1 ATHLETICS AUSTRALIA STANDARDS FOR THE NOMINATION OF OFFICIALS 2012 AUSTRALIAN OLYMPIC TEAM LONDON 1. Background As required under Clause 8.4 of the AOC Team Selection By-Law, an NF may only nominate to the AOC persons it considers suitable for selection as officials of a Team but in doing so will only nominate those persons it believes: i) are suitable and qualified to fill the required positions in respect of the section of the Team concerning the sport controlled by the NF; ii) iii) whose capabilities, skills and experience accord with the requirements of the AOC as advised from time to time; and who will work efficiently and harmoniously with the Chef de Mission of the relevant Team appointed by the AOC. NFs must not nominate anyone who cannot fully satisfy the standards of conduct and behaviour required of each member of the Australian Olympic Team as detailed in the applicable Team Membership Agreement. 2. Positions to be Nominated 2.1 Subject to the final staff allocation numbers, Athletics Australia will nominate to the AOC persons to undertake the following positions: Section Manager Assistant Section Manager Head Coach Team Coach (x 8) Doctor Physiotherapist (x 2) Massage Therapist (x 2) Section Manager and Assistant Section Manager: 2.2 The AOC determines the roles and requirements for the Section Manager, Assistant Section Manager. Athletics Australia will nominate a Section Manager and Assistant Section Manager in accordance with the Section Manager Candidate requirements determined by the AOC.

2 Medical Personnel: 2.3 The AOC determines the headquarters medical personnel. Sport specific medical personnel to be nominated by Athletics Australia must be deemed suitable for nomination by the AOC Medical Commission in accordance with the AOC Medical Personnel Candidate Guidelines (for Doctors, Physiotherapists and Massage Therapists). The Athletics Australia s Chief Medical Officer and Head Physiotherapist (at their descretion) will nominate the medical personal who in their opinion will provide the highest level of support to the athletes. Coaches and Support Personnel 2.4 The person undertaking the role of Head Coach will be required to meet the requirements of the Head Coach s Job Description as outlined in attachment The person undertaking the role of Team Coach will be required to meet the requirements of the Team Coach Job Description as outlined in attachement 2. The nomination of these positions will be conditional on Officials meeting the prerequisite behaviour prescribed by the AOC Selection By Law. 3. Nomination of Coaches and Support Personnel The Athletics Australia International Tours Commission (ITC) is the group that nominates people for coaching and team management positions on all Athletics Australia touring teams. The ITC is a group of people experienced in international teams and includes Dean Barton-Smith, Carol Grant and David Tarbotton. All people nominated as coaches and to other positions will have extensive experience with previous teams at events such as Olympic and Commonwealth Games as well as World Senior, Junior and Youth Athletics Championships. Factors considered when nominating team coaches will include: Previous experience with Olympic, Commonwealth and World Championship Teams; Expected number of athletes personally coached in the Olympic team; Their role within the SIS/SAS network and as part of the Athletics Australia Target Events strategy; and Meeting the requirements outlined in the Team Coach Job Description Attachment Selection of Officials by the AOC i) The selection by the AOC of officials to the Olympic Team will be solely conducted by the AOC in its absolute discretion. ii) The final number and type of officials positions will be determined by the AOC in its sole and absolute discretion.

3 iii) iv) The AOC may advise Athletics Australia in respect of the Team of the AOC s determination of the number of officials that may be selected as members of the Team and the positions available to officials. Any requirements of the AOC concerning officials are guidelines only and are not nomination or selection criteria. The AOC may amend these requirements at any stage, whether generally or specifically to an individual official s position. Athletics Australia will implement a proper process to identify those officials that it will nominate to the AOC fully satisfying the AOC s requirements and the standards established by Athletics Australia to govern the nomination of officials. v) The AOC may select any person as an official of the Team and is not obliged to follow the nominations of Athletics Australia. vi) vii) Selection of each official will be conditional upon him or her signing the applicable Team Membership Agreement for the Team to which the official is selected. There is no appeal against any official s selection or non-selection by the AOC.

4 Attachment #1 HEAD COACH JOB DESCRIPTION Competencies Description Technical Knowledge Must be an Athletics Australia accredited coach in good standing. Experienced in the coaching and management of the national sporting teams and capable of discharging the duties of an Olympic Track & Field Head Coach. Understands coaching/management principles and their application to coaching a national track & field team. Understands the differences in demands made of coaches of Olympic Teams compared to those of national teams. Organisational Skills Demonstrates a clear understanding of the issues relating to coaching a national sporting team and a perception of the implications of being part of the total Olympic Team. Has the demonstrated capacity to plan and implement activities, to co-ordinate people and resources and to maintain appropriate monitoring and controls. People Management Has the interpersonal and management skills to successfully motivate and direct Team members (coaches and athletes) Works effectively with people and shows respect and sensitivity to their needs. Decision Making Demonstrates a logical and rational approach in weighing up issues and coming to a decision. Shows initiative in making decisions and taking action. Communication Demonstrates strong written and verbal communication skills and able to provide reports when required. Presentation Experience in dealing with international and national media and press conferences. Competent to deal with high-ranking Government representatives, officials of the Olympic Organising Committee, fellow sports officials, diplomatic officers and business leaders. Coping Skills Maintains personal control and quality standards when faced with long hours of work and changing demands. Commitment Shows enthusiasm and preparedness to put athlete performance before personal considerations. Available to travel with the sport to all pre-olympic competitions and preparations and attend all Team meetings and assemblies. Demonstrates commitment to the Olympic movement through an understanding of its Fundamental Principles.

