitoring and regular update the progress to EPL Manager

Monitoring and Evaluation, Reporting 10% Provide support to the monitoring and evaluation of protected area management in the Eastern Plains Landscape with consultation of EPL Manager; Prepare technical reports of both Khmer and English for WWF network, donors and government on protected area management activities; Provide support on the analysis of protected area management activities on a six monthly and annual basis and share results with concerned staff Ensure that METT and SMART reports are up to date and available D. Other Technical Specifics 10% Work in close coordination with the relevant communications staff of WWF-Cambodia to communicate issues and achievements of the post to defined target audiences Maintain an awareness of staff comments and any complaints to identify any areas that may need development or improvement Build and maintain the informant network in the landscape Develop annual 1) land use delineation, 2) law enforcement, 3) community engagement and 4) conservation centred eco-tourism strategies for the landscape that address project goals and objectives; and E. People Management Involve in the recruitment and selection of staff under supervision Work with HR Manager to identify training needs and development opportunities for supervised staff Provide training/mentoring to staff to help them understand the project and to acquire the necessary project management skills Develop TORs for consultants and monitor the work of the consultants to make sure that the expected outputs are delivered Oversee the capacity building of CET Senior Project Officer, Law Enforcement Technical Advisor, Ecotourism Project Officer F. Issue Resolutions Provide advisory and technical guidance to CET Senior Project Officer, Law Enforcement Technical Advisor, Ecotourism Project Officer counterparts, and consultants on all aspects related to the project when required All serious issues related to law enforcement of (PPWS, MPF, and MEU) are to report to or consult with EPL Manager before releasing that information to outsiders and all release information related to law enforcement results are to discuss with EPL Manager and follow by

Education and Qualification Master s degree in conservation, natural resource management, bioregional planning, environmental, or in relevant fields Advanced certificate in Nature Conservation and a relevant degree in law enforcement. 2. Preferred Knowledge Knowledge of conservation, community engagement ecotourism and law enforcement issues in the Greater Mekong Region, especially in Cambodia 3. Experience 4. General Skill Understanding of policy and regulations in related fields in Cambodia Knowledge of relevant planning tools e.g. MIST and SMART Knowledge of relevant planning tools and processes in Ecotourism development At least 5 years as project manager in the sector of the conservation and or Natural Resource Management 3 years of practical experience in advising and or training in conservation and biodiversity protection law enforcement, or related field, preferably 2 years of which should have been in Cambodia; 3 years of practical experience in advising on and or developing ecotourism initiatives; and Experience of working with Government officials and line staff in an advisory and or training role Influencing Presentation and communications
