3 1. Leadership and Commitment Wells is committed to drive and implement HSE initiatives and programmes to pursue Upstream Business AIM ZeR0 objectives, ensuring Everybody Goes Home Safely, whilst protecting the environment, our assets and Company s reputation. Wells is also committed to embrace the PETRONAS Cultural Beliefs to drive cultural changes related to HSE, ultimately achieving a Value-Driven HSE Culture in We will continue driving Back to Basic practices and hands-on implementation of the Hearts & Minds programme. Rig/Barge contractors are given full authority to run trademark Workplace Hazard Management (WHM) and Rig/Barge as My Second Home campaign. HSE Leadership and expectations to all Wells Leaders and Senior Contractor management has been communicated during 2016 Annual Wells HSE Forum. This is followed by subsequent communications and conversations on related HSE matters through WLT meeting and monthly Contractor HSE engagement sessions.

4 2. Policy and Strategic Objectives PETRONAS Health, Safety and Environment Policy dated 1 April 2015 shall be disseminated and communicated to all staff and Contractors. The following HSE strategies and initiatives have been established for FY 2016 based on Wells Global business requirement identified through HSE performance analysis and assurance exercises and are aligned with Upstream Business strategic direction: HSE Strategies & Intervention Plans Demonstrate HSE commitment and deliver clear HSE expectation across all levels through effective engagements involving Senior Management and Rig Contractor Senior Management Enforce and drive compliance of HSE requirements, including Mandatory Control Framewotk (MCF) closure Develop competent leaders & work force with focus on identified Critical Positions (Crew Competency Card & HSE e-learning) Rigorous assurance (Tier 1 & Tier 2) and effective gap closure Enhance HSE awareness through identified HSE campaigns and site HSE coaching, including hazard identification & implementation of Hearts & Minds programmes Strengthen selection of sub-contractors by rigs Incorporation of PETRONAS Cultural Beliefs to enhance HSE Culture at worksites Convene Wells Incident Review Panel (WIRP) to ensure thorough review of incidents to prevent incident recurrence

5 The following key performance indicators shall be monitored and results to be reported monthly to quarterly in Upstream HSE Committee Meeting and Technical Global Management Meeting. Organization, Responsibilities, Resources, Competency, Standards and Documents Adequate and competent resources shall be provided to achieve desired HSE objectives, whilst established HSE performance targets shall be assigned to staff for comprehensive tracking. Additionally, we will drive the implementation of the Wells HSE Training Matrix across all levels and shall review staff HSE competencies during staff appraisal. Any gaps identified shall be closed through relevant training and development programs. In 2016, Wells will focus on competency assessments (HSE e-learning) for DS, DSV and relevant SMEs. Wells Manuals shall be cascaded and accessible through Wells ECM to relevant parties in a controlled manner, and reviewed as and when necessary to ensure our operations are carried out in a safe and resourceful manner. Wells shall adhere to PTS document (PTS Management of Contractors Procedure) to ensure effective management of our Contractors and shall continuously monitor as well as support Wells Contractors towards achieving the desired HSE performance targets (to replace paragraph above).

7 4. Hazards and Effects Management Process In addition to robust hands-on risk management and prevention, Wells shall continue to implement our Trademark Workplace Hazard Management (WHM) and thorough HSE risk assessments. Subsequently, the appropriate control and recover measures shall be put in place. All identified HSE hazards shall be effectively communicated and understood by all relevant staff and Contractors across our operations. All Contractors shall also carry out HSE risk assessments to commensurate with the scale and risk of the contracted activities.

8 5. Planning and Procedures All HSE Critical activities shall be carried out as per relevant procedures and guidelines. These procedures/instructions shall include the relevant HSE controls instituted to minimise risk to people, environment, asset and reputation. Wells shall ensure all Management of Change (MOC) are reviewed, approved and properly closed per Company s guideline to ensure risk posed by changes or modification remain as low as reasonably practicable. Adequate standards and procedures, including Permit to Work, Bridging Document and Specific Instructions for Simultaneous Operations (SISO) shall be in place and understood by all employees and contractors. Project Emergency Response Plan shall be updated and regular Emergency Drill shall be conducted as per plan. For Well Control incident management, Blowout Contingency Plan shall be established and operationalized through the Well Control Response Team setup.

9 6. Implementation and Monitoring Compliance to HSE regulations, procedures and guidelines, including MCF and ZeTo Rules, shall be respectively monitored through Rig/Barge HSEMS assurance/verification exercises, HSE assurances and HSE case operationalization. Plans shall be in place to correct any deficiency or non-compliance within the stipulated period for close out. For major and HiPo occurrences, Wells Incident Review Panel shall be conducted to establish root causes and propose remedial action plan.

10 7. Assurance All gaps identified through HSEMS Assurance exercises (Tier 1, 2 and 3), including Wells Global HSE MCF compliance assessments, shall be tracked, implemented and reported accordingly for closure. All identified gaps shall be closed within the stipulated time frame.

11 8. Management Review Management Review, including the Wells Incident Review Panel shall be conducted consistently to assess Wells overall HSE management and performance. Outcomes from the review shall be used to establish HSE performance targets for the next Financial Year to ensure continuous improvement.

12 Part B : Risk Management

13 Wells Global shall manage our risk according to PETRONAS requirements i.e. adopting PETRONAS risk policy and implement PETRONAS 3-pronged Resiliency Model which focuses on Enterprise Risk Management (ERM), Crisis Management (CM) and Business Continuity Management (BCM). We are committed to implement risk management best practices by ensuring all key risks are effectively identified and managed, as well as ready to respond to any crises. In the event of any prolonged disruption, business continuity practices shall be implemented to restore and ensure continuity of key business activities. Wells Global will drive and implement risk initiatives and programmes to support the achievement of PETRONAS and Wells Global objectives. The emphasis would be towards hands-on at site activities, to ensure risk compliance and to provide assurance on implemented mitigations. This is to support the internalization and cascading of risk management culture and practices from the office right to the work site. Our priority will be on drilling activities risk prevention in order to further strengthen our internal control. Wells Global leaders will drive and demonstrate strong commitment towards managing risk across all levels, deliver clear expectations and enforce risk requirements. Management Review shall be conducted consistently to assess overall risk management and performance.
