1 OUTREACH NOTICE United States Department of Agriculture Forest Service ANILCA OUTREACH JOB OPPORTUNITY NOTICE Job Outreach Number: AP-EMH The Tongass National Forest, Juneau Ranger District, is filling an excepted service position under the Alaska National Interest Lands Conservation Act (ANILCA) hiring authority, Public Law Anyone who has lived or worked in or near the geographic boundaries of Juneau Ranger District and who has special knowledge or expertise concerning the natural and cultural resources of the Juneau Ranger District, area may apply. POSITION: Forestry Technician, (Recreation) GS /06 Salary: GS-05 - $17.76 per hour plus COLA GS-06 - $19.79 per hour plus COLA Salary may be adjusted to include a Cost of Living Allowance (COLA). See the OPM website at: for additional information about the continuation of COLA after December 31, Location: Juneau, AK Tour of Duty: Permanent/Full time/seasonal 13 pay periods of pay status, 13 pay periods of non pay status. Assures recreation sites and areas with one or two major uses are operated and maintained in accordance with operation and maintenance plans. Schedules daily activities, establishes maintenance schedules, and inspects cleanup operations based on recreation operation and maintenance plans. Makes repairs to damaged facilities and maintains recreation facilities such as toilets, road closure gates, hand pumps, water systems, picnic tables, fire rings, barriers, dumpsters, and other miscellaneous structures. Reports on conditions and use of sites and areas. Maintains contact with and provides support to Campground Host(s). May serve as a unit fee collection officer. Collects fees, counts, reconciles money collected, and ensures deposits are made appropriately. 1

2 Patrols wilderness to ensure areas are operated, used, and maintained in accordance with Wilderness Management Plan. Naturalizes sites where necessary in order to control use and prevent resource damage. Installs and maintains information boards, travel signs, regulatory signs, and other signs associated with recreation sites, travel management, and safety. Provides detailed information about recreation opportunities to Forest visitors and explains the Forest Service rules and regulations. Provides information on resource management practices, regulations, and current conditions. May perform law enforcement responsibilities using all-terrain vehicles (ATVs), to patrol unit roads, trails ensuring position of forest property and visitors. Takes appropriate action to enforce Federal Regulations and to protect life and property. Coordinates enforcement activities with local Forest Service law enforcement personnel. NOTE: This position serves as a Forest Protection Officer, and as such, candidates must complete a background investigation to check for criminal history. The U.S. Government is authorized to ask for this information under E.O and section 3301, of Title 5 of the U.S. Code; and parts 5, 731, and 736 of Title 5, Code of Federal Regulations. GS-06: The incumbent serves as a principal assistant performing work in support of the unit s recreation program. Responsible for implementing both annual and longterm work plans for developed and dispersed recreation sites (campgrounds, day use sites, recreation residences, etc.). Assists other resource personnel to develop long-range plans for managing recreation resources within management developed and dispersed recreation sites on the unit. Identifies potential problems arising from changing use patterns and new activities and recommends strategies to deal with them. Assists in the development of plans for recreation area maintenance, rehabilitation, reconstruction, and construction projects in accordance with program management objectives and policies. Participates in the development of the unit s annual work plans. Prepares detailed project work plans and schedules, including required personnel, equipment, and supplies for specific assignments. Recommends settings for a variety of proposed recreation facilities and provides information about the characteristics of each area. Assists in the implementation of recreation operation and maintenance plans for developed and dispersed recreation sites. Monitors the scope of the approved operating plans. Is the point of contact with community organizations and interest groups to generate interest in and use of forest recreation facilities. Involves the community in program and activities. Determines and recommends possible public involvement. Coordinates group visits with operational personnel and communicates schedules and requirements for logistical support. Recruits and trains volunteers. Serves as contracting officer s representative (COR), determining when contracting is 2

3 the best means to complete a project. Works with contracting personnel to describe the job and develop specifications and a bid package. Serves as inspector and contracting officer s representative on service contracts, ensuring work is completed properly. Inspects recreation areas, areas of concentrated public use, and special use permits for compliance with the permit and management plans, public health regulations, and safety plans. As Collection Officer for recreation sites, collects fees, counts and reconciles money collected, and ensures deposits are made appropriately. Participates in all aspects of Special Use Permit administration for activities within undeveloped and developed areas of the unit. Accepts applications, determines potential impact on land and other visitors, works with applicant to identify alternative locations, dates, or activities and other ways to mitigate impacts, and prepares all documents associated with the permit. Assists with performing compliance checks and inspections on existing permits under Special-Use authorization. Assists with the enforcement of Off-Road-Vehicle (ORV) restrictions, including maintenance and posting of regulatory signs and enforcement of restrictions. Patrols district roads, trails, and waterways to ensure that use is in accordance with recreation plans and regulations. Ensures District closure gates are opened and closed in accordance with the plan. Protects the scene of any incidents and relinquishes control to police or other law enforcement officials. Patrols management unit to collect use data, identify or correct unsafe conditions, answer visitor inquiries, prevent vandalism and other anti-social behavior, gather current information recreation opportunities, and prevent theft of Forest resources and their destruction resulting from carelessness with fire. Assists in enforcing Federal Regulations and to protect life and property. Coordinates enforcement activities with local Forest Service law enforcement personnel. May inspect recreation residences documenting findings and contacting permittees to make sure they are complying with the terms of permits. Maintains developed sites, e.g., roadside and backcountry dispersed sites. Makes repairs, removes or replaces facilities, or closes areas of facilities when hazards cannot be promptly eliminated. Maintains District recreation facilities such as toilets, road closure gates, hand pumps, water systems, picnic tables, fire rings, barriers, dumpsters, and other miscellaneous structures. Where applicable, maintains and assists in the renovation of Recreation Rental Cabins. Prepare annual updates of work needed and cost to bring site conditions and operation up to full standard. Naturalizes sites where necessary in order to control use and prevent resource damage. Determines informational and regulatory signing needs for the unit, including arranging for installation, and monitors for effectiveness. Helps to keep sign inventory current. 4 ANILCA ELIGIBILITY Any individual who, by reason of having lived or worked in or near public lands, has knowledge or expertise concerning the natural or cultural resources of the Juneau, Alaska area and the management thereof is eligible to be considered for these positions. CONDITIONS OF EMPLOYMENT: U.S. Citizenship is required. Selective Service Registration is required for males born after 12/31/1959. Background Investigation required. Must be 18 years of age. The employee will serve a two year trial period which will equal the time served under the excepted service appointment. Under the provisions of 16 USC 3198(a), individuals hired into a permanent appointment will be eligible for non-competitive conversion to a career or career conditional appointment provided they have completed 2 years of continuous service, meet OPM competitive service qualifications requirements, meet satisfactory performance criteria, and meet satisfactory completion of prescribed training. If employees do not complete these requirements within 2 years, they are not converted to a career or a career-conditional appointment, and their ANILCA appointment is terminated. Such employees are terminated using the same appointing authority code. An individual may be terminated at any time during their ANILCA appointment for misconduct under 5 CFR 752 or unacceptable performance under 5 CFR 431.