5 Sport Technical Knowledge Demonstrates technical knowledge in their sport and knowledge of IF rules and procedures, to enable understanding of the sport specific administration procedures and specific technical requirements of the athletes and other officials. Computer Skills Sound computer skills, including word processing and use of Internet. Access to compulsory. DUTY STATEMENT The statement of duties below covers in general the major functional responsibilities of the Head Coach in conjunction with the Section Manager and Assistant Section Manager. Be familiar with the nomination and selection criteria. Liaise with the Team Section Manager and Assistant Section Manager re the use of radio and telecommunications equipment. Be available to be contacted 24/7 by mobile, fax or (where reasonably possible) Assist Section Manager in Team financial matters eg daily allowances, medical and other general expenses. Assist Team Management in setting up operation area at training camps and Games Village. Assist Section Manager in ensuring all team members attend compulsory team functions and dress and behave in the appropriate manner. Work with Team Management to ensure services of the Athlete Liaison Officer are beneficial to all parties. Obtain all relevant data on team members from Athletics Australia High Performance division; liaise with team medical personnel to ensure they also obtain any necessary medical documentation. Ensure any special travel requirements are in place including provision for extra baggage, vaulting poles, sport science and medical equipment. Ensure all travel taxes are paid. Carry foreign currency for stop overs and final destination. Ensure AOC and Athletics Australia Team Management division is aware of any special travel, accommodation or other arrangements that may be required by any individual athlete. Liaise with potential team members and personal coaches to discuss: Athlete s goals. Training / Competition program. Qualification and selection requirements. Monitoring of progress and any problems, special needs or services required. Monitor training to ensure athletes are in optimum state of preparation.

6 Support (Coach / Medical) Technical Meeting Daily Management & Competition Worksheets Post Games Team Accommodation & Environment Prepare rooming lists in consultation with Section Manager and Assistant Section Manager and ensure all athletes are checked into village / hotel. Visit dining room and check on meal arrangements. Ensure nutritional needs of all athletes are met. Assist Team Management in ensuring all team members are in a safe, harmonious and supportive environment. Coordinate the preparation and coaching of the team / group. Coordinate the work of the team coaches, medical staff, team officials and other team officials. Obtain a competition program and allocate coaching duties to the coaching team on the basis of their respective / individual expertise and team make up. Check for conflicts of programming (e.g. athletes doubling up, etc). Ensure coaches have relevant / current rule book/s, e.g. IAAF handbook at all times. Request provision, if time of arrival is suitable, for post travel warm-up and / or viewing of stadium for team members. Conduct appraisal of competition situation (along with other coaches, if necessary) prior to technical meeting. Prepare materials for Technical meeting in consultation with Team Coaches. Review and provide information to coaches on previous relevant Championships. Check transport times from accommodation to competition venue and duration of the journey, and then help team officials to establish a transport routine for competition trips. Ninety minutes should be allowed at the competition venue before the athlete s event is due to start. Arrange and coordinate daily meetings with Team Coaches / Team Doctor during competition to ensure all parties are fully informed and prepared. The Head Coach, in consultation with Team Coaches and Team Section Management should prepare a list of technical notes for the meeting. The Head Coach will attend the Technical meeting and will designate another staff member to accompany the Head Coach. Assist Team Section Manager and Assistant Section Manager in the preparation, updating and accuracy of the operational worksheets. Provide Section Manager with written report for inclusion in Team Report for AOC and Athletics Australia.

7 Attachment #2 TEAM COACH JOB DESCRIPTION Must be an Athletics Australia accredited coach in good standing. Advising the Head Coach on specific coaching, technical and tactical matters relative to the events for which they are responsible Providing specific coaching, technical and tactical services for athletes in preparation for the competitions Providing specific items for the technical report Equipping the Team Leader/Head Coach with specific items for the Technical Meeting Anticipating the needs of athletes and being in a position to respond positively to these needs Introduce themselves to/and familiarise himself or herself with the athlete and personal coach in his/her event area prior to departure and post selection Should obtain from the personal coach training programs for all athletes he/she has been allocated Should obtain details of the athletes season and lifetime best performance, and if possible, those of the opposition and oppositions patterns of performance (e.g. tactics, competitive temperament, etc.), done via initial contact with personal coach If possible, facilitate access to the athlete for the personal coach prior to competition if the athlete so desires If possible, facilitate access to warm-up and spectator area for personal coach if athlete so desires Should establish the athletes fitness status, evaluate such information when advising the Head Coach on late selection, pre-departure trials etc. and maintain close liaison with the physiotherapist and team doctor on areas of doubt Must check medical clearance on bandaging/taping, especially throwers hands and that three copies of the letter of clearance are available in the language of the meeting Must check athletes personal equipment, e.g. shoes, spike length to ensure they are adequate for the requirements of a specific competition. In addition, he/she should check that athlete has clothing suited to the climatic conditions. If conditions are hot or wet the athletes kit will require to be changed if the athletes have two or more outings e.g. Combined events and Relays Must check that the athletes have his/her number(s), Olympic Team uniform and all that they require to compete before leaving team headquarters Must inform athletes of transport; warm up, reporting, competition times and competition draw Must attend all training sessions of athletes allocated where appropriate or provide appropriate supervision If in hotel, know the athletes room number and roommate Ensure the athlete also has your room and contact numbers All coaching staff represents Athletics Australia and during the period of the Games, the 2012 Australian Olympic Team.
